About this file
This is a Statement of Work for the procurement of one digital stereomicroscopic system for the National Transportation Safety Board's Materials Laboratory.
The NTSB seeks to procure a complete stereomicroscope system to support materials analysis at its High Bay Laboratory facility in Upper Marlboro, Maryland. The system must accommodate specimens ranging from 0.05 inches to 4 feet in length and include adjustable binocular tubes with ergonomic features including variable eyepieces, diopters, viewing height, and interpupillary distance (50-100 mm). The microscope must feature two parfocal planachromatic or planapochromatic objectives at 1X magnification or less, with 10X eyepieces suitable for eyeglass wearers. The optical system requires a 20:1 minimum zoom ratio, 50 mm to 3 mm field of view, and at least 100 mm working distance. The system must incorporate integrated LED lighting with adjustable polarization and a high-definition digital camera capable of 10 megapixel JPG/JPEG images, 6 megapixel MP4/MPEG-4 video, and 3840 x 2160 pixel live imaging at 30 fps with SD card or USB storage. A heavy-duty microscope stand with vertical and horizontal positioning and anti-vibration capability is required, along with software providing onscreen measurements, annotations, calibration capability, and extended depth of field functionality. The contractor must provide installation, calibration, certification, training for up to ten NTSB employees, and a dust cover. Delivery and assembly must occur within 120 business days after award to 401 Prince Georges Boulevard, Unit F, Upper Marlboro, Maryland 20774. The NTSB intends to award one firm fixed-price purchase order to the lowest price technically acceptable offer, with F.O.B. destination and all delivery and shipping costs included in quotes. Payment is due upon completion of deliverables and government inspection and acceptance.

Statement of Work Stereomicroscope
Statement of Work Stereomicroscope
1. BACKGROUND
The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine, pipeline and commercial space – and issuing safety recommendations aimed at preventing future accidents.
The NTSB Office of Research and Engineering, Materials Laboratory (RE-30) conducts or coordinates all of the materials analyses in support of special studies and accidents investigated by each of the NTSB’s modal offices. The Materials Laboratory must accurately and effectively document factual evidence on accident components and systems. This work is partially accomplished using stereomicroscopes for overall optical evaluation of evidence NTSB Materials Laboratory and High Bay Laboratory facilities.
2. SCOPE OF WORK
The NTSB Materials Laboratory currently has Leica M205C stereoscopic microscopes with digital cameras located at NTSB headquarters. However, with the standing up of the High Bay Laboratory facility, the NTSB Materials Laboratory needs the same optical examination capabilities at this remote site to assist with examining components and large wreckage that would not be able to be transported to the HQ Laboratory.
3. REQUIREMENTS
The NTSB has a requirement to procure one (1) digital stereomicroscopic system with the following minimum technical characteristics:
• Microscope: Supply one stereomicroscope that can operate at a variety of magnifications, using a variety of light sources, able to accommodate specimens as small as 0.05 inches in length/diameter and as large as 4 feet in length.
o The stereomicroscope binocular tubes must be adjustable to accommodate a variety of individual ergonomic heights, facial dimensions, and eyesight;
i.e. the equipment must include incorporated adjustable eyepieces, diopters, viewing height, viewing angle (adjustable from 10° – 45°), and interpupillary distance (adjustable from 50 mm to 100 mm). These adjustable features shall allow an operator to remain positioned seated upright when using the eyepieces.
o The stereomicroscopes must include two parfocal planachromatic or planapochromatic objectives, 1X magnification or less. The eyepiece objectives shall be 10X and suitably wide-field to accommodate users who conduct microscopy while wearing eyeglasses.
o The zoom stereomicroscopes configuration must perform under a range of total magnifications, including less than the eyepiece magnification of 10X.
• Lighting: The equipment must incorporate an array of LED light source options integrated to the microscope, including:
o An integrated ring light with selectable segments and the ability to adjust polarization and diffuse reflection and bright spots.
• Camera: The equipment must include a high-definition digital camera, capable of digital image capture no less than 10 megapixel and real time video export to the in-place digital screens in the lab, including HDMI 2.0 capable televisions and monitors. The camera shall have the following minimum requirements:
o JPG/JPEG images with 10 Mpixel resolution.
o MP4/MPEG-4 video with 6 Mpixel resolution.
o Image capture to an integrated SD card drive or USB capability.
o Live image 3840 x 2160 pixel at 30 fps.
• Optics Performance:
o The stereomicroscope must operate at an optical field of 50 mm to 3 mm.
o The optics must provide an optical working distance of at least 100mm between lens and subject.
o The zoom stereomicroscope shall have an optics design that enables high depth of field with high resolution at any magnification and shall include the following requirements.
Zoom ratio of 20:1 minimum.
• Stand: The Contractor must also supply a stereomicroscope stand comprising of a heavy base and a heavy duty horizontal arm that can be positioned in the vertical and horizontal direction (with rack and pinion actuator for the vertical position), capable of extending no less than 2 feet (600 mm) towards the user, balanced and stable enough to not move under microscope operation. Anti-vibration systems are preferred.
• Integrated computer and software: If an external computer is needed to run the stereomicroscope, the computer with monitors and interface peripherals (e.g.
keyboard, mouse) must be capable of running software to control the stereomicroscope that can be accessed by all NTSB Materials Lab (RE-30) personnel, be internet capable and compatible with the NTSB network.
o If no external computer is needed, the equipment must be able to support digital image export using standard ports including SD, HDMI, IEEE 1394, and/or USB 3.0.
o Software shall include capability to provide onscreen measurements and annotations of features in images captured. Measurements shall be able to be calibrated for accuracy.
o An extended depth of field capability shall be included for stacking multiple focal plane images into one composite image to extend the effective field of focus.
o A foot or hand switch for remote triggering of image capture will be provided for optional use.
• Installation/Training: The Contractor is responsible for providing the installation, calibration, certification and training for the equipment. Training on the use of the equipment and any applicable software shall be provided for up to ten (10) NTSB employees.
• Maintenance: Provide a dust cover or similar to help preserve and maintain equipment when not in use.
4. DELIVERABLES
The Contractor shall deliver and assemble the digital microscope system as described above within 120 business days after award to the NTSB facility located at 401 Prince Georges Blvd Unit F, Upper Marlboro, MD 20774. At delivery, the Contractor shall demonstrate the operation and function of the instrument and accessories and demonstrate compliance with the required technical specifications.
5. DELIVERY DATE
Delivery of the equipment is due no later than 120 business days after award. The Contractor must notify NTSB technical point of contact of their intent to deliver the instrument at least 5 working days in advance of delivery.
6. INSPECTION AND ACCEPTANCE
In addition to the inspection and acceptance terms as described in FAR 52.212-4 – Contract Terms and Conditions – Commercial Products and Commercial Services, the Government reserves the right to perform or have performed such tests and evaluations to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment in which the system is to be operated.
7. PAYMENT SCHEDULE
The Contractor may submit an invoice upon completion of the deliverables, contingent upon Government inspection and acceptance.
