Emergency Water Supply for Alaska Region
Background Rural Alaska Native villages are facing critical emergency water shortages and contamination risks triggered by recent extreme weather, including Typhoon Halong. The sever weather events have increased in frequency and severity over the last decade, so there is an immediate need for an emergency contract vehicle to address these shortages and outages. In addition, the severe cold has had a deleterious effect on water and sewer infrastructure, which was not built to withstand such intensified conditions, and repair timelines extend over months, if not years.
Unsafe drinking water brings immediate risks of gastrointestinal illness, dehydration, and the spread of communicable disease. Vulnerable populations, including tribal elders and children, are at especially high risk for health complications when basic sanitation and clean water become inaccessible. Issuing a Blanket Purchase Agreement (BPA) for emergency water supply ensures that rural Alaska Native villages can rapidly access clean, safe potable water through bottled supplies, mobile treatment systems, or emergency delivery while longer-term infrastructure solutions are designed and deployed.
Scope This procurement is open to all competitive sources under the Buy Indian Act. Water purchased will be made available to all 229 Federally recognized Native American tribes in the state of Alaska, as needed, and funded via individual orders.
Quantities and Delivery The exact amount of potable water needed, and the delivery locations are unknown. However, a list of all tribal government locations can be provided upon award. Delivery locations and quantities will be identified in each individual delivery order. The contractor will need to procure, distribute, and coordinate delivery of large quantities of water to arrive at the requested communities. The remote communities that are not on the road system may have small runways and will require the delivery to be airlifted in on runways as small as 3,800 feet in length. The contractor will coordinate with the delivery point of contact.
Period of Performance The performance of period for this contract shall consist of a 5-year ordering period.
BPA Calls BPA Calls under this contract will be initiated by the Bureau of Indian Affairs. Funding will be provided on each individual call.
Reporting Periodic or ad hoc requests for order status and summary information shall be provided as requested by the Program Manager. Ad hoc reports will be confined to the status of any accepted order. Periodic reports will consist of monthly and year end reports containing a chronological listing of all calls by location and may include (but not be limited to) CLIN, quantity, order date and delivery date.
