Relocation Assistance Contract

The Services to be provided are not solely contracting for a moving company. The U.S. Fish and Wildlife Service (Service) is the federal agency responsible to assure all relocation services comply with the “Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970,” and with the “Uniform Relocation Act Amendments of 2024.”

Scope of Work

Relocation Assistance regarding displaced tenants related to the acquisition of Tract (266) 49 Pinebrook Road, LLC, situate and lying in the Town of Haddam, Middlesex County, Connecticut. Said property being 2.288 acre parcel of land located on the westerly side of Pine Brook Road and easterly of Pine Brook in the Town of Haddam and is delineated as Map 9, Lot 2-2 on the Haddam town tax maps.

The subject property includes two single family homes, each with its own tenant. It is anticipated that some work to be performed will be applicable to both tenants, while other portions will need to be tenant specific.

The Service has signed a purchase and sale agreement with the seller identified above. A tentative closing is planned for December 2024. The Service is willing to close with the tenant in place as long as there is a firm plan for the tenant to vacate the premises within a defined period of time.

Proposal and a Scope of Services to provide relocation assistance for the subject tenant displacees, following the requirements of the Federal Uniform Act:

• Two separate residential tenant relocations – two separate individuals residing in distinct single-family dwellings located on the same property in Haddam, CT.

• The tenant has personal property on the site that will require removal from the leased property. All personal property will need to be moved or disposed of within reasonable period.

• Anticipated active relocation is not anticipated for at least 120 days after the statement of relocation eligibility is presented. The tenant interview and initial General Information and Eligibility Notices will be provided shortly after the Notice to Proceed is issued to the selected contractor.

• Monthly billing on a time and materials basis, invoiced with supporting documentation for all hours and expenses for each period. Invoices to be for the hours necessary to complete the assignment.

• The period for this assignment is anticipated to conclude within

(6) six months from the time of initial meeting estimated at ____, __, 2025.

Exhibit A

Scope of Services - Relocation Assistance Services U. S. Fish and Wildlife Residential Tenant Relocation- Haddam, CT Tenant Relocation - RESIDENTIAL

1) Prepare and serve all required notices (e.g. General Information Notice, Notice of Eligibility, Ninety (90) and Thirty (30) day Notices and the like) at appropriate throughout the process.

2) Meet with tenant for an interview and site survey to gather specific information to determine the eligibility of the tenant such as income and rents, individual needs and relocation preferences, and other relevant information.

3) Provide to the tenant a relocation assistance brochure and discuss its contents along with a detailed explanation of the process and regulatory requirements.

4) Utilize the list of DSS available replacements of which one will be the "prime comparable" from which the maximum Rental Assistance payment will be computed. Provide a minimum of three (3) comparables (if reasonably available) and the financial offer to tenant in the Eligibility Notice, before or at the time of the 90-Day Notice.

5) Secure bids from moving companies from moving personal property/secure any valuations, if necessary for any equipment owned by the tenant that may not be moved.

6) Provide any reasonable assistance necessary to minimize hardship. Provide information to tenants/owners as needed.

7) Inspect vacated premises after move out, obtain keys, and certify that displacee has moved into DSS replacement selected.

8) Assist the displacee with relocation activities including, but not limited to, the completion of relocation claims.

9) Participate or provide information as necessary for relocation appeals or hearings.

Detailed Record Keeping, Information Systems and Archiving.

10) Maintain all information in a hard copy file for all relocation activities including but not limited to:

a)List of available comparable residential replacements offered to the displacee. Include detailed logs that include the outreach provided to the displacee (i.e. listings sent, viewings) and all other activities involving the tenant relocation.
b)All matters related to relocation activities (including letters, e-mails, phone calls)

logged into the contact record, including subject matter, follow-up, outcome, etc.

c) All relocation questions answered and cataloged for future reference.

d) All contact and correspondence with property owners, tenant, citizens and elected officials.

11) Provide status reports to the client as needed.

12) Perform Quality Control on each file and submit file to USFWS when the relocation is complete.
