STATEMENT OF WORK

REED COULEE PIPELINE REPAIR

Bureau of Land Management – Upper Missouri River Breaks National Monument

1. BACKGROUND

The Bureau of Land Management (BLM) requires excavation for repair and relocation of an existing 2-inch water pipeline at Reed Coulee. The existing pipeline has become exposed within the coulee due to erosion and is susceptible to damage during seasonal runoff events.

Construction shall occur after October 15, when livestock no longer require water supplied by the pipeline. Existing pipeline depth outside the coulee is estimated at approximately 6 feet below existing ground. Due to excavation depth and terrain, this work exceeds the capability of Government-owned equipment.

Project Location: Reed Coulee, 30 miles NE of Winnifred, MT. Approximate Coordinates:

47.70052, -108.93694.

2. SCOPE OF WORK

The Contractor shall furnish all labor, supervision, equipment, transportation, temporary access improvements, erosion control, reclamation, permits, and incidentals necessary to excavate a new trench for repair and relocation of an existing 2-inch water pipeline. BLM will furnish approximately 100 linear feet of replacement 2-inch pipeline and perform all pipeline installation, splicing, and pressure testing. The Contractor shall locate and expose the existing pipeline, provide OSHA-compliant excavations for BLM personnel, backfill the trench, and reclaim all disturbed areas. All work is lump sum, including dewatering, trench safety, access improvements, spoil handling, and reclamation.

3. OBJECTIVES

Repair and relocate the existing water pipeline beneath Reed Coulee to provide a minimum of 6 feet of cover over the completed pipeline throughout the crossing and eliminate future exposure from erosion.

4. TASKS

A. Field Verification Verify site conditions, access, pipeline alignment, and complete utility locating before excavation.

B. Mobilization and Access Use existing roads where possible. Improve access only as necessary and restore temporary access routes upon completion.

C. Excavation Excavate from approximately 10 feet north of the coulee to approximately 30 feet south.

Reed Coulee is approximately 57 feet wide at the top, 18 feet wide at the bottom, and approximately 10 feet deep. Excavate to the necessary elevation to provide a minimum of 6 feet of cover over the completed pipeline beneath the coulee. Maintain this elevation for approximately 20 feet south of the coulee bottom before transitioning upward to the existing pipeline. The deepest excavation is anticipated to be approximately 17 feet below existing ground. Pipeline depth and alignment are approximate; Contractor shall excavate as necessary to achieve the required minimum cover and safe installation.

D. Existing Pipeline Location Locate and expose the existing pipeline at both tie-in locations. Estimated depths and splice locations are approximate. Notify the Contracting Officer if significant differences are encountered before proceeding.

E. Pipeline Exposure Expose sufficient pipeline for BLM personnel to splice approximately 100 feet of new pipeline. The first and last 10 feet of trench shall be a minimum of 4 feet wide and excavated in accordance with OSHA requirements for Government personnel.

F. Groundwater and Dewatering Provide dewatering as necessary to maintain a safe excavation. Prevent sediment discharge and erosion. Water in the coulee is not anticipated during the period of performance.

G. Trench Safety Provide all trench protection required by OSHA 29 CFR 1926 Subpart P, including a Competent Person, soil classification, inspections, and sloping, shoring, or shielding as required.

H. Government-Furnished Work BLM will furnish the replacement pipeline, perform the splices, install the new pipeline, conduct pressure testing, and notify the Contractor when backfill may begin.

I. Backfill Backfill using suitable material, remove debris that could damage the pipe, compact sufficiently to minimize settlement, and maintain at least 6 feet of cover over the pipeline.

J. Environmental Protection Minimize disturbance, fuel equipment outside the drainage where practical, clean spills immediately, and prevent spoil placement in the drainage channel unless approved.

K. Site Restoration Restore contours, stabilize disturbed soils, remove debris and excess spoil, and leave the site clean.

5. SUBMITTALS

Provide project schedule, trench safety plan, Competent Person designation, contractor registration, insurance, and final reclamation confirmation.

6. QUALITY REQUIREMENTS

Comply with OSHA 29 CFR 1926 Subpart P, Montana One Call requirements, applicable Federal, State, and local regulations, and industry standards for underground utility installation.

7. PLACE OF PERFORMANCE

Reed Coulee, Upper Missouri River Breaks National Monument, 30 miles NE of Winnifred, MT. Approximate Coordinates: 47.70052, -108.93694.

8. PERIOD OF PERFORMANCE

The anticipated period of performance is October 15, 2026 through November 30, 2026.

9. INSPECTION AND ACCEPTANCE

Acceptance requires verification of required excavation, minimum 6-foot pipeline cover, OSHA-compliant work area, successful pressure testing by BLM, proper backfill, reclamation, and site cleanup.

10. BASIS OF PAYMENT

Payment shall be made on a lump-sum basis after completion of all work and Government acceptance.
