STATEMENT OF WORK
FOR
LAUNDRY AND DRY CLEANING
SERVICES
AT
SHAW AFB
27 June 2025
1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The contractor shall provide all management, supervision, personnel, equipment, materials, tools, supplies, transportation, and other items necessary to perform "Laundry and Dry-Cleaning Services", including pick-up and delivery of all items to be serviced for the 23d Force Support Squadron, and authorized users stated in this Performance Work Statement (PWS) located at Shaw Air Force Base, South Carolina.
2. SPECIFIC REQUIREMENTS.
2.1. Shaw Air Force Base, South Carolina. All laundry and dry-cleaning services performed by the contractor shall meet the Government Specification (Household - and General Laundry Items) and should be processed in accordance with commercial standards.
2.2. Packing of Clean Laundry. After all items have met the pertinent cleanliness standards as listed in paragraph 1.1.2, items shall be bundled, folded, placed on hangers, tied, and/or grouped, and wrapped with clear plastic film as stated in Appendix B.
2.3. Turn Around Time. The turn-around time for LRS Individual Protective Equipment (IPE) items under this agreement is one week (1) in accordance with Appendix A, paragraph 2. This does not include the pick-up day. The pick-up day is considered a driving day not a washday.
This will enable the contractor to have one full day to launder all items.
The turn-around time for the OSS Operational Human Weapon System (OHWS) Team will be on a two-week rotation. The pick-up will be on the first Tuesday of the month and those items will be returned on the next pick-up day/drop off day, the third Tuesday of the month.
2.3.1. In the event of additional, listed items require an extended turn-around-time, the contractor must inform IPE personnel or OHWS personnel of the same.
2.4. Non-Reimbursable Repairs. All laundry serviced under this contract shall be repaired to include rips, tears open seams, holes (up to five (5) centimeters in length), broken zippers replaced, and damage caused by contractor processing. This is accomplished by using thread and materials of the same quality, color, colorfastness, and texture as that used in manufacture of the articles. Exception: Gear can NOT be repaired since this operation requires high standards as a hotel operation. The contractor shall replace all missing buttons (with buttons) of matching color and similar appearance and quality. Such repairs and replacements are performed at no additional cost to the government and called "Non-reimbursable Repairs". Both the government and contracting personnel will visually inspect all items for damage and tears. If an item is identified as unserviceable, the IPE member will remove the item from the collection. Both parties will verify all quantities at the time of pickup and drop off.
2.5. Cleaning. The contractor shall not clean items that are not listed in Appendix B-Estimated Workload Data. If non-listed items are found, they will be bagged and returned un-cleaned to the using agency or agencies. The contractor shall not be reimbursed for such items. A modification to the Laundry Contract shall be executed before the contractor is authorized to launder/process additional item(s) not listed in Appendix B.
2.6. Unsatisfactory Performance. All unsatisfactorily laundered items under this contract shall be re-cleaned and returned at no cost to the government within 48 hours after notification.
Government personnel shall separate unsatisfactory items from new laundry by placing the items in a bag and completing a separate count sheet that is marked "Re-perform" at the top. The total number of items to be re-performed per month shall not exceed twenty (20) pieces. Any additional re-performed items shall be counted as a defect and a deduction shall be made from the contractor's invoice for the total number of items re-performed, not later than the following month.
2.7. Heavily Soiled/Stained Linen. Heavily soiled/stained linen will be identified by either party and placed in a separate bag. The contractor shall re-perform any heavily soiled and/or stained items only one (1) time. IPE and OHWS personnel will determine if the linen was soiled/stained by the customer or the contractor.
2.8. Counting Items. The IPE and OHWS personnel at each location shall count the number of items to be laundered prior to pick-up. The contractor shall verify the quantity at time of pick-up and sign the Count Sheet. The signature constitutes an agreement with the government counts.
The contractor shall receive the originally signed count sheet, and the IPE and OHWS personnel shall retain a copy of the same.
2.8.1. The contractor shall record the quantity of laundered items returned in the count sheet/delivery ticket. The contractor and government personnel shall verify the quantities at the time of delivery by signing the count sheet. The contractor shall receive the originally signed count sheet and government personnel shall retain a copy of the same.
