Statement of Work Summary: OJS Generator Replacement
This is a Statement of Work for the Bureau of Indian Affairs detailing the replacement of a natural gas generator serving the Wind River Agency's Office of Justice Service (OJS) Buildings 1328 and 1329 located at Fort Washakie, Wyoming (elevation 5,571 feet). The current generator is non-functional, supplies backup power to only one building, and has exceeded its service life. The contractor must replace it with a new natural gas-fired generator sized to meet the combined electrical load demand of both buildings and provide continuous backup power for the 24-hour dispatch facility.
The new generator must be manufactured by an industry-recognized manufacturer (e.g., Generac RG04845ANAX or equivalent) and meet minimum specifications including: liquid-cooled inline engine, natural gas fuel, 120/240-volt single phase output, 200-amp main line circuit breaker, sound-attenuated weather enclosure, critical silencer, fuel flex line, 1000-watt thermostatically controlled engine block heater, Group 26 battery with trickle charger, and appropriate kW/RPM sizing based on electrical load verification. The contractor is responsible for all labor, materials, equipment, transportation, and installation work, including removing and disposing of the existing generator (with metal recycling), assessing and modifying the concrete pad as necessary, trenching a new electrical line to Building 1329 (minimum local regulation depth, maximum 30 inches, crossing over a 45-inch deep sewer line), modifying existing electrical and natural gas connections, installing the unit plumb and level within the existing footprint, and conducting all required testing to ensure gas-tight connections and proper operation. The contractor must comply with the National Electrical Code, NFPA® 110, and applicable occupational health and safety standards, submit product information for approval before installation, and provide training to facilities staff on maintenance and operation. Deliverables include completed warranty documentation (1-year minimum installation warranty, 3-year minimum equipment warranty) and owner's manuals. The estimated project start is June 1, 2026, with a 90-calendar-day period of performance following Notice to Proceed, with work scheduled Monday through Friday, 8:00 a.m. to 4:30 p.m., subject to COR and OJS management approval for any weekend work.

STATEMENT OF WORK
OJS Generator Replacement
Wind River Agency
Fort Washakie, Wyoming
Background
The Wind River Agency is located at Fort Washakie, Wyoming. The Wind River Facilities Program supports the Office of Justice Service (OJS) in the administration of workplaces. The building is a 24-hour dispatch facility for OJS staff.
Objective
OJS Buildings 1328 & 1329 are located at 15994 Hwy 287 and 15596 Hwy 287 Fort Washakie WY and require backup power to ensure emergency services are not disrupted by having constant power for the dispatch equipment. A replacement natural gas Generator is required to provide backup power to both the buildings.
Scope
The Bureau of Indian Affairs is seeking contracted services for replacing the existing generator for Wind River Agency OJS Buildings 1328 & 1329. The current generator is in disrepair, only supplied backup power to one of the Buildings, and has recently surpassed the expected service date necessitating replacement. The Wind River Agency is located at Fort Washakie Wyoming, at an elevation of approximately 5,571 feet.
Requirements
The contractor shall verify the total load demand for both buildings combined and size the new natural gas generator to meet or exceed minimum requirements specified below and shall purchase and install a new natural gas generator, with the appropriate wattage to meet the heating and/or cooling demands for each government building, cabling and switch rack configured to meet the power load required.
The new natural gas generator shall be produced by an industry recognized manufacturer and at minimum meet the following specifications listed below, e.g. Generac Generator, RG04845ANAX, consisting of the following features and accessories: Note: the KW and engine size will be based off the determined electrical load demand for both buildings combined.
• Necessary kW amount, Liquid cooled, inline X cylinder engine, XX00 RPM
• Fuel: Natural Gas
• 120/240 volt single phase
• Main Line Circuit Breaker 200 amps
• Sound attenuated weather enclosure
• Critical silencer
• Fuel Flex Line
• 1000 watt engine block heater, thermostatically controlled
• Battery, group 26 (TWE installed)
• Battery trickle charger
The project will involve the removal & disposal of the existing natural gas generator and the installation of a new upgraded replacement natural gas generator.
The contractor shall assess the existing concrete pad and determine if the replacement generator will fit in the existing location. If necessary, the contractor shall replace or expand the existing concrete pad.
The contractor shall provide all labor, equipment, and materials to complete the project, including all associated materials/supplies required to successfully complete the installation work.
The Contractor is responsible for the transportation of the new gas generator to the appropriate government building, as well as the receipt and storage of the new natural gas generator.
The Contractor shall inspect all installation areas before the installation of the new natural gas generator, to ensure that the areas meet the manufacturer’s recommended installation requirements.
The Contractor shall modify/retrofit the existing electrical wiring & connections, natural gas lines, and other miscellaneous natural gas generator components with the goal of providing backup power to both buildings.
The new natural gas generator and equipment shall fit within the locations of the existing natural gas-fired generator.
The Contactor is responsible for proper storage and disposal of all project waste and debris from the project site.
The Contractor shall ensure compatibility between the new natural gas generator and all the other natural gas generator system components that are not replaced or modified.
The demolished natural gas generator, including all debris generated by this project, shall be removed at regular intervals from the project site and recycled or properly disposed of off-site by the Contractor.
Recycle all ferrous and nonferrous metals from the project. Disposal of materials shall be in conformance with applicable Federal, State, and local pollution regulations at the Contractor’s expense.
The Contractor shall record the weight of all waste and recyclables removed from the site
The contractor shall comply with manufacturer’s instructions for rigging and handling equipment.
The contractor is responsible for all work including electrical, gas, propane and plumbing to assure that the new natural gas-fired generator and equipment are compatible, and function as designed.
The contractor shall install natural gas-fired generator plumb and level, firmly anchored in locations of current footprint and maintain manufacturer’s recommended clearances.
The contractor shall trench a new electrical line to the building that is currently not connected to any backup power supply sources. Min trench depth local regulation w/ max depth 30” as the trench will perpendicularly cross over a sewer line located approx. 45” deep. All underground utilities to the buildings must be surveyed for depth, location, and staked/flagged, i.e. call before you dig.
After installing the new natural gas generator, the Contractor shall start and test the new natural gas-fired generator to ensure that they are operational and supply the necessary backup power load to both buildings simultaneously.
The contractor is responsible for testing the natural gas generator system to ensure that there is no gas leakage and that it properly starts when power is out.
