RFQ No. 140R3026Q0098 Statement of Work (SOW) Procurement of Automated Segmented Flow Analysis (SFA) System

1.0 Purpose

The purpose of this Statement of Work (SOW) is to define the technical, performance, and support requirements for the acquisition of an automated Segmented Flow Analysis (SFA) system for laboratory operations. The system will support high‑throughput, multi‑chemistry nutrient analyses consistent with Bureau of Reclamation water quality program needs.

2.0 Scope

The Contractor shall provide a complete SFA analytical system, including all hardware, software, detectors, pumps, manifolds, accessories, installation, training, warranty, and technical support. The system must meet all mandatory specifications described herein and be suitable for routine laboratory use by Reclamation personnel.

3.0 Technical Requirements

3.1 General System Requirements

· The system shall operate using true Segmented Flow Analysis (SFA) methodology in which analytical data are derived from peak height detection.

· All chemistries shall be air‑segmented and shall utilize 2.0 mm glass manifold components to reduce blockage risk when analyzing impaired or turbid samples. Glass components must allow visual inspection and be inert and easy to clean.

· The system shall be modular, consisting of a sampler, pump, chemistry unit, and spectrophotometric detectors. Each module shall be service‑replaceable.

· The system shall support single‑linked configuration enabling transport between laboratory locations.

3.2 Pump and Tubing Assembly

· The pump platen shall be capable of automatic software‑controlled engagement for unattended startup and automatic software‑controlled disengagement for complete release of all pump tubes during shutdown.

· The pump shall include:

· Emergency stop switch accessible from the top surface.

· 34 pump tube positions supporting 2‑stop or 3‑stop tubing.

· Selectable pump speeds (intermittent, normal, high) for optimizing run time and reagent use.

· LED status indicators integrated into the pump housing.

· Leak detection that automatically stops pump operation to prevent damage from reagent leakage.

3.3 Analytical Throughput and Performance

· Each chemistry channel shall routinely process 60–70 samples per hour.

· A two‑channel configuration shall provide 120–140 results per hour.

· The system shall not require mechanical debubbling. A software‑based debubbling algorithm shall correct for air bubbles passing through the flowcell, reducing carryover and minimizing waste.

· The system shall support automated re‑runs of the first or first-and-second samples following an off‑scale result.

3.4 Detection System

· The detector for each channel shall be a dual‑beam design using same‑wavelength correction.

· Sample and reference beams shall originate from a single channel‑specific LED.

· Each detector shall:

· Have its own independent LED light source.

· Automatically adjust LED intensity via software for method-specific optimization.

· Each detection assembly, including flow cell, shall be individually enclosed and thermostatically controlled for stable results.

3.5 Chemistry Manifolds and Heating Systems

· Multi‑test chemistry manifolds shall permit switching between methods without manual exchange of glassware or pump tubes.

· Heating baths shall use solid-state heater construction and provide software-controlled temperature regulation with accuracy of ±0.1°C.

· Heating and power modules shall utilize solid‑state technologies and require a single power connection for reduced energy footprint.

3.6 Automated Functions

· Automated software‑controlled startup and shutdown routines shall include complete reagent and wash solution switching.

· Air bubble injection timing shall be software-controlled via dedicated electromechanical valves.

· Inter-sample bubble size shall be software‑programmable for optimization across chemistries and sample matrices.

· Optional electronic valve shall be available to isolate the cadmium reduction coil, with LED status indication.

3.7 Software Requirements

· System software shall:

· Be configured specifically to the delivered hardware so only applicable options are displayed.

· Automatically set baseline and sensitivity.

· Include a “Quick Start” operational mode.

· Be compatible with LIMS for data transfer.

· Operate on a standard Windows‑based PC and connect via USB (no serial‑USB adapters permitted).

· Side covers of system modules shall be snap‑off style for routine maintenance access.

4.0 Installation, Training, and Warranty

4.1 Installation & Commissioning

The Contractor shall provide complete system installation, startup verification, and commissioning at the Government laboratory site, and shall be complete within 180 days after award.

4.2 Training

The Contractor shall provide:

· A minimum of three (3) days of on‑site, hands‑on operational and maintenance training for at least one employee, up to five employees.

· Access to additional advanced training opportunities (regional workshops, webinars, etc.) at no additional cost.

4.3 Warranty

· The system shall include a standard one-year warranty covering all parts and labor, commencing on the verified installation date.

5.0 Technical Support Requirements

The Contractor shall provide technical support services during the business hours, Monday through Friday, 6:00 a.m. to 2:30 p.m. MST (except federal holidays) including:

· Access to a dedicated Technical Support telephone line staffed by qualified technical specialists (not outsourced personnel).

· A dedicated support email address, monitored at least once per hour during normal business hours.

· No‑charge technical support intended to minimize instrument downtime.

6.0 Deliverables

The Contractor shall furnish the following:

· Fully assembled SFA system meeting all specifications.

· System software and licenses.

· Installation and training documentation.

· Maintenance documentation.

· Warranty certification.

· Access to continuing training and support resources.

7.0 Acceptance Criteria

Acceptance shall be based on:

· Successful installation and operational verification.

· Demonstrated compliance with throughput, performance, and functional requirements.

· Successful completion of required training.

· Delivery of all supporting documentation.
