First deliveries must occur on or before February 9, 2026, with all scheduling coordinated in advance with DDWG points of contact. All truck traffic requires security screening at the base gate and personnel must comply with the Real ID Act of 2005 standards. The contractor is responsible for preventative maintenance at predetermined intervals, repair or replacement of unserviceable trailers within 24 hours of notification, on-site warranty support with 24-hour response time, and operating instruction manuals. The expected contract duration is approximately eight months with iterative or trailer-by-trailer return requests. Performance will be assessed on timely delivery, trailer condition and availability, responsiveness to service requests, timely post-transition removal, system stabilization metrics, warfighter support impact, and backlog reduction metrics.

Statement of Work 53’ Dry Van Trailers & Tandem Axel Tractor
1. Requiring Locations:
DLA DISTRIBUTION Warner Robins Georgia 370 Robins Pkwy Building 365 Robins AFB 31098
2. Background: DDWG will be closed to inbound deliveries of freight and small parcel cargo from 15 Feb to 19 Feb (3 workdays). Closure is required to enable DDWG to burn down remaining induction and stow WIP prior to cutover / blackout. To reduce storage fees, mitigate impacts to the supply chain, and maintain positive control of materiel during and after the WMS Go Live. DDWG plans to store the majority of undelivered cargo in leased trailers.
3. Purpose of this Requirements Document: The purpose of this document is to describe leased trailer requirements to store locally sourced (e.g., LTL freight, small parcel) cargo in support of WMS migration.
4. General Requirements Trailers (Qty 30): The work performed by the contractor will consist of transport and leasing of thirty 53’ trailers.
• 1 (one) tandem-axel tractor, no sleeper cab (should hold 80,000lb GCW) (Day Jockey)
a) 53’ vans in serviceable condition and current over-the-road inspected/licensed (subject to inspection)

a. First deliveries should be on or before 9 Feb 2026
b. Contractor will schedule all moves in advance with DDWG POC and make deliveries / pickups per schedule.
c. All truck traffic must enter through the truck gate and pass through a security screening prior to dropping off or picking up trailers. DLA Distribution Warner Robins sites enforce the Real ID Act of 2005. Check https://www.dhs.gov/real-id for states with unacceptable licenses. Acceptable second forms of ID along with a non-compliant state license are:
1.DOD CAC
2.DOD Uniformed Services ID and Privilege Cards 3.USG-Issued Authenticated PIV Credential, such as US Passport
4.TWIC
d. End date to be determined; expected duration 8 months; request to return on an iterative or trailer-by-trailer basis.
e. Preventative maintenance will be provided by the contractor at predetermined intervals to ensure equipment reliability. All preventative maintenance schedules and work are the responsibility of the contractor for the duration of the contract. Contractor will repair or replace unserviceable trailers within 24 hrs of notification.
f. Will be used on base. Trailers will be moved by both DLA and carrier drivers and -owned tractors
g. Trailers will be placarded for tracking, internal movement, etc. Placards to be removed prior to returning to supplier.
5. Assessment Criteria:
a. Timely delivery of trailers to designated locations: This will be measured by tracking the contractor's adherence to the agreed-upon delivery schedule, ensuring the trailers are in place on 9 Feb 2026.
b. Trailer availability and condition: This will be monitored through regular inspections to ensure the trailers are in good working order and free from damage, preventing any disruptions to storage capacity.
c. Responsiveness to service requests: This will be assessed by tracking the contractor's response time to any maintenance or repair requests, minimizing any potential downtime.
d. Timely removal of trailers post-transition: This will ensure the contracted company comes to collect the trailers at an agreed upon schedule after the new system stabilizes.
e. System Stabilization: This is a critical metric. Regular monitoring of processing rates, error logs, and delivery times will be done to ensure the new system is stabilizing.
f. Warfighter Support Impact: Regular updates from services will be acquired to ensure that warfighter support is not negatively impacted.
g. Backlog Metrics: Regular updates of current backlog numbers to ensure that the numbers are being reduced to prior baseline levels.
6. Contractor Responsibility:
Contractor shall provide all parts, labor, and services necessary to accomplish said work.
7. Warranty Coverage:
Contractor will provide on-site support for the length of the contract. Response time to be on site must be within 24 hours due to importance of the trailers and critical mission requirements.
8. Manuals:
The operating instructions for the trailers shall be provided by the contractor.
9. Delivery Schedule:
Coordination made between vendor and DDWG Facility Management.
