About this file

This is a Statement of Work (SOW) for HVAC replacement services at the National Weather Service (NWS) Weather Service Office (WSO) in Yap, Federated State of Micronesia.

The contractor must replace two existing 10-ton Carrier packaged cooling units (PCU-1 and PCU-2, Model 50TC-D12A1Q5A1A0A0, 208/230V, 3-phase, 60Hz, R-410A refrigerant) with new equipment matching or exceeding the existing specifications, installed in the same location and footprint. Additionally, the contractor must install a new HVAC control system using an Open Protocol framework with lead/lag rotation, occupancy override, fail equipment/component monitoring, and proof of operations capabilities. The control system must match or improve upon the current Carrier system and follow the specified sequence of operations detailed in Figure 5. Both PCU replacement and control system installation require calibration/balancing to maintain appropriate air flow and building temperature. The Operations and Telecommunications/Power rooms must remain operational throughout work, with all outages coordinated and approved by the onsite Facility Technician and Technical Point of Contact (TPOC). Individual unit replacement is recommended to maintain cooling via the alternate unit.

The contractor must deliver all materials undamaged with no on-site forklift availability. Contract duration is 270 days from award date. Work hours are 8:00 AM to 5:00 PM Yap local time, Monday through Friday, excluding federal holidays. The contractor must attend a mandatory Post Award Conference within 10 business days of award and submit a draft project schedule at that conference, with a final schedule due 10 business days thereafter. Submittals include equipment specifications, certifications, manufacturer warranties, shop drawings, field commissioning test reports, O&M manuals with local service entity listings, and a one-year contractor installation warranty. Training on system operation and two equipment manuals with warranty documentation must be provided. All work must comply with applicable federal and local environmental, health, and safety regulations and relevant standards (AHRI, ASHRAE, ANSI, ASTM, EPA, NFPA, UL). Final site cleanup and proper disposal of waste materials per FSM and Yap State EPA requirements are required.

1.0 GENERAL

The Mission Statement of the National Weather Service (NWS) is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance throughout the PR.

1.1 BACKGROUND

The existing air conditioning system servicing the Weather Service Office (WSO) Yap main building is failing and at the end of its useful service life. The system is redundant and comprised of two (2) 10-ton packaged air conditioning units or Packaged Cooling Units (PCUs) .

1.2 SCOPE

The NWS seeks to replace the packaged air conditioning systems PCU-1 and PCU-2 and also install a compatible new control system.
