This is a Statement of Work (SOW) for ultrasonic side scan testing services at the U.S. Coast Guard Shipyard in Baltimore, Maryland. The contractor must provide all personnel, equipment, supplies, and services necessary to conduct automated scanning crawler testing of vessel hulls, freeboard plating, decks, tanks, and other areas for metal corrosion and deterioration detection. Services apply to vessels ranging from 65 to 327 feet in length, including barques, cutters, buoy tenders, ice breakers, and patrol boats. The SOW specifies that scanning must be performed at 0.5" x 0.5" resolution using ASNT Level III certified analysts and Level II or III certified scanning personnel in accordance with ASNT CP-189 (2020) standards. Thickness measurements must account for paint coating thickness calculated from 12 random readings (for vessels 110 feet or less) or 25 readings (for larger vessels). Scanning parameters designate plates with 25% or greater wastage as "RED" repair areas, 15-24% wastage as "YELLOW," and less than 15% as "GREEN."
The contractor must submit a comprehensive final report within three working days of inspection completion, including inspection overview, plate summary in table format, C-scan images with repair areas outlined in blue, and mosaic overlays on provided Coast Guard shell plate expansion drawings. The contractor shall conduct the inspection with 48-hour notification upon task order issuance and attend a mandatory post-award conference within 10 business days of contract award. Personnel must comply with 29 CFR 1915 OSHA shipyard employment standards, possess U.S. citizenship or lawful permanent residence, and register through the RAPIDGate Vendor Management Program or Transportation Worker Identification Credentials (TWIC) system for facility access. 1.4.1 PUBLICATIONS
The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:
· U.S. Coast Guard Yard ISO 9001 Quality Management and ISO 14001 Environmental Management Systems certifications.
· American Society for Nondestructive Testing (ASNT) CP-189 Standards for Qualification and Certification (2020)
· 29 CFR 1915- Occupational Safety and Health Standards for Shipyard Employment.
2.0 SPECIFIC REQUIREMENTS/TASKS

· Plates where scan data indicating wastage between 15% to 24% of the nominal plate thickness shall be highlighted in “YELLOW”
· Plates where scan data indicating wastage less than 15% of the nominal plate thickness shall be highlighted in “GREEN.”
2.1.1.1 The Contractor shall ensure that automated scanning resolution is set to 0.5” x 0.5”
2.1.1.2 The Contractor shall measure the average paint coating thickness using 12 random readings per side of the vessels 110 feet or less and 25 random readings for vessels exceeds 110 feet in length. Subtract the average paint coating thickness from all the measurements to approximate the actual steel thickness for each point. Include results of the random readings with their approximate location on the vessel and the calculated average in the final report.
2.1.1.3 The Contractor shall make all hull markings with a paint pen.
2.1.1.4 Handheld Ultrasonic Thickness (UT) readings shall be taken to verify deteriorated metal areas found with side scan equipment.
