About this file

This is a Statement of Work (SOW) for walk-through metal detector services supporting the 2024 Great Texas Airshow at JBSA-Randolph Air Force Base in San Antonio, Texas.

The contractor must deliver, assemble, calibrate, and test 13 walk-through metal detectors and install them by 1700 hours on 30 April 2026. The detectors will be distributed across three locations: three units between Hangars 58 and 61, four units adjacent to Hangar 40, and six units on the East Ramp. Each detector must include a hand-held metal detection wand with batteries and charging equipment, plus minimum two plastic trays per unit. The contractor must provide at least four A-frame signs (minimum 2 feet by 3 feet) displaying warnings about metal detectors and instructions for item removal. The detectors must display ready lights, audible alarms, and visual LED signals indicating which side of a person the target is located. As a bid option, detectors should have "forward only" directional counting capability, though this is not required. The contractor must also provide suitable matting if proposed installation areas are unsuitable and maintain an operational total of 13 units throughout the event.

The event operates 1-3 May 2026 from 0900-1700 hours, with units operational no earlier than 0800 hours on 2 May 2026. A contractor technician must remain on-site to monitor operations throughout the event, and all units must be disassembled and removed by 1700 hours on 4 May 2026. The contractor must submit employee names, driver license numbers, states of issue, and dates of birth at least 30 days prior to the event for background vetting through the National Crime Information Center database. Contractor employees must meet minimum physical access qualifications for JBSA-Randolph, and no firearms or weapons are permitted. The government will furnish nine 50-inch extension cords, power outlets approximately 100 feet from each setup location, and generators capable of electrical output for each location.
