About this file

This Statement of Work (SOW) details the requirements for installing two synthetic turf areas for the Department of the Air Force Space Command at a facility. The project involves constructing two separate turf zones, each measuring 5 yards by 36 yards (360 square yards), on an existing concrete pad. Specific requirements include grey field turf with navy blue markings, synthetic turf with UV resistance, a shock-absorbing underlay padding no thicker than 1/2 inch, and non-rubber infill meeting environmental guidelines.

The project mandates strict performance standards, including a 5-year durability guarantee, minimal maintenance, and compliance with multiple ASTM testing standards for factors like friction coefficient, vertical load resistance, and impact attenuation. The contractor must complete installation within 60 calendar days, submit detailed quality control documentation, provide a maintenance training session for base personnel, and deliver comprehensive documentation including as-built drawings, manufacturer warranties, and compliance certifications. The government will inspect the installed turf areas and base final acceptance on meeting all specified requirements and successfully completing the training session.

1.2. The Contractor is responsible for verifying site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a solution.

1.3. The Contractor shall furnish all labor, materials, equipment, and services necessary to install two synthetic turf areas, each measuring 5 yards by 36 yards, including underlay padding, infill, and field markings, on an existing concrete pad.

2. TURF INSTALLATION:

2.1. Install two separate synthetic turf areas on the existing concrete pad, each with the following specifications:

2.1.1. Dimensions: 5 yards wide by 36 yards long (total of 360 square yards per area).

2.1.2. Turf Color: Grey field turf with navy blue lines.

2.1.3. Pile Height: Between 3/4 inch and 1.5 inches.

2.1.4. Material: Synthetic turf designed for high durability and UV resistance, suitable for outdoor use on concrete.

2.1.5. Yard Markings: Solid navy-blue lines at 5-yard increments (e.g., 5, 10, 15, 20, 25, 30 yards).

2.2. Underlay Padding:

2.2.1. Thickness: Not to exceed 1/2 inch.

2.2.2. Material: Shock-absorbing padding suitable for installation on concrete, providing cushioning and safety without compromising stability.

2.2.3. Performance: Must meet or exceed industry standards for impact attenuation.

2.3. Infill:

2.3.1. Material: Non-rubber infill (e.g., sand, organic, or synthetic alternatives).

2.3.2. Environmental: Infill shall be non-toxic and compliant with EPA guidelines.

2.4. Installation Surface Preparation:

2.4.1. The contractor shall inspect and prepare the concrete pad to ensure proper adhesion and drainage, addressing any irregularities prior to installation.

2.4.2. The existing concrete pad shall meet the following minimum conditions:

Surface Flatness: Deviation not to exceed ¼ inch in 10 feet in any direction, as verified by a straightedge test.

Structural Integrity: No visible cracks, spalling, or surface delamination. Concrete shall exhibit no signs of movement or instability under foot tra ic or equipment load.

Surface Cleanliness: Pad must be clean, dry, and free of loose debris, oil, grease, sealers, or contaminants prior to installation.

Moisture Tolerance: Moisture content of the slab shall not exceed 5% by weight (as measured by a concrete moisture meter) if adhesives or infill require it.

Drainage: Installation shall ensure adequate drainage to prevent water pooling, compliant with site-specific requirements.

2.4.3. If any of the conditions in 2.4.2 are not met, the contractor shall notify the Government prior to proceeding.

3. PERFORMANCE STANDARDS:

3.1. The installed turf system (turf, padding, infill) shall meet the following performance standards:

3.1.1. Durability: Withstand heavy foot tra ic and outdoor weather conditions for a minimum of 5 years.

3.1.2. Maintenance: Require minimal maintenance, with the contractor providing a maintenance guide outlining care procedures.

3.1.3. Coe icient of Friction: Provide a minimum coe icient of friction of 0.6, measured per ASTM F2333, to ensure adequate traction.

3.1.4. Vertical Load: Withstand vertical loads of at least 75 psi without permanent deformation, verified via ASTM D3574.

3.1.5. Drainage Rate: Facilitate drainage at a minimum rate of 10 inches/hour, tested per

ASTM F1551.

3.1.6. Fiber Retention: Maintain a minimum of 95% fiber retention and structural integrity after simulated wear equivalent to 10 games, using ASTM F1015 protocols.

3.1.7. Impact Attenuation: Meet or exceed ASTM F1936 standards for impact attenuation (Gmax ≤ 200).

4. INSTALLATION REQUIREMENTS:

4.1. Timeline:

4.1.1. Installation shall be completed within 60 calendar days from contract award.

4.1.2. The following conditions will be considered "weather delay days" and shall not count toward the 60-calendar-day completion period:

Precipitation exceeding 0.10 inches in a 24-hour period (measured on-site or by the nearest NOAA-certified station);

Sustained wind speeds above 20 mph or gusts over 30 mph, where wind-sensitive operations are involved (e.g., turf laying, adhesive application);

Ambient temperatures below 40°F (4.4°C) or above 95°F (35°C) when such conditions prevent adhesive curing or safe equipment operation.

Snow cover, standing water, or saturated subgrade conditions that render the site unworkable for turf installation or heavy equipment.

4.2. Site Access: Contractor shall coordinate with base personnel for site access and security requirements.

4.3. Quality Control (QC):

4.3.1. The contractor shall submit a Synthetic Turf Quality Control Plan (QCP) within 10 calendar days of contract award. The QCP must address the following, with supporting documentation:

4.3.2. Inspection and Testing Schedule: Provide a timeline identifying inspection and testing checkpoints for:

Subgrade preparation and compaction

Aggregate base installation (gradation, depth, compaction)

Turf roll layout and seaming

Infill material installation (depth, distribution)

Final grooming and field markings

4.3.3. Testing Procedures and Standards: All testing must be performed by qualified personnel and reference the following minimum standards:

Base Compaction: ASTM D1557, min. 95% Modified Proctor
