About this file

This is a Statement of Work (SOW) for the replacement of polycarbonate roof and walls at the USDA NRCS East Texas Plant Materials Center greenhouse located at 6598 FM 2782, Nacogdoches, TX 75964.

The greenhouse, originally constructed by Stuppy in 2011, requires replacement of its 15-year-old 8mm double-wall clear polycarbonate panels (approximately 6' x 24' sheets) due to hail damage, dust and mold accumulation that blocks sunlight. The contractor must submit a proposed work outline and materials list for approval by the facility manager and USDA-NRCS contracting officer before beginning work. Key technical requirements include removing existing panels, repairing or replacing any damaged frame structures discovered during removal, installing replacement panels that meet or exceed industry standards for quality, thickness, UV stability, impact resistance, and lifespan, applying appropriate sealants and weather stripping to ensure waterproofing, providing proper worker safety equipment (hard hats and safety glasses), supplying a port-a-let facility, and completely cleaning the work site with magnetic roller sweeping to remove debris and metal. The contractor is responsible for ordering and delivering all materials, providing all travel and crew accommodations, and securing materials and tools on site; USDA-NRCS assumes no liability for losses or injuries.

The performance timeline is 30 days from contract award, with daily verbal status updates to the facility manager and weekly written updates via email to both the facility manager and contracting officer. Key deliverables include the proposed project plan (due within five business days of award), daily status reports (before 4:30pm), and weekly status reports (Fridays before 3:30pm). Work must occur during facility operating hours (8:00am to 4:30pm) unless pre-approved; the facility provides a 3-yard dumpster, tool storage in the headhouse, water supply, and electrical outlets. Performance will be measured through daily progress photos and inspections for proper screw alignment, panel installation, and worksite cleanliness, with roof and walls tested for leaks upon completion. Failure to complete timely work of appropriate quality may result in payment withholding, required panel replacement, or contractor-funded repairs for any damage to surrounding infrastructure.

Project Title Replacement of Polycarbonate Roof and Walls of Greenhouse at the East Texas Plant Materials Center

General Information

1.0 Background and Purpose

The polycarbonate roof and walls on the greenhouse at the USDA NRCS East Texas Plant Materials Center need replacement. They are 15 years old, and the roof has numerous holes from hail. The roof is also covered in a thick layer of dust and mold that blocks sunlight and is difficult to clean due to its height and strength of the panels. Replacing all the panels during the roof repair is justified due to their age. The original contract of the greenhouse construction was Requisition Number 442804 and Solicitation Number AG-7442-S-10-0074. The greenhouse was constructed my Stuppy in 2011, along with the seed lab and headhouse facility at the East Texas Plant Material Center. This greenhouse is used to start seedlings of foundation plant releases, conduct studies, and maintain germplasm. It is a critical piece of infrastructure and must be maintained. The clear polycarbonate panels are 8mm double wall construction and appear to be 6’ x 24’ sheets. The physical address of the greenhouse is 6598 FM 2782, Nacogdoches, TX 75964.
