About this file
This is a Statement of Work for a complete overhaul of the main telescoping boom on a Grove Rough-Terrain Crane (Model RT58C, Serial 81564) owned by the U.S. Department of Transportation, Maritime Administration (MARAD). The Contractor shall provide all labor, materials, and equipment to perform the overhaul in compliance with OSHA, ASME, ANSI, CMAA, NCCCO, and Department of Labor standards. All repairs must meet the highest mechanical reparation practices, and the Contractor is responsible for restoring any structural parts to their original durability, appearance, and safety standards. All removed parts remain MARAD property and must be returned upon completion, with the crane redelivered in clean, operable condition.
Key technical requirements include removal and legal disposal of existing hydraulic oil and filters (disposal fees and labor included in fixed contract price), refilling the 97-gallon hydraulic system with Government-provided ISO 46 or 10W-30 oil, and installing Government-provided NAPA PN 1527 filters. The Contractor must rebuild two boom lift cylinders and boom extension cylinders with new seals, O-rings, cables, wheel sheaves, and wear pads; replace all hoses and test per ISO 1402:2021 and SAE J517/J343 with tags indicating test date and maximum working pressure; perform all welding to AWS standards with joint inspection by the Contracting Officer's Representative prior to surface preparation and painting; and submit a Condition Found Report for any substitutions requiring written Contracting Officer approval. The performance period requires pickup within three working days of Notice to Proceed and completion within 90 days of the tender date. Following MARAD acceptance and Certified Crane Inspector sign-offs, the Contractor shall redeliver the crane to the JRRF Facility. Government-furnished materials include the crane, boom assembly, 97 gallons of hydraulic oil, and filters; Contractor-furnished materials include seals, O-rings, cables, sheaves, wear pads, hydraulic hoses, welding supplies, and paint.
