About this file
This is a Statement of Work (SOW) for the purchase and delivery of three commercial vaulted concrete toilets for the Rio Grande National Forest's Conejos Peak Ranger District in Colorado. The requirement is a one-time acquisition of double vault toilets designed to meet ADA compliance and accessibility standards for use in remote campground settings. The toilets must feature concrete double vault construction in brown color with shake shingle style roofing, board and batten or barnwood lap walls with rock bottom siding, a plastic toilet riser, 6-roll toilet paper dispenser, solar vent fan, and chain door strap. No urinal is required, and no brand name restrictions apply.
The contractor must furnish the three accessible concrete double vault toilets and provide installation capability on prepared sites, with delivery to Trujillo Meadows Campground via Forest Service Road 118 in Colorado. The contractor must communicate expected delivery dates at least four weeks in advance to allow the Forest Service to complete excavation and site preparation. The Government will handle all site excavation, grading, and finishing work; the contractor is responsible only for delivery and placement of the units. The contractor must verify equipment access and sizing for the remote delivery location and coordinate final placement locations with Government representatives. This acquisition (Solicitation Number 1240LP27Q0003) is a Total Small Business Set-Aside with a small business size standard of 500 employees under NAICS code 327390, issued as a Request for Quotation (RFQ) for commercial items under FAR Part 12 procedures.

Project GAOA Old Toilet Building Replacements – Trujillo Meadows Campground Purchase and Delivery
General Information
1.0 Scope of Work
The objective of this requisition is to purchase three commercial vaulted toilets for the Rio Grande National Forest’s Conejos Peak Ranger District. It is a one-time purchase of three standard vaulted concrete toilets of the style routinely used by the Forest Service. The purchase must be designed for these structures to meet ADA compliance and accessibility requirements.
2.0 Background
Vaulted toilets are a common purchase by ranger stations in remote areas, because they provide restroom facilities for both civilians and FS personnel. They are economical, easy to maintain, and leave a small environmental footprint. Additionally, they are readily available for purchase and delivery. A well-maintained concrete vaulted toilet can last for decades, so a one-time purchase is often a long-term investment for the ranger district it serves.
A vaulted toilet of the size and type routinely utilized by the FS includes a white plastic toilet riser, 6-roll toilet paper dispenser, and ADA compliant construction. The exact dimensions vary by manufacturer but must be of a double vault construction. No Brand Name toilets are requested for this requirement.
Contractor Requirements
3.0 Technical Requirements / Tasks
Since the vaulted toilet is placed in a remote outdoor setting, the exact dimensions are less important than the features. Therefore, the following features are requested:
· Concrete double vault toilet
· Brown in color
· Shake shingle style roof
· Board & batten, barnwood, or lap walls with rock bottom style siding
· ADA-Compliant construction
· Plastic toilet riser
· No urinal
· 6-roll toilet paper dispenser
· Solar vent fan
· Chain door strap
The Government will not provide drawings for interested parties. Rather the contractor will support their quote with drawings that support the Governments’ salient characteristics.
4.0 Government Furnished
The U.S. Forest Service will excavate and finalize the sites, so the Contractor will only be required to deliver and place the double vault toilets at the designated areas. The Contractor is not responsible for site preparation, excavation, grading, or finishing.
5.0 Contractor Furnished
Contractor will furnish 3 accessible concrete double vaults toilets and ability to install on prepared sites.
6.0 Delivery
Excavation will be completed prior to delivery to the site. The Contractor shall communicate expected delivery at least 4 weeks prior to delivery to allow the Forest Service to arrange for excavation of the sites.
7.0 Deliverables
Purchase and delivery of three accessible concrete double vault toilets to:
Trujillo Meadows Campground From the Conejos Peak Ranger District take US Hwy 285 S. Follow US Hwy 285 S and CO-17 S to Forest Service Rd 250 for about 12 miles. Continue straight onto CO-17 S for about 35 miles. Turn right onto Forest Service Rd 118 for about 2 miles and campground entrance will be on the left.
Three toilet locations will be within Trujillo Meadows Campground near current toilet locations currently marked below. The Government will coordinate with contractor with exact locations when delivered. There are no limits on weight, length, width for delivery. All trucks, and most cranes, should have no problem with access to and around the sites, but it is the contractor’s responsibility to verify the size of their equipment that can operate on the roads and at the site.
*USFS will be doing the excavation and finalizing the site. Contractor will deliver and place Vault Toilets on site, no site preparation, excavation, grading, or finish work is required from the contractor.
