The 99th CES requires water quality condition assessment, inspection, washout, and disinfection services for nine water storage tanks: three elevated tanks and six ground storage tanks located at Nellis/Creech Air Force Base. The vendor must furnish all equipment, labor, and materials to complete the scope. Specific tank details are provided in a table identifying tank locations, shapes (sphere and cylinder), capacities ranging from 24,000 to 3,000,000 gallons, heights, bowl diameters, and last inspection dates. The vendor must deliver an Assessment and Disinfection Report summarizing all work performed with photographs, condition assessments, and detailed disinfection program results including pre- and post-testing documentation. Work must comply with 40 CFR Parts 141.401 and 141.723 and Nevada Division of Environmental Protection requirements. The vendor must be a Certified Water Operator per Nevada Revised Statutes 445A.875 through 445A.880. All work must be completed within 90 days of contract award. Access to Nellis AFB/MUNS controlled areas requires base pass approval through the 99 CONS Contracting Officer, with vendors submitting access requests at least 20 workdays prior (or 30 workdays for 10 or more personnel). Foreign-born personnel must provide citizenship proof or permanent residency documentation. The point of contact is Mr. James K. Hardiman at james.hardiman.2@us.af.mil or 702-652-2894.
