About this file

This is a Statement of Need for the acquisition of laboratory equipment by the Food and Drug Administration's Center for Veterinary Medicine (CVM).

The Government seeks to procure one Thermo Scientific Vanquish Neo System or equivalent liquid chromatography instrument for use in the semicarbazide (SEM) alternative marker project, which aims to develop a method to replace semicarbazide with an alternative marker for nitrofuran use in aquaculture seafood. The system must meet specific technical requirements including low-dispersion 2-position/6-position rotary valve suitable for low-flow UHPLC applications, biocompatible construction, maximum operating pressure of 150 MPa/21,750 psi, column compartment temperature capability up to 80°C (or 60°C with valves installed), stable performance for extended LC-MS operations, high peak-capacity capability, integrated column/emitter configuration with zero or low dead-volume connections, tool-free or finger-tight column connections, and compatibility with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer. The contractor must deliver the complete and functional system within six weeks after receipt of order and provide two days of on-site LC support for system setup, installation, and implementation to be coordinated following delivery. A twelve-month warranty covering defects in materials and workmanship must be provided in accordance with the manufacturer's standard commercial warranty terms, beginning upon Government acceptance following delivery and installation. Delivery must occur during regular business hours (Monday-Friday, 8:00 AM–4:00 PM) to CVM's facility at MOD2 RM2511 HFV-510, Mod II, 8401 Muirkirk Road, Laurel, MD 20708. The Contracting Officer is Iris Johnson (Iris.Johnson1@fda.hhs.gov, 301-796-3353).

Vanquish Neo System 1

STATEMENT OF NEED

TITLE: CVM Vanquish Neo System for SEM

1. PURPOSE

The purpose of this requirement is to acquire a laboratory instrument for the Center for Veterinary Medicine (CVM) for the semicarbazide (SEM) alternative marker project. The Government requires a Thermo Scientific Vanquish Neo System or equal that meets the salient characteristics identified herein.

2. BACKGROUND

The instrument has been selected to be used for developing a method to replace semicarbazide (SEM) with an alternative marker for nitrofuran use in aquaculture seafood.

3. SALIENT CHARACTERISTICS

The Thermo Scientific Vanquish Neo System or equal shall meet the following minimum salient characteristics:

• Low-dispersion 2-position/6-position rotary valve suitable for low-flow UHPLC applications.

• Biocompatible construction suitable for the intended laboratory application.

• Maximum operating pressure of 150 MPa / 21,750 psi.

• Column compartment capable of operating at temperatures up to 80°C, or 60°C when valves are installed, with a minimum operating temperature of approximately 5 K above ambient room temperature.

• Stable performance suitable for extended LC-MS analytical operations.

• Column configuration capable of supporting reproducible performance for large experiments and/or multisite applications.

• High peak-capacity capability supporting the use of smaller particle sizes and/or longer columns.

• Integrated column/emitter configuration with zero-dead-volume or equivalent low-dead-volume connections.

• Tool-free or finger-tight column connection and replacement capability.

• The proposed system shall be compatible with the Government-owned Thermo Fisher Scientific Orbitrap Exploris 240 mass spectrometer and associated ion-source/interface configuration.

4. WARRANTY

The Contractor shall provide a twelve (12) month warranty for the Thermo Scientific Vanquish Neo System or equal and all components provided under this requirement.
