STATEMENT OF WORK
Department of the Interior (DOI), Office of the Secretary (OS), Office of Employee
Development (OED)
Introduction:
OED develops learning and communication products that support workforce development across the Department of the Interior. OED requires continued access to the Vyond Enterprise animation platform to create, edit, and maintain animated training and communication media used across DOI programs and initiatives, and to preserve continuity with existing OED-developed content.
Background:
OED has used Vyond for approximately five (5) years and maintains a substantial library of animated learning products authored in the proprietary Vyond format. OED also has current projects in development using Vyond that require uninterrupted access to the platform. Licenses are currently maintained under multiple DOI bureau accounts. OED requires consolidation of these licenses into a unified Enterprise environment to support collaboration, asset governance, and continuity of development.
The Contractor shall provide web-based access to twelve (12) Vyond Enterprise Edition user licenses for Office of Employee Development (OED) personnel. The Contractor shall support the consolidation of existing Vyond user licenses previously administered under multiple contracts into a single contract awarded to a new authorized reseller, while ensuring continuity of access and data.
The Contractor shall:
• Provide twelve (12) Vyond Enterprise Edition licenses for each period of performance.
• Coordinate with the software publisher to ensure all licensed users remain within the same environment/tenant.
• Support the transition and consolidation of existing OED user accounts, profiles, and associated permissions into the consolidated license structure, including manual migration activities if required by the publisher.
• Maintain uninterrupted access to existing OED projects, media libraries, and associated user content throughout the transition.
• Ensure the software publisher recognizes the Contractor as the authorized license administrator and reseller of record for the consolidated licenses.
• Provide Enterprise capabilities including Shared Spaces, brand governance and templates, asset collections, integrated premium voices, and Secure Suite controls.
• Plan and execute the license transition to avoid service interruption and coordinate timing with the Government, as necessary.
• Be responsible for coordinating all activities necessary to effectuate the license consolidation, whether performed directly by the Contractor or by the software publisher.
• Provide, at time of quote, written confirmation from the software publisher (Vyond) that the Contractor is an authorized reseller or partner of record authorized to administer and consolidate Vyond Enterprise licenses on behalf of Federal Government customers.
• Deliver a written Transition Plan within five (5) calendar days of contract award, identifying key milestones, responsible parties, and a confirmed cutover date for consolidation of all existing licenses with zero service interruption.
Deliverables under this effort include:
• Twelve (12) OED users licensed for Vyond Enterprise Edition for each period of performance.
• Consolidated access to existing OED assets, projects, and media libraries from previously licensed bureau accounts.
• Continued ability for OED users to create, edit, and export animated media for
Department of the Interior use without interruption.
• Ongoing platform availability for authoring, editing, and exporting content.
• Confirmation that all user accounts have been successfully transitioned to the consolidated licenses and that legacy licenses may expire without impact to users.
• Written Transition Plan submitted within five (5) calendar days of contract award, confirming consolidation milestones, responsible parties, and cutover date.
Period of Performance:
Base Period: May 1, 2026 – April 30, 2027
Option Year 1: May 1, 2027 – April 30, 2028
Option Year 2: May 1, 2028 – April 30, 2029
Option Year 3: May 1, 2029 – April 30, 2030
Option Year 4: May 1, 2030 – April 30, 2031

Options may be exercised at the sole discretion of the Government.
Place of Performance
The platform is cloud-hosted. Access and use will be virtual/remote from Government duty locations. Quoters
Minimum Technical Requirements (Technical Acceptability)
To be considered technically acceptable, a quoter must demonstrate all of the following at time of quote submission:
• The quoter is an authorized reseller or partner of record for Vyond, as evidenced by written confirmation from the software publisher submitted with the quote.
• The quoter can provide the Vyond Enterprise Edition (not a lower tier) with the following features included: Shared Spaces, centralized brand guidelines and templates, integrated
AI voices (WellSaid Labs and Google Chirp), and Vyond Secure Suite controls (SSO, inactivity timeouts, IP allowlisting, and account protections).
• The quoter can provide a minimum of twelve (12) named user licenses under a single consolidated account/tenant for the full period of performance, including the base period and all option years.
• The quoter can support consolidation of existing OED user accounts, profiles, and content libraries from previously separate bureau accounts into the new consolidated tenant without loss of data or interruption to active projects.
• The quoter can deliver a written Transition Plan within five (5) calendar days of contract award.
Technical Quote Requirements
The technical quote shall demonstrate that the quoter meets all minimum requirements identified in this Statement of Work. The technical quote shall include the following:
A. Licensing and Software Confirmation
• A written statement confirming the quoter is an authorized reseller or partner of record for Vyond, including a letter or documentation from the software publisher
(Vyond/GoAnimate, Inc.) verifying authorized reseller status as of the date of quote submission.
• A description of the Vyond Enterprise Edition license being offered, confirming it includes all features required under this SOW: Shared Spaces, centralized brand guidelines and templates, integrated AI voices (WellSaid Labs and Google Chirp), and
Vyond Secure Suite controls (SSO, inactivity timeouts, IP allowlisting, and account protections).
• Confirmation that twelve (12) named user licenses will be provisioned within a single consolidated Vyond tenant/environment, and that all licenses will be under the same account administered by the Contractor as reseller of record.
• Description of the license delivery method (e.g., electronic provisioning, license keys, direct account activation) and estimated timeline for full activation from date of contract award.
B. Transition and License Consolidation Approach
• A narrative description of the quoter’s approach to consolidating existing OED Vyond licenses from multiple bureau accounts into a single Enterprise tenant, including any coordination required with the software publisher and steps to ensure zero disruption to active OED projects and media libraries.
• A description of any manual migration activities that may be required by the publisher, and the quoter’s plan to manage those activities on behalf of the Government.
• Confirmation that the quoter will coordinate the transition timing with the Contracting
Officer’s Representative (COR) and that a written Transition Plan will be delivered within five (5) calendar days of contract award.
C. Support, Maintenance, and Platform Availability
• Description of technical support offerings included with the Enterprise license, including available support channels (e.g., help desk, email, phone), hours of operation, and escalation procedures.
• Confirmation that software updates, patches, and new feature releases are included throughout the period of performance at no additional cost to the Government.
• Description of platform uptime commitments or service level agreements (SLAs) applicable to the Enterprise tier, including any scheduled maintenance windows.
D. Past Performance
The quoter shall provide a list of up to three (3) contracts performed within the past three (3) years that are the same as or similar in scope to this requirement (i.e., resale or administration of
SaaS/subscription software licenses to Federal Government customers). For each reference, provide the following:
• Contract number, agency/organization name, and contract dollar value.
• Period of performance (start and end dates).
• Government point of contact (name, title, phone number, and email address) who can verify performance.
• Brief description of the software licensed and the similarity to this requirement.
Past performance will be evaluated using the Contractor Performance Assessment Reporting
System (CPARS). If no CPARS record exists, a neutral rating will be assigned. Quoters with no past performance record will not be disadvantaged solely on that basis.
Price Quote Requirements
The price quote shall be submitted as a separate volume from the technical quote. Award will be made to the lowest-priced technically acceptable quoter with acceptable or neutral past performance. Price reasonableness will be determined in accordance with FAR 12.209. The price quote shall include the following:
A. Completed Price Schedule
Quoters shall complete the price schedule below. All prices shall be firm-fixed-price (FFP) and inclusive of all costs (licensing fees, support, maintenance, activation, and any other fees required to fulfill this requirement). No additional fees may be invoiced beyond the amounts entered in the price schedule.

B. Pricing Basis and Reasonableness Support
• A copy of the applicable commercial price list that supports the quoted prices. The
Government will use this documentation to determine price reasonableness in accordance with FAR 12.209.
• Identification of any discounts applied to catalog or list pricing (e.g., volume discount, Government discount) and the basis for those discounts.
• Confirmation that all quoted prices are firm-fixed-price and that no additional fees (setup, activation, migration, support, or otherwise) will be charged above the CLIN amounts quoted.
