1. Overview

The mission of USDA’s PE Marucci Center in Chatsworth, NJ is to develop tools and techniques to enhance the efficiency of blueberry and cranberry production. The center goals are to improve farming efficiency through research; identify and promote adaptability to a changing climate; conduct research to promote farming practices that are compatible with the New Jersey Pinelands ecosystem;

and educate the public on farming practice and demonstrate need for innovation.

The location’s current irrigation supply well has recently been subjected to lightning strikes that have rendered the well inoperable and reduced the availability of irrigation water to maintain healthy crops.

2. Scope of Work

2.1 The Contractor shall install a new irrigation supply well, pump and associated piping as required to replace the damaged irrigation water supply system.

2.2 All work shall be completed in accordance with all local, state, federal codes and regulations, and Section 7:9D of the New Jersey Administrative Code (NJAC): Well Construction and Maintenance;

Sealing of Abandoned Wells.

2.3 The work shall meet all manufacturer’s requirements and recommendations and shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

2.4 The work shall result in a complete and operational irrigation supply system of sufficient capacity to replace the damaged system.

2.5 Contractor is responsible for inspecting the site and for determining access to the new well location.

2.6 Contractor shall obtain at its own expense all permits, licenses, and inspections required by all local, state, and federal authorities. In the bid, contractor shall provide product literature for all materials and supplies to be used in the project.

2.7 Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am- 5pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at the site at least three days prior to the need

2.8 The contractor shall maintain a safe work area around the site and clearly mark danger areas with cones and safety tape. All unused and demolished materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas.

2.9 The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

2.10 The project includes the following:

2.10.1 Installation of a 4” PVC well casing to an estimated ground water depth of 150 ft

2.10.2 Installation of a 20 ft. PVC Slotted Well Screen

2.10.3 Grouting of the Annular Space per NJAC Section 7:9D

2.10.4 Installation of a 1-1/2 HP, stainless steel variable frequency drive 25 GPM Submersible

2.10.5 Pressure Tank, and stainless steel 4” to 1” adapter

2.10.6 Connection to existing irrigation supply piping

2.10.7 Seal existing Well to NJAC7:9D

2.10.8 Dispose of Drilling spoils as directed by location

3 Additive Bid Items

3.1 Provide Unit Price per foot for additional well depth beyond 150 ft.

4 Pre-Construction Deliverables

4.1 Copy of Well Drilling Permit

4.2 Copy of Well Drilling License

5 Inspections and Completion

5.1 Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the LM and/or other owner representatives.

5.2 Contractor shall remove all excess materials, debris, and equipment from the site.

6 Post-Construction Deliverables

6.1 Evidence of Muncipal acceptance of completed well installation.

6.2 One-year workmanship warranty.

6.3 Copies of all manufacturer equipment warranties.

6.4 Operations and Maintance Manual

6.5 Upon completion of all project requirements and inspections, the Contracting Officer

Representative (COR) shall recommend approval of the payment.

7 Site Visit Bidders are encouraged to visit the site and be escorted by government representatives to confirm locations, dimensions, and conditions of the project before submitting bid. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of the project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions readily foreseeable.

8 Utilization of Bio-based Products

8.1 As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of

2005 (7 U.S.C. 8102(c) (3)), the Contractor certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Contractor as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

8.2 The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents),to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards.
