Statement of Work Summary: NTCDL Ground Variant Installation

This is a Statement of Work (SOW) dated January 7, 2026, for the installation of Network Tactical Common Data Link (NTCDL) Ground Variant equipment at NIWC Pacific Building 586 in San Diego, California. The contractor must install four (4) Radio Frequency (RF) antennas on the existing rooftop platform, along with supporting mechanical and electrical systems. The task type is severable with a performance period of 60 days or less from award. Key deliverables include one (1) packaged close-loop chiller system and one (1) air dryer unit. The chiller system requires specifications including weather-resistance, a 10% propylene glycol and 90% water coolant mixture, 2.0 GPM flow rate, and AN6/JIC Male 3/8" flared tube fittings. The air dryer unit must be weather-resistant with maximum inlet pressure of 3.2 PSIG, minimum inlet pressure of 1.2 PSIG, 45 SCFH nominal flow rate, and AN4/JIC Male .25" flared tube fittings.

The contractor is responsible for purchasing and installing materials, including one exterior weather-proof 125-amp 4-space 8-circuit subpanel for power, one exterior weather-proof subpanel for data cables, one weather-proof lockbox for data cables, and eight (8) circuit breakers (four 20-amp, two 15-amp, and two 30-amp). Installation requirements include placing four NITO7 antenna mounts and antennas (40x39x7.9 inches, 260 lbs each) on the rooftop using crane services, positioning the chiller system at building base level, installing the air dryer unit, routing power and data conduits from secure space (Room 107) to the roof, and sealing all exterior/interior penetrations. The work is unclassified and requires contractor staff to be U.S. citizens with valid driver's licenses, no felony records, and Defense Biometric Identification System (DBIDS) or Common Access Card (CAC) clearance for access to Naval Base Point Loma. Pass/fail criteria require zero leaks in the chiller system and air dryer unit, with full operational tempo verification required during inspection and monitoring.
