Statement of Work for

OPP #1124559

Maintain Exterior, Paint B6413, 49th TES

Dated: 02JUN2022

1. The contractor shall provide all materials, equipment, labor, transportation, and supervision to accomplish all work done in accordance with the requirements contained in this statement of work.

2. Performance Period: 30 calendar days after issuance of Notice to Proceed.

3. As-Built Drawings required: NO

4. General Scope of Work:

The work is to include the High/Low Pressure Washing, Surface Preparation, and Painting of the following building: Building 6413, “49th TES”.

All painting shall be done in accordance to the base color scheme using “Barksdale Buff” (Federal Standard 595B_33690) for walls and “Barksdale Brown” (Federal Standard 565B_20117) for trim.

All existing areas which are painted “Buff” will be painted back to their original color “Barksdale Buff”.

All existing areas which are painted “Brown” will be painted back to their original “Barksdale Brown”.

All existing areas which are different than “Buff” or “Brown” will be painted either “Buff” or “Brown” depending on their function to the structure excluding factory-applied finished trim. For example, overhead coiling doors will be painted “Barksdale Buff” or personnel doors will be painted “Barksdale Brown” or factory-applied finished trim, i.e. parapet caps will not be painted.

All surfaces shall be prepped by thoroughly cleaning (high and/or low pressure washing with WATER ONLY depending on the surface being prepped) and removing all loose paint so that new paint will adequately adhere to the remaining substrate. Loose paint should be removed back to solid material. Edges of the remaining layers do not need to be sanded down to a smooth transition. The GOVT’s intention is not to remove all layers of the existing coatings/paint back to the building substrate unless in the areas which we are utilizing media blasting, i.e. hangar doors.

NOTE: The following process should be utilized where pressure washing is being performed –

1. 2CES Environmental will brief the KTR/subKTR prior to cleaning/scrapping of the building regarding lead in its collection and disposal.

2. 2CES Environmental (Hazardous Waste) will provide containers to dispose of paint chips/debris and tarps, i.e. plastic sheeting in them.

3. KTR/subKTR should tarp the surrounding ground around the buildings and protect the adjacent storm water drains (with filter fabric/socks) from loose paint chips/debris from entering the storm drainage system.

4. KTR/subKTR can (high/low) pressure wash the building with WATER ONLY and spot clean tough spots with brushes/rags and a cleaning product, but KTR/subKTR cannot wash the residue of the product into the storm drains. Cleaning product should be submittal to 2CES Environmental for approval for on-base usage. Any water that accumulates on the tarps should be left to evaporate.

5. After cleaning/scrapping of the buildings, KTR/subKTR should collect the paint chips/debris and/or the tarps and place them into the supplied containers and dispose of them with 2CES (Mr. Bill Lee, 318.456.5273). Also, KTR/subKTR should remove any paint chips/debris off of the (ground) tarps at the end of the each work day and prior to any rain events.

Work will include media blasting to remove several layers of paint coatings after cleaning of the lower half of the existing hangar doors. Contractor will utilize media blasting to achieve a level of cleanliness of “Commercial Blast Cleaning aka Thorough Blast Cleaning – SSPC SP 6/NACE No. 3/ISO 8501-1 Sa2” on the metal hangar doors below the translucent building panels, i.e. “Kalwall” facing Lindbergh Road and Flightline Road to bring the substrate to the standard specified for follow-on coatings (primer/paint) per manufacturer’s recommendations. The translucent building panels, i.e. “Kalwall” shall be protected from media blasting. Contractor should prevent “flash” rusting after media blasting is complete.

Lead-based coatings are present so caution should be utilized when media blasting of the hangar doors. Contractor should utilize “fesi-bond blast” when removing coatings present on the hangar doors (Lindbergh Avenue and Flightline Road sides of building) The surrounding areas, i.e. ground and adjacent parking lots should be protected from the debris generated from the prep process. Also, the facility entry (-ies) shall be protected so personnel can have access to the building without interfering with any ongoing work. The used media blasting material shall be collected and disposed of per local, state, and Federal laws and regulations.

NOTE: Fesi-Bond debris can be disposed of by the KTR performing the work as long as they meet the following requirements:

1. The KTR will ensure that the Fesi-Bond Manufacture Instructions are followed to ensure that the TCLP lead results fall below 5 ppm (parts per million).

2. A TCLP lead test will be performed to ensure results fall below 5 ppm and a copy of the results will be provided to 2CES Environmental.

3. If TCLP lead results are 5 ppm or greater, they will be managed as a "Hazardous Waste" and all RCRA requirements will be met.

4. Waste will be stored in containers that are compatible with the waste generated and stored in a manner to prevent leakage.

5. Copies of the manifests and or Bills of Lading will be provided to 2CES Environmental.

Work will include replacing or adding exterior caulk in any areas with minor stucco cracks or existing failing sealants, i.e. around doors/windows and cracks larger than 1/8-in., but smaller than ¼-in. in width.

Government Quality Assurance Check Points:

There are two Checkpoints where Contractor must have Government acceptance prior to proceeding to the next painting process step.

1. After preparation and prior to application of first or primer coat.

a. Prime (brush/roll/spray) one (1) – coat.

2. After application of primer and prior to application final coat.

a. Paint (brush/roll/spray) one (1) – intermediate coat.

b. Paint (brush/roll/spray) one (1) - final coat.

3. NOTE: Provide oil-based primer/paint @ hangar doors below translucent building panels facing Lindbergh Road.

The contractor shall conduct Quality Control inspections prior to contacting the Government for any inspection. All work shall be in accordance with UFC 1-200-01 General Building Requirements which includes the latest editions of the International Building Code and NFPA Life safety Code, and the Architectural Barriers Act. All required work shall be accomplished in accordance with the Barksdale AFB Design Compatibility Guidelines (DCG).

All colors and materials shall be selected by the Architect in accordance with the DCG. The contractor shall take any steps necessary to protect freshly applied, non-dry paint from weather damage.

Upon notification of completion by the contractor a determination will be made as to the satisfactory completion and acceptance of the contract specification(s). Any segment of the operation that is not acceptable because of an unsightly or unprofessional appearance will be justification for rejection of the treatment. The contractor will then incur all the costs, both labor and materials, for re-accomplishment of any unacceptable work identified.

The contractor shall be responsible for and incur any and all labor and material costs required to repair any damages to government facilities that occurs during as a result of repair work, replacement operations, or new work, under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items…

1. Government gas, water and electric transmission and distribution systems.

2. Occupant personal property.

3. Damages resulting from media blasting or over-spraying of paint/coating products.

Additional Information:

1. The contractor will begin work not earlier then 0730 (a.m.) each workday. Work will not be performed later than 1630 (p.m.). Weekend or holiday work must be approved in advance.

2. Inspections will be conducted by the Contracting Officer and/or Contracting Officer’s Representative and the Contractor’s Manager.

3. Contractor is responsible for any/all coordination with the building’s Facility Manager that is required to complete tasking.

a. Also, part of the work will be performed in a Controlled Area, i.e. Flightline Road side of the building, which will require escorting or badging of the KTR/SubKtr’s personnel to complete the stated work.

4. Any discrepancies should be noted and forwarded to the Project Manager (Architect) through the Contracting Officer.

For Bidding:

1. Estimated amount of media blasting required: approximately (~) 3,600 square feet (SF).

2. Estimated amount of painting required: approximately (~) 17,000 SF.

3. Estimated amount of high/low pressure washing (water only) required: approximately (~)

17,000 SF.

4. Estimated amount of caulking required: approximately (~) 500 linear feet (LF).

5. Misc. items to be painted:

a. Screen fencing (Lindbergh Avenue side) (~) 60 LF.

b. Pad-mounted transformers (2 each).

c. Electrical conduit(s) and/or panels on the building.

d. Roof top vents and turbans.

6. No painting of the trim associated with the translucent building panels, i.e. "Kalwall", but KTR should be pressure washing to clean them.

7. Paint mils thickness required: Steel/Ferrous Surfaces = 5.25 mils System DFT; Wood = 5 mils System DFT; Stucco = 4.5 mils System DFT; Surfaces adjacent to painted surfaces, i.e.

electrical = 5.25 mils System DFT. Provide testing to prove mil thickness was achieved @ each of the different surfaces to receive work.

8. The contractor shall be responsible to field verifying all work requirements and quantities.
