About this file

This is Amendment 0001 to Solicitation 140L3626Q0049, issued by the Bureau of Land Management (BLM) MT State Office in Billings, Montana, with an effective date of August 18, 2026. The amendment is not extended and applies to the "Reed Coulee Pipeline Crossing Repair" project with a period of performance from October 15, 2026, to November 30, 2026. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing the form and returning it, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication that references the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified deadline may result in rejection of the offer.

The amendment incorporates site visit attendance records from an organized site inspection held on August 17, 2026, in Winfred, Montana, conducted by BLM personnel Ben Brooks and John Hunley, and attended by representatives from seven firms and organizations. Additionally, the amendment provides questions and answers from interested offerors addressing critical project requirements: Government coordination of excavation and pipeline installation activities; work authorization after October 15, 2026, to minimize livestock impacts; Government responsibility for shutting down the water system; and backfill compaction requirements with a minimum of 6 feet of cover over the pipeline. The amendment also documents field observations regarding saturated channel bottom conditions due to existing pipeline leakage, noting that contractors must account for potentially soft soil conditions during excavation and trench stability planning, though conditions may improve if the existing leak is repaired before work begins.

SITE INSPECTION TOUR / PREBID CONFERENCE RECORD

Reed Coulee Pipeline Crossing Repair

8/17/21 Contractor Site Visit Q&A

Question 1: Will the Government coordinate activities so pipe repair will happen at the same time the trench is completed?

Answer: Yes. The Government will coordinate the excavation schedule with BLM personnel so that replacement pipeline installation can proceed as soon as practical following completion of the required trench excavation. BLM personnel will install approximately 100 linear feet of replacement 2-inch HDPE pipeline, complete the required splices, and pressure test the completed installation. The Contractor shall not backfill the trench until the Government has completed the pipeline installation and approved the trench for backfill.

Question 2: When will the cattle be out of the pasture so pipe flow can be stopped?

Answer: Work is authorized to occur after October 15, 2026, to minimize impacts to livestock water. The Government will coordinate the timing of the work and any required water interruption with the Contractor based on livestock operations.

Question 3: Will the Government turn the water off on either side of the location where the work will be completed?

Answer: Yes. The Government will coordinate the shutdown of the existing water system as necessary to allow the Contractor to safely excavate around the existing pipeline and allow BLM personnel to complete the replacement pipeline installation. The Contractor will not be responsible for shutting down the water system.

Question 4: What are the compaction requirements?

Answer: Backfill shall use suitable material, with debris that could damage the pipe removed. Backfill shall be compacted sufficiently to minimize settlement and maintain at least 6 feet of cover over the pipeline.

Additional Field Observations

Saturated Channel Bottom:

The channel bottom is currently fully saturated due to water leaking from the existing pipeline. Standing water and soft soil conditions were observed within the channel at the time of the site visit. The existing pipeline leak may be repaired prior to the anticipated October 15, 2026, start of work.

Therefore, the saturated conditions observed during the site visit may be reduced or no longer present when excavation begins. The Contractor shall take the existing saturated soil conditions into account when planning excavation and evaluating trench stability.
