USDA, EASTERN REGIONAL RESEARCH CENTER (ERRC), Wyndmoor, PA Replace Underground Steam and Condensate Piping Statement of Work
1. The Eastern Regional Research Center (ERRC), located at 600 East Mermaid Lane, Wyndmoor, PA 19038 requires the replacement of approximately 225 feet each of underground steam pipe (3” NPS) and condensate pipe (1-1/2” NPS) from the boiler house to the Mechanical Services Building (MSB). The work required includes all engineering, design, labor, materials, equipment, supplies, transportation, supervision, testing and incidentals needed to complete excavation, removal, replacement, and backfilling for the pipes. Contractor is also responsible for seeding the disturbed grassed area over the excavated area. The contractor shall conduct utility location by a qualified service prior to performing any excavation.
2. General conditions are indicated in Appendix 1.
3. Original installation layout drawing of the piping to be replaced and pictures of the connection points inside the buildings are shown in Appendix 2.
4. Piping products and installation specifications are in Appendix 3 – Steam and Condensate Heating Piping.
5. A 4” layer of sand shall be placed and tamped in the trench to provide a uniform bedding for the piping system.
6. When backfilling over installed piping, Contractor shall:
a. After the piping is installed, the entire trench shall be evenly backfilled with sand in 6” compacted layers to a minimum height of 6” above the top of the insulated piping system. The remaining trench shall be evenly and continuously backfilled in uniform layers with excavated soil except for last foot. Place 1 foot of topsoil on top of native fill then seed with Tall Fescue Sunny Mix and cover with 3 inches of straw.
b. Maintain optimum content of backfill materials to attain compaction density of 85% of maximum density per ASTM D1557 Modified Proctor Test Method.
c. Slope grade away from building minimum ¼ inch in 10 feet.
d. Make gradual grade changes. Blend slope into level areas.
e. Provide 3” wide detectable underground warning tape over pipe.
7. The contractor shall sequence the work to limit service outages. Shutdowns are to be minimized to the shortest practical duration.
8. Contractor shall provide submittals as specified in Appendices 1 and 3.
9. Work hours at ERRC are 7:00AM to 3:30PM Monday through Friday. Shutdowns supporting the work are to be scheduled during off hours or during weekend hours.

GENERAL REQUIREMENTS
SECTION 01010
GENERAL REQUIREMENTS
REPLACE UNDERGROUND STEAM AND CONDENSATE PIPING
WYNDMOOR, PA
1.1 GENERAL INTENTION
A. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work as required by the contract documents.
B. All employees of general contractor and subcontractors shall comply with ARS security management program, obtain permission of the ARS Location Manager, be identified by project and employer by wearing government issued identification badges at all times on ARS property, and restricted from unauthorized access.
C. Prior to commencing work, the general contractor shall provide proof that an OSHA certified “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.
D. Training:
1. All employees of the general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and /or other relevant competency training. Supervisors shall have completed the 30-hour OSHA training.
2. Submit training records of all such employees to the Contracting Officer for approval before the start of work.
1.2 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION: Work includes excavation, removal and installation of piping, refilling and reestablishing lawn to complete the replacement of direct-buried, underground steam and condensate piping from the boiler house to the Mechanical Services Building (MSB).
1.3 PROJECT COORDINATION:
A. Construction Project Schedule:
1. The Contractor will submit a construction project schedule to the Contracting
Officer for approval within 5 days after receiving the Notice to Proceed. The
Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer.
B. Contract Inspector’s Daily Report:
Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job
Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.
C. Contractor’s Contact Log (Form SF-1413):
The contractor shall provide the Contracting Officer a list of all sub-contractors in a table format listing at least the following (which apply):
Company Name, Company Address, Name of Contact person(s), Telephone Numbers, Fax
Numbers, and E-mail address. The Contractor shall update the list immediately when subcontractors change or are added.
D. Formal Meetings:
Any meeting (deemed formal by the contractor, the COR, or the Contracting
Officer) will have the minutes of said meeting prepared by the contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.
1.4 SAFETY SUBMITTALS
A. Contractor shall submit a "site specific" Safety Plan to the Contracting
Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and
Environmental Controls, Personal Protective and Life Saving Equipment, Hand and
Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing
Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety
Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor may be confiscated and delivered to the Contracting Officer.
B. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.
C. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”) involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.
D. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work. High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting
Officer written weekly documented safety inspection results.
E. Contractor shall provide to the Contracting Officer for approval, copies of Material Safety Data Sheets (MSDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.
F. HOT WORK PERMITS:
1. The Contractor will not be permitted to work without this permit when performing hot work. See paragraph 1.6.M for further instructions.
1.5 CONSTRUCTION SECURITY REQUIREMENETS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. Contractor’s employees shall not enter the project site without appropriate badges. They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. For working outside the “regular hours” as defined in the contract, The
Contractor shall give a ten (10) day notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of ARS premises is allowed without written permission of the
Contracting Officer.
4. ARS reserves the right to close down or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the Contracting Officer.
C. Key Control:
1. The Contractor shall maintain all keys and lock combinations until project turnover.
D. Document Control:
1. The Contractor is responsible for safekeeping of all drawings, project manuals and other project information. This information shall be shared only with those with a specific need to accomplish the project.
2. These documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
3. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the ARS.
E. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies and Contractor must be on site to receive all deliveries.
2. Separate permits shall be issued for Contractor and its employees for parking in designated areas only.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to the Contracting Officer for review for compliance with contract requirements.
Prior to any worker for the contractor or subcontractors beginning work, they shall undergo a safety briefing provided by the contractor’s competent person per
OSHA requirements. This briefing shall include information on the construction limits, ARS safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of ARS equipment, etc. Documentation shall be provided to the Contracting Officer that individuals have undergone contractor’s safety briefing.
C. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.
D. Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA
241. For small facilities with less than 20 feet exposing overall length, separate by 10 feet.
E. Temporary Construction Partitions:
1. Install and maintain temporary construction partitions to provide smoke-tight separations between construction areas and adjoining areas. Construct partitions of gypsum board or treated plywood (flame spread rating of 25 or less in accordance with ASTM E84) on both sides of fire retardant treated wood or metal steel studs.
F. Temporary Heating and Electrical: Install, use and maintain installations in accordance with 29 CFR 1926, NFPA 241 and NFPA 70.
G. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with Contracting
Officer.
H. Egress Routes for Construction Workers: Maintain free and unobstructed egress.
Inspect daily. Report findings and corrective actions weekly to the Contracting
Officer.
I. Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA 241 and NFPA 10.
J. Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.
K. Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with
Article, OPERATIONS AND STORAGE AREAS, and coordinate with the Contracting
Officer. All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the
Contracting Officer. Parameters for the testing and results of any tests performed shall be recorded by the General Contractor and copies provided to the
Contracting Officer.
L. Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with the Contracting Officer.
M. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with the Contracting Officer. Designate contractor's responsible project-site fire prevention program manager to coordinate permit hot work.
N. Fire Hazard Prevention and Safety Inspections: Inspect entire construction area weekly. Coordinate with, and report findings and corrective actions weekly to the
Contracting Officer.
O. Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.
P. Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily.
Q. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.
1.7 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on
Government premises to areas authorized or approved by the Contracting Officer.
The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the
Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
C. Working space and space available for storing materials shall be as determined by the Contracting Officer.
D. Workers are subject to rules of the Location applicable to their conduct which shall be provided by the Contracting Officer.
E. Execute work so as to interfere as little as possible with normal functioning of
Location as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied during construction except as permitted by the Contracting Officer where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by the ARS in quantities sufficient for not more than two work days.
3. Where access by ARS personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment may be permitted subject to fire and safety requirements.
F. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the
ARS operations will not be hindered. Contractor shall permit access to ARS personnel through construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by ARS so that operations will continue during the construction period.
G. When a building is turned over to Contractor, Contractor shall accept entire responsibility therefore until contract completion.
1. Contractor shall maintain a minimum temperature of 40 degrees F at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department which will be required to respond to an alarm from Contractor's employee or watchman.
H. Utilities Services: Maintain existing utility services for ARS at all times.
Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems
(including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by the Contracting
Officer.
1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior written approval of the Contracting Officer. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Contracting Officer’s prior knowledge and written approval.
2. Contractor shall submit a request to interrupt any such services to the
Contracting Officer, in writing, Two weeks advanced notice and again 48 hours in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of ARS. Interruption time approved by ARS may occur at other than
Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 21 calendar days prior to the desired time and shall be performed as directed by the Contracting Officer. It is the Contractor's responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the mitigating life safety measures to be used during the work, and a schedule defining the duration of the work with milestone subtasks.
5. In case of a contract construction emergency, service will be interrupted on approval of the Contracting Officer. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
I. To minimize interference of construction activities with flow of ARS traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles.
2. Method and scheduling of required cutting, altering and removal of existing roads; walks and entrances must be approved by the Contracting Officer.
J. Coordinate the work for this contract with other construction operations as directed by Contracting Officer. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
1.8 ALTERATIONS
A. Survey: Before any work is started, the Contractor shall make a thorough survey with the Contracting Officer, of areas of the building in which alterations occur and areas which are anticipated routes of access.
B. Any items required by drawings to be either reused or relocated or both, found during this survey to be nonexistent, or in opinion of Contracting Officer, to be in such condition that their use is impossible or impractical, shall be furnished and/or replaced by Contractor with new items in accordance with specifications which will be furnished by Government. Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2).
C. Re-Survey: Thirty days before expected partial or final inspection date, the
Contractor and Contracting Officer together shall make a thorough re-survey of the areas of building.
1. Re-survey report shall list any damage caused by Contractor and will form basis for determining extent of repair work required of Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective measures:
1. Wherever existing roof surfaces are disturbed they shall be protected against water infiltration. In case of leaks, they shall be repaired immediately upon discovery.
2. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed.
E. Final Cleanup:
1. Upon completion of project, or as work progresses, remove all construction debris from above ceiling, vertical shafts and utility chases that have been part of the construction.
1.9 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
1. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by
Contracting Officer.
2. Items not reserved shall become property of the Contractor and be removed by
Contractor from ARS property.
3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the
Government. When rooms and spaces are vacated by the ARS during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.
1.10 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS
A. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.
If the Contractor fails or refuses to repair the damage promptly, the Contracting
Officer may have the necessary work performed and charge the cost to the
Contractor.

1.11 RESTORATION
A. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the Contracting Officer. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the Contracting Officer before it is disturbed. Materials and workmanship used in restoring work shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
B. Upon completion of contract, deliver work complete and undamaged. Existing work
(walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.
C. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment.
D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4) and "DIFFERING
SITE CONDITIONS" (FAR 52.236-2).
1.12 AS-BUILT DRAWINGS
A. The Contractor shall provide electronic as-built drawings in PDF format to the
Location Monitor, Contracting Officer Representative and the Contracting Officer.
1.13 AVAILABILITY AND USE OF UTILITY SERVICES
A. The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Should existing services be inadequate for the Contractor’s purposes without interfering with ARS operations, the Contractor shall provide and pay for their own services. The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the Government. The
Contractor shall carefully conserve any utilities furnished without charge.
B. Electricity (for Construction and Testing): Furnish all temporary electric services.
1. Obtain electricity by connecting to the ARS electrical distribution system.
The Contractor shall meter and pay for electricity required for electric cranes and hoisting devices, electrical welding devices and any electrical heating devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor.
1.14 TESTS
A. Conduct final tests required in various sections of specifications in presence of an authorized representative of the Contracting Officer. Contractor shall furnish all labor, materials, equipment, instruments, and forms, to conduct and record such tests.
1.15 INSTRUCTIONS
A. Contractor shall furnish Maintenance and Operating manuals, verbal instructions and formal training when required by the various sections of the specifications and as hereinafter specified.
1.16 CONSTRUCTION WASTE MANAGEMENT
A. Responsibilities. The contractor shall employ processes that ensure the generation of as little waste as possible and shall avoid the generation of waste due to the following:
1. Over-packaging.
2. Error.
3. Poor planning, layout.
4. Over ordering.
5. Breakage
6. Mishandling.
7. Contamination.
8. Damage from weather.
B. Procedures.
1. Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged or recycled.
2. Waste disposal in landfills shall be minimized to the greatest extent possible.
a. Waste Diversion Goals.
(1) Demolition, Major Remodeling: Minimum 10% of total project waste shall be diverted from landfill.
(2) Interior Remodeling: Minimum 10% of total project waste shall be diverted from landfill.
b. The following waste categories, at a minimum, shall be diverted from landfill:
(1) Clean dimensional wood, palette wood.
(2) Engineered wood products: plywood, particle board, I-joists, etc.
(3) Cardboard, paper, packaging.
(4) Beverage containers.

Before approving any cutting and welding permit, the contractor’s authorized representative or their appointee shall inspect the work area and confirm that pre-cautions have been taken to prevent fire in accordance with NFPA Standard No. 51B.

STEAM AND CONDENSATE HEATING PIPING
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes the following for HP steam and condensate piping:
1. Pipe and fittings.
2. High Temperature Direct Buried Pipe.
1.2 DEFINITIONS
A. HP Systems: High-pressure piping operating at more than 15 psig as required by ASME B31.1.
1.3 PERFORMANCE REQUIREMENTS
A. Components and installation shall be capable of withstanding the following minimum working pressures and temperatures:
1. HP Steam Piping: 125 psig at 400 deg F.
2. Condensate Piping: 10 psig at 300 deg F.
1.4 SUBMITTALS
A. Product Data: Include catalog sheets, specifications and compliances for each type of the following:
1. Steel Pipe and Fittings
2. High Temperature-Direct Buried Insulated Pipe.
B. Shop Drawings: Detail, scale, fabrication of pipe anchors, hangers, pipe, multiple pipes, alignment guides, and expansion loops and their attachment to the building structure. Detail locations of anchors, alignment guides, and expansion joints and loops.
C. Qualification Data: For Installer.
D. Welding certificates.
E. Field quality-control test reports.

1.5 QUALITY ASSURANCE
A. Installer Qualifications:
1. Steel Support Welding: Qualify processes and operators according to AWS D1.1, "Structural Welding Code - Steel."
2. Pipe Welding: Qualify processes and operators according to the following:
• Comply with provisions in ASME B31 Series, "Code for
Pressure Piping."
• Certify that each welder has passed AWS qualification tests for welding processes involved and that certification is current.
3. ASME Compliance: Comply with ASME B31.1, “Power Piping" for materials, products, and installation.
PART 2 - PRODUCTS
2.1 STEEL PIPE AND FITTINGS
A. Steel Pipe: ASTM A 53/A 53M, black steel, plain ends, Type, Grade, and Schedule as indicated in Part 3 piping applications.
B. Cast-Iron Threaded Fittings: ASME B16.4; Classes 150, and 300 as indicated in Part 3 piping applications articles.
C. Wrought-Steel Fittings: ASTM A 234/A 234M, wall thickness to match adjoining pipe.
D. Wrought-Steel Flanges and Flanged Fittings: ASME B16.5, including bolts, nuts, and gaskets of the following material group, end connections, and facings:
1. Material Group: 1.1.
2. End Connections: Butt welding.
3. Facings: Raised face.
E. Steel Pipe Nipples: ASTM A 733, made of ASTM A 53/A 53M, black steel of same Type, Grade, and Schedule as pipe in which installed.
2.2 HIGH TEMPERATURE- DIRECT BURIED INSULATED PIPING
A. Manufacturers:
1. Thermacor Process, Duo-Therm 505LP.
2. Preinsulated Class "A " Steel Piping Systems with HDPE Overjacket.

B. Conduit
1. The conduit shall be 10 gauge, welded, smooth-wall black steel conforming to ASTM
A-211, A-139, A-134, and A-135.
2. Conduit shall be tested at the factory to ensure air and watertight welds prior to any fabrication or application of coating.
3. The outside conduit surface shall be blasted to clean, bright metal.
C. Conduit Closure
1. Conduit closures shall be 10-gauge steel, furnished with the conduit at a ratio of one closure for each fabricated item or length.
2. Closures shall be field welded over adjacent units after pipe insulation.
3. After testing, all exposed closures shall be covered in the field with a heat shrinkable sleeve, furnished with the conduit.
D. Piping in conduit
1. Piping in the conduit shall be Schedule 40, steel, ASTM A-53, Grade B, ERW.
2. Pipe joints shall be welded in accordance with the Power Piping Code for ASME/ANSI B
31.1.
E. Piping Insulation
1. The pipe insulation shall be of a high-temperature insulation blanket formed of silica aerogel and reinforced with a non-woven, glass-fiber batting such as Pyrogel XT, thickness 0.2”.
F. Pipe Fittings
1. Prefabricated ells and tees shall be furnished and installed where shown on plans and shall consist of pipe, insulation, and conduit conforming to the same specification as hereinbefore stated for straight runs.
2. Expansion loops shall be designed in accordance with the stress limits dictated by power piping code ASME/ANSI B31.1.
3. Loop piping shall be installed in conduit suitably sized to handle indicated pipe movement.
G. Terminal Ends
1. Terminal ends of conduits inside manholes, pits or building walls shall be equipped with end seals consisting of a 1/2" steel bulkhead plate welded to the pipe and conduit.
2. If there is no anchor within five feet of a terminal end, conduits shall be equipped with gland seals consisting of a packed stuffing box and gland follower mounted on a steel plate welded to the end of the conduit.
3. End seals or gland seals shall be equipped with drain and vent openings.
4. Terminate all conduits 2" beyond the inside face of manhole or building walls.
H. Thrust Block
1. A concrete thrust block shall be cast over the anchor plate and conduit, large enough for firm anchorage into undisturbed trench sidewalls and/or bottom.
2. The concrete block shall be at least 36" in length and extend a minimum of 12" beyond the top and bottom of the anchor plate.
I. Sleeves

1. Wall sleeves with leak plates shall be provided at all building and manhole entries to provide an effective moisture barrier.
2. The wall sleeve and leak plate shall be electrically isolated from building rebar.
3. The space between the conduit and wall sleeve shall be made watertight by use of Link-
Seal assemblies, which will also provide electrical isolation.
J. Steel Conduit
1. Shall be insulated with polyurethane foam insulation minimum thickness of 1".
Insulation shall be rigid, 90-95% closed cell polyurethane with 2.0 to 2.5 pounds per cubic foot density and coefficient of thermal conductivity (K factor) of .14 per ASTM C518.
2. The urethane shall conform to ASTM C591. Maximum conduit interface temperature shall not exceed 250°F.
K. Jacketing
1. Material shall be extruded, black, high density polyethylene (HDPE), having a minimum wall thickness of 125 mils for jacket sizes less than or equal to 12.
L. Moisture barrier
1. End seals shall be factory applied, sealed to the jacket and carrier pipe.
2. End seals shall be certified as having passed a 20-foot head pressure test.
3. End seals shall be mastic completely sealing the exposed end of the insulation.
4. Field applied end seals shall be installed at each field cut to the piping before continuing with the installation.
M. Straight Run Joints
1. Insulated using a wrap around HDPE jacket placed over the field joint and insulated with polyurethane foam.
2. HDPE Closure Sleeves are to be pressured tested to a minimum of 5.0 PSIG for a minimum of 5 minutes. Either electric fusion, Canusa or Raychem pressure testable sleeves are acceptable. Heat Shrink Sleeve alone are NOT acceptable.
N. Conduit fittings
1. Factory prefabricated and pre-insulated with urethane to the thickness specified and jacketed with a molded, extrusion welded, or butt fusion welded PE jacket.
2. NO TAPING OR HOT AIR WELDING SHALL BE ALLOWED.
O. Alignment Guides
1. Furnish alignment guides specifically designed for and integral to the direct buried insulated piping system.
2.3 JOINING MATERIALS
A. Pipe-Flange Gasket Materials: Suitable for chemical and thermal conditions of piping system contents.

1. ASME B16.21, nonmetallic, flat, asbestos free, 1/8-inch maximum thickness unless thickness or specific material is indicated.
a. Full-Face Type: For flat-face, Class 125, cast-iron and cast-bronze flanges.
b. Narrow-Face Type: For raised-face, Class 250, cast-iron and steel flanges.
B. Flange Bolts and Nuts: ASME B18.2.1, carbon steel, unless otherwise indicated.
C. Welding Filler Metals: Comply with AWS D10.12 for welding materials appropriate for wall thickness and chemical analysis of steel pipe being welded.
D. Welding Materials: Comply with Section II, Part C, of ASME Boiler and Pressure Vessel Code for welding materials appropriate for wall thickness and for chemical analysis of pipe being welded.
PART 3 - EXECUTION
3.1 HP STEAM PIPING APPLICATIONS
A. HP Steam Piping, NPS 2 through NPS 8 Schedule 40, Type E, Grade B, steel pipe; Class 150 wrought-steel fittings, flanges, and flange fittings; and welded and flanged joints.
B. Condensate piping shall be the following:
