STATEMENT OF WORK
FOR
VGLZ 212017
Install MAC Pad Lightning Protection System
Selfridge Air National Guard Base, Michigan
All work described herein shall be performed in fullest compliance with Construction Standard policy of Selfridge ANGB Design Compatibility Guidelines, comply with base standards, latest OHSA, IES, NFPA 70 (NEC), NFPA 780, NEMA, IEEE, UL 96, UL 96A, UL 467, and all local rules and regulations for the design and other guidance stated in the following scope of work. Construction shall be conducted in a quality workmanlike manner. Completed work shall exhibit superior quality for completed work.
The Contractor shall obtain A Miss dig ticket and coordinate with Base CE Operations, Work control, to establish a Base dig permit for all underground work including but not limited to installation of new steel masts, new copper ground rods, and new copper ground conductors. The Contractor shall ensure that all excavated/work areas are barricaded. The Contractor shall ensure that all work is in compliance with applicable OHSA 1926 Construction Standards. Contractor shall take all precaution not to disturb any underground utilities including gas, electric, Comm., telephone, cable, water and sewer. All lightning protection work shall be done by licensed lightning protection contractor and certified testing to less than 1 ohm resistance, certified by a 3rd party Inspector. Poles and base shall be constructed to meet a minimum 125 MPH wind rating.
To protect workers, contractor work areas shall be isolated and access by Air Force personnel restricted, unless working in conjunction with the contractor. If this is impractical or cannot be accomplished, the on-site supervisor shall assure the contractor‘s compliance with proper work procedures, energy isolation procedures and contractor employee compliance per AFMAN 91-203, para 21.8.3. When contractor personnel are engaged in activities covered by this instruction (AFMAN 91-203), the on-site supervisor and contractor shall inform each other of their respective lockout/tag out procedures. The on-site supervisor shall ensure his/her personnel understand and comply with the contractor‘s energy control procedures. Air Force and contractor personnel conducting joint lockout/ tag out operations shall use requirements in this standard AFMAN 91-203, para 21.8.1.
The purpose of this Statement of Work (SOW) is to allow the use of a contractor and a licensed lightning protection contractor to perform the installation of lightning protection system to protect all new munitions equipment from the lightning strikes for the entire MAC pad area. The facility shall remain functional during this project.
The Contractor shall obtain field dimensions, equipment materials cost to provide the Government with a complete Cost proposal to perform the required installation. This shall include installation, of new steel masts that can meet the rolling sphere theory, ¾”x10’-0” new copper ground rods, (exothermal welded) , new #4/0 copper ground conductor, catenary conductor and all material required for the installation of lightning protection system. Contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW) and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Specifications, and the SOW as outlined below:

1. The tasks of this SOW are:
a. The contractor shall coordinate with the customer for dimensions of the assembly conveyor and gantry and equipment specifications and provide and install steel masts system minimum 6- 45’ tapered steel poles that will ensure meeting rolling sphere protective theory, with less than 1 ohm resistance. The customer prefers overhead side flash protection up to a minimum of 18 feet and length and width to accommodate the entire area of the sited MAC pad.
b. The contractor shall provide and install ¾”x10’-0” copper ground rods (2 per each steel pole mast), #4/0 copper ground wire, (exothermally welded to ground rods) and mechanically fasten with listed material to steel poles masts. Grounding rods and conductor placed at least 1 foot, below grade per AFI32-1065, A4.1.11. If the ground resistance exceeds more than 1 ohms, the contractor shall provide and install additional ¾”x10’-0” copper ground rods.
c. Per AFI32-1065, A4.1.2, for a metallic mast, the base must be bonded to two separate grounding electrodes, minimum 10’ or more if possible (opposite sides of the mast is the goal).
d. The contractor submit the 3rd party certification and signed ground resistance test report.
e. The contractor shall submit lightning shielding analysis with rolling sphere method and submit the signed and certified report that can cover protection of the complete area against the lightning strikes. The contractor shall adjust the location of the steel mast posts per lightning shielding analysis with rolling sphere method to cover protection of the complete area against the lightning strikes.
f. APPLICABLE STANDARDS: Latest published versions shall be used.

18. Obtain digging permit for all underground work including but not limited to installation of steel masts, ground rods, test wells, and ground cables.
19. Ensure that all excavated/areas are barricaded. Coordinate with Base Personal for any kind of electrical work. The contractor shall take precautions not to disturb any underground utilities including gas, electric, comm., telephone, cable, water and sewer.
20. Perform 3rd party tests for the new lightning protection system and submit certified and signed test report with the recommendations.
21. The contractor shall submit the stamped design structural drawings by registered Civil/Structural Professional Engineer (P.E.) and stamped design lightning protection drawings by registered Electrical Professional Engineer (P.E.) prior to start of the construction.
22. Hardware and equipment shall be comprised of new products the manufacturer is currently manufacturing, have spare parts available for at least five years after completion of contract.
2. Operation and Maintenance Manuals shall be provided, to include (but not limited to) spare parts list, operator’s manual, and contractors’ contact information. Include 1 binders to contain all the information/ warranties and one electronic copy.
3. The lightning protection contractor shall coordinate with other trade contractor to insure a correct, neat and unobtrusive installation. The contractor shall obtain dimensions of all equipment’s that will be installed on the MAC pad from the customer.
4. Quality Assurance and Quality Control
a. The Lightning Protection System shall conform to the requirements and standards for Lightning Protection Systems of UL, LPI, and NFPA. Upon completion, the licensed lightning protection contractor shall submit the application for the UL Master Label to UL and provide UL Master Label Certificate to Gov’t.
b. A qualified Lightning Protection contractor listed with UL and under the supervision of an LPI Certified Master Installer shall be required for the installation of the Lightning protection System
c. The contractor shall provide the UL Master Label for the structure upon completion of the installation.

5. Warranty: Contractor shall provide a one year warranty on workmanship of the entire project in addition to any manufacturer’s warranty on materials installed. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government.
6. Submittals: Material submittals shall be submitted, reviewed, and approved prior to installation.
The Government will review the submittals and provide comments/approval within 10 days. All comments shall be addressed prior to beginning work. Also, any shop drawings that are required shall be submitted for Government review. The shop drawings review will be returned to the contractor within 10 days. Refer to AF Form 66 for any additional submittals.
1. The lightning protection contractor shall submit detail drawings consisting of a complete list of material, including manufacturer's descriptive and technical literature, catalog cuts, drawings, and installation instructions. Detail drawings shall demonstrate that the system has been coordinated and will function as a unit. Drawings shall show proposed layout and mounting and relationship to other parts of the work.
2. All materials including steel masts, copper ground rods, air terminals, conductors, connectors, bonds, splices, exothermic welds, bonding connection, grounding and other lightning protection materials required for this project shall be in compliance with NFPA 780 and shall be UL listed.
3. The contractor shall submit red line drawings, as-built drawings.
7. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.
8. Record drawings may be provided to the contractor as a courtesy at the discretion of the Government, but their accuracy is not guaranteed. The contractor shall do his own field investigations of the utilities and other items in the area and base his work accordingly. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract. These record drawings bear no such representation or understanding.
9. Contractor shall conduct an intensive field survey of all existing conditions. The contractor should survey existing conditions and correlate their work requirements accordingly. Contractor shall verify all dimensions, calculations and code requirements for all elements of work. The contractor is ultimately responsible for constructability and providing a complete and usable product at the completion of the project.
10. The presence of lead on painted surfaces is not expected.
11. Period of Performance shall be 120 calendar days from notice to proceed. The contractor will submit a detailed work schedule prior to construction. Weekend and off shift hours work may be required for this construction and the contractor shall get approval from the contracting officer for weekends and off shift hours. The Contractor shall coordinate with the contracting officer and set up bi-weekly progress meeting.
12. The contractor shall submit to the Contracting Officer a coordinated schedule indicating the sequence of operations for review prior to commencement of the work. Currently base is open
3/18/21 VGLZ 212017 Page 6 of 7 from Monday thru Friday 0700-1700 only. Any work outside these hours and on Federal Holidays must be requested at least 72 business hours in advance and then approved by the contracting officer. The federal holidays are listed below:
a. January 1st – New Year’s Day
b. Third Monday in January – Martin Luther King Jr. Day
c. Third Monday in February – Washington’s Birthday
d. Last Monday in May – Memorial Day
e. July 4th – Independence Day
f. First Monday In September – Labor Day
g. Second Monday in October – Columbus Day
h. November 11th – Veterans Day
i. Last Thursday in November – Thanksgiving Day
j. December 25th – Christmas Day
The contractor shall work on weekend with contracting officer approval and government oversight.
13. The facility shall remain functional during this project. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work (of others), heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.
14. Temporary utilities (power, lighting, etc) will not be required to support building use and functions during this project.
15. Egress: Do not close or obstruct walkways, corridors, or other occupied facilities without written permission from the contracting officer.
16. Life Safety
a. When demolition occurs in or near an occupied space, measures must be taken to protect the indoor air quality, reduce noise, limit vibration from cutting or chopping, reduce odors emanating from demolition debris, and mitigate dust infiltration from airborne particles and foot traffic.
b. Use water mist, temporary enclosures, and other suitable methods to limit dust and dirt rising and scattering in the air. Do not use water when it may damage existing construction or create hazardous or objectionable conditions such as ice, flooding, and pollution. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials, and promptly dispose of them off-site. Maintain adequate ventilation when using cutting torches.
c. Avoid unsightly conditions by cleaning adjacent structures and architectural finishes.
Eliminate tractable dirt by wet-mopping floors and wiping down walls and doors of the demolition enclosure. Provide walk-off mats from the area of work to prevent dust from
3/18/21 VGLZ 212017 Page 7 of 7 being tracked onto adjacent floor finishes. Do not use public corridors, lobbies, or hallways as staging areas. Damage to adjacent construction during demolition must be repaired and restored within 48 hours by the contractor.
17. Locate, identify, disconnect, and seal or cap off any utilities as necessitated by the project. Do not interrupt existing utilities serving occupied or operating facilities unless authorized in writing by the contracting officer. Arrange to shut off indicated utilities with respective providers. Provide at least 72 hours’ notice to the government if a shutdown of service is required during the changeover. Maintain services to remain and protect them against damage during the project.
18. At the conclusion of the project the Contractor will be responsible to compile and furnish to the Government, DD Form 1354, "TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY”, indicating all costs and quantity data of materials and systems furnished and installed. A draft DD1354 showing a list of items for which the costs and quantity data is required will be furnished to the Contractor.
