About this file
This Statement of Work (SOW) details the technical requirements for a safety shutoff valve for a steam turbine at Wright-Patterson Air Force Base's 88CES/CEOEM Steam Plant Area B. The valve must be a 3" double flange, 300 class valve capable of handling saturated steam at 400 psig and temperatures up to 440°F, with overall dimensions of 12" x 15" x 8" and weighing approximately 40 lbs. It is designed to automatically close the steam supply to the turbine in an overspeed condition, featuring a spring-loaded trip lever mechanically linked to a turbine drive shaft bolt that ejects at maximum rpm, triggering valve closure.
The valve's critical design specifications include a cast body with stainless steel internal components, including valve seat, seals, strainer screen, pilot valve, and guide bushings. It must operate using saturated steam, have a manual reset capability after tripping, and ensure reliable operation under specified pressure and temperature conditions. The 88CES/CEOEM Steam Plant Area B will be responsible for the valve's installation, maintenance, and operational oversight, with the primary goal of maintaining the integrity and functionality of the steam heating system servicing all buildings in Area B at Wright-Patterson Air Force Base in Ohio.

Statement of Work (SOW) Safety Shutoff Valve for Steam Turbine
27 August 2025
I. BACKGROUND
The 88CES/CEOEM Steam Plant Area B at Wright-Patterson Air Force Base (WPAFB) is responsible for maintaining the steam plant that provides heating to all buildings in
Area B connected to the steam system. The reliability and safety of the steam supply to turbine systems are critical to maintaining operational integrity and preventing damage or hazardous conditions. To support this, a safety shutoff valve is required to automatically isolate the supply of saturated steam to the turbine in the event of an overspeed condition.
II. SCOPE – MINIMUM TECHNICAL REQUIREMENTS
a. The 88CES/CEOEM Steam Plant Area B requires one (1) safety shutoff valve for saturated steam service.
b. This valve shall meet the following minimum technical specifications:
i. Valve Dimensions and Weight
• Overall size: 12” (W) x 15” (H) x 8” (D)
• Weight: Approximately 40 lbs
ii. Valve Size and Pressure Rating
• Connection: 3” double flange, 300 class
• Pressure: Rated for 400 psig saturated steam
• Operating Temperature: Up to 440°F
iii. Power Source
• Operated by saturated steam
iv. Functionality
• Acts as a safety shutoff valve to automatically close the steam supply to the turbine in the event of turbine overspeed.
• Valve must be manually reset to resume operation after tripping.
v. Design and Construction Details
• Cast body with internal components fabricated from stainless steel including valve seat, seals, strainer screen, pilot valve, and guide bushings.
• Features a spring-loaded trip lever mechanically linked to a spring-loaded bolt mounted on the turbine drive shaft.
• The mechanical bolt will eject upon reaching the set maximum rpm, activating the trip lever.
• The trip lever actuates the pilot valve to close and isolate steam supply to the turbine, preventing overspeed damage.
vi. Safety and Reliability
• Valve shall be designed and constructed to ensure reliable operation under stated pressure and temperature conditions, with fail-safe manual reset capability.
III. LOCATION AND RESPONSIBILITY
The installation, maintenance, and operational oversight of this valve will be the responsibility of the 88CES/CEOEM Steam Plant Area B at Wright-Patterson Air Force
Base, Ohio. This unit ensures the integrity and functionality of the steam heating system servicing all buildings in Area B.
