Statement of Work Summary
This Statement of Work describes repair and diagnostic services required for one TEREX TFC 45 container handling machine at Norfolk Naval Station, Building W-131 Staging Area. DLA Distribution Norfolk (DDNV) is requesting vendor services to address critical mechanical failures discovered during a certified TEREX technician inspection. The primary issues include retraction problems with the main boom, a ruptured main hydraulic line, and premature failure of valves and solenoids related to a failed telescoping cylinder.
The contractor must provide all necessary repair materials, skilled personnel, and equipment to complete the following work in accordance with manufacturer specifications: removal, repair, testing, and reinstallation of the main telescoping cylinder; removal and replacement of failed lock valves; removal and replacement of failed solenoids; removal and replacement of the main hydraulic line connecting to the hydraulic tank; and replenishment of the hydraulic tank with manufacturer-specified hydraulic fluid. Upon completion of parts replacement, the contractor shall conduct vigorous testing and perform any required calibrations to ensure the machine operates in full compliance with manufacturer design and specifications. The scope requires one TEREX TFC 45 (DDNV Asset 20214629) to be serviced.

2. Project History and Justification
DLA Distribution Norfolk, Virginia, is requesting an outside vendor service to come to Naval Station Norfolk to perform diagnostics and repair services on one TEREX TFC 45. This type of machinery is essential in the removal and stowage of 45-ton, 40-foot containers for the DLA DDNV customers within a designated marshaling yard on Naval Station Norfolk.
The machine requiring the repair service is having retraction issues of the main boom. Along with the main hydraulic line rupturing while being non-operational for a long period of time. These issues were, recently, discovered after a deep dive was performed by a certified TEREX technician.
During the discovery, it was addressed that the main telescoping cylinder needs to be removed, resealed, and pressure tested again. Along with the replacement of various valves and solenoids that have seemed to prematurely fail in conjunction with the failed telescoping cylinder. The main hydraulic line for the hydraulic tank has split open and needs to be replaced, and the hydraulic tank needs to be refilled with the proper hydraulic fluid.
