About this file
This is Amendment A00001 to a U.S. Coast Guard solicitation for ultrasonic side scan testing services. The amendment, issued June 9, 2026, provides answers to vendor questions and confirms that the quotation closing date remains June 18, 2026 at 2:00 PM EST. The document clarifies that this is a recompetition of an incumbent contract currently held by GLADD Inc. under contract number 70Z04021D60902Y00. The Government anticipates award within 90 days of solicitation closure. Offerors are encouraged to propose cost efficiencies, expanded capabilities, and alternative approaches, as all lessons learned from the current contract have been incorporated into the Statement of Work.
The underlying solicitation (70Z04026Q62461Y00) seeks one Requirements contract with fixed-price task orders covering a 12-month base period and four 12-month option periods for ultrasonic side scan testing services to be performed at the U.S. Coast Guard Shipyard in Baltimore, Maryland on vessels in dry-dock. The requirement is set aside as 100% Small Business with a NAICS code of 541330 (exception 3) and a size standard of $47.0 million. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, planning, and other necessary items. Inquiries should be directed to Contract Specialist Carol L. Dreszer at carol.l.dreszer@uscg.mil. Offerors must sign and return one copy of the amendment with their quotation.

1. This amendment is issued to provide answers to question received in response to this solicitation.
Question 1: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: As stated in the Acquisition Planning Forecast System (APFS), Forecast Record Number F2026070829, this requirement is a recompete. The current Contract Number is 70Z04021D60902Y00. The current contractor is GLADD Inc.
Question 2: When do you anticipate awarding this contract?
Answer: Solicitation closes on 6/18/2026 at 2 pm. Evaluation and award anticipated 90 days after closing, if not sooner.
Question 3: Given that this requirement appears to have incumbent support, is the Government seeking any specific changes, improvements, cost efficiencies, expanded capabilities, or alternative approaches through this recompetition?
Answer: .All lessons learned during the performance of the current contract have been incorporated into the Statement of Work. If an Offeror desires to propose cost efficiencies, expanded capabilities, and/or alternative approaches, the proposal should fully discuss such.
