BUREAU OF LAND MANAGEMENT
NATIONAL HISTORIC TRAILS INTERPRETIVE CENTER
SNOW REMOVAL PERFORMANCE WORK STATEMENT
A. GENERAL
The purpose of this request is to secure snow and ice removal services for the Bureau of Land Management (BLM), National Historic Trails Interpretive Center (NHTIC), located at 1501 N.
Poplar St., Casper, Wyoming. These services must meet performance criteria consistent with acceptable safety standards and appearance for a government facility.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
NHTIC operating hours are 7:00 a.m. to 6:00 p.m., with hours open to the public from 9:00 a.m.
to 4:30 p.m., Sunday through Saturday. The NHTIC is closed on Thanksgiving Day, Christmas Day, and New Year’s Day. The NHTIC will remain open for business during all weather conditions, and there will be pedestrian and vehicle traffic, truck deliveries, cars parked in parking lots, and other normal business day activities.
B. DESCRIPTION
B.1 Snow Plowing Services Snow removal is for the safety of government employees and their customers as needed and as defined herein, providing secure footing and safe driving conditions. The NHTIC has a parking lot and access road with a smooth, paved surface; slips and falls are a frequent occurrence.
Timely and thorough services are critical for personal safety.
All initial services shall be completed before 7:00 a.m., Sunday through Saturday for snow depths greater than one inch (>1”). More than once a day removal services will be required in the event of substantial, greater than six inches (>6”) snow fall, blowing and/or drifting snow or, ice throughout the day.
City of Casper ordinances regarding snow removal must be followed.
B.1(1) Employee/Public Parking Lot and Loading Dock The parking lot and access roads are approximately 70,000 square feet (sf); a map is attached in Appendix A, with snow storage areas indicated. Snow shall be removed completely off the paved employee and public parking lot. Parking lots and access road shall be plowed and/or shoveled. The Contractor shall plow and shovel to the bare pavement with no trailing windrows left in the areas.
Snow may not be piled up on the parking lot. 100% of the parking spaces shall be cleared to allow full use of all spaces. If the snow storage area is at maximum capacity, the Contractor shall remove snow to a Contractor provided alternate off-site storage area.
Clean sand free of lumps, rocks, and other deleterious materials shall be applied to the parking lot and access road after all plowing is complete, every time. No sand nor deicer is required on the sidewalks.
B.1(2) Sidewalks The sidewalks are approximately 28,000 square feet (sf); a map is attached in Appendix A, with snow storage areas indicated. All initial services shall be completed before 7:00 a.m., Sunday through Saturday for snow depths greater than one inch (>1”). More than once a day services will be required in the event of substantial, greater than six inches (>6”) snow fall, blowing and/or drifting snow or, ice throughout the day.
City of Casper ordinances regarding snow removal must be followed.
All sidewalks in front of the main building and around the parking lot shall be cleared of snow of six inches or greater (>6”) in subsequent events after initial services are conducted This includes the portions of the sidewalk and patio that are labeled “in sidewalk hydronic system”. The sidewalk shall be plowed and shoveled to the bare pavement with no trailing windrows left in the areas.
B.2 Sanding Services In the absence of snow plowing, on-call sanding in the parking lot may be required if the parking lot becomes icy and poses a safety risk for employees and customers. Response time shall be communicated to the COR within one hour, indicating when the sanding will be accomplished.
Contractor shall perform the additional sanding service for the parking lot ten (10) total sanding events per year. These ten (10) sanding events does not include the sanding events after each plowing.
B.3 Additional Services After initial notification for additional services from the COR, the Contractor shall begin snowplow/sanding/ salting/ice removal procedures within two (2) hours of notice between 8:00am and 5:00pm. Parking lots, access roads, and entrances shall be plowed and shoveled to the bare pavement with no trailing windrows left in the areas. The Contractor will be required to take ‘before and after’ time-stamped pictures to be e-mailed to the COR, if the COR cannot be present to verify the work performed.
C. HAZARDOUS MATERIALS (None this contract) The Contractor shall provide an inventory of hazardous materials with the applicable Safety Data Sheet (SDS) that will be used to perform the required services within ten (10) business days of contract award, and the COR will review and approve accordingly prior to commencing work.
In addition, the Contractor shall use reasonable care to avoid releasing hazardous material or hazardous waste which may cause environmental damage to government structures, public land, water, or other natural resources. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs.
Perform hazmat storage and mixing operations off-site.
D. PERIOD OF PERFORMANCE
The period of performance shall be for twelve (12) months from the effective date of award, with four (4) 12-month option renewal periods.
E. CONTRACTOR-FURNISHED ITEMS
The Contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow and ice removal services to complete the work according to the schedule and standards set forth in Section B. The Contractor shall perform to the standards in the contract as well as all federal, state and local regulations.
F. QUALITY CONTROL
The Contractor shall establish and maintain a Quality Control Program to ensure the requirements of the contract are achieved. One copy of the Contractor’s Quality Control Plan shall be provided to the Contracting Officer with the submittal of the proposal, and it will be technically evaluated.
G. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). Evaluation will occur for every service day for any of the snow removal services. The Government will utilize the inspection sheet found at Appendix B to document quality of services provided.
The Government will monitor Quality Assurance through any means necessary to ensure compliance with the contract. Methods may include visual inspections, number of customer complaints, number of accidents as a result of ice or snow, and number of corrective action reports.
If performance is unsatisfactory or not completed according to the terms of the contract, the Government may, at the Contracting Officer’s discretion, issue a corrective action report or terminate for cause.
H. SAFETY
The Contractor will use all necessary precautions for the safety of their employees, public, and government employees while performing said services.
I. PROTECTION AND DAMAGE
The Contractor shall, at no additional expense to the Government, be responsible for all damage to persons and government owned or leased property that occurs as a result of his/her negligence in performance of work under this contract. Breakage or loss of Contractor’s equipment or property as a result of the Contractor’s operations shall be repaired or replaced by the Contractor at his/her expense.
J. REPORTING
The Contractor will report to the COR any items in need of repair, i.e., broken or leaky sprinkler heads; and report any emergency situation at the BLM (fire, break-in, suspicious activity, or suspicious packages or vehicles on premises) by calling 911.
K. CONDUCT OF WORK
Conduct of work shall indicate deliberate effort to produce first-quality results. The Contractor is to meet or exceed the standards set forth in in Section B, Performance Work Statement.
Examples of unacceptable work for snow removal: sidewalks not completely cleared, work not completed before 7:00 a.m., sanding not completed immediately after snow removal, and/or piles of snow blocking access to parking spaces or walkways.
L. DEFINITIONS
1. Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
2. Contracting Officer’s Representative (COR): An individual, designated and authorized in writing by the CO to perform specific technical or administrative functions.
3. Contractor: Refers to both the Prime Contractor and any Subcontractors. The Prime Contractor will ensure that his/her Subcontractors comply with the provisions of this contract.
4. Hazardous Materials: Any chemical agent which has the potential to cause harm to humans, animals, or the environment, either by itself or through interaction with other factors; this includes fertilizer, herbicides, and pesticides.
5. Measurable Snow: Measurable snow is 2 inches or more for parking lots and all sidewalks.
6. Performance Standards: The standard of performance required by the Government.
7. Performance Work Statement (PWS): Specific requirements the Contractor must meet in performance of the contract.
8. Quality Assurance: Actions taken by the Government to assure services meet contract requirements.
9. Quality Assurance Surveillance Plan (QASP) or Quality Assurance Plan (QAP): A written document showing Government surveillance method and scheduling to be used to assess the Contractor’s performance against the performance standard.
10. Quality Control: Those actions taken by a Contractor to control the performance of services to ensure services meet the requirements of the PWS.
M. AWARD
Contract award will be based on LPTA - d (Low Price Technically acceptable), with both price and non-price factors considered and roughly equal in weight. Non-price factors that will be technically evaluated include the Contractor’s Quality Control Plan and past performance. Bidders must submit three (3) references with current contact information including but not limited to telephone numbers, email addresses, and physical addresses.
References shall be current or previous customers within the last 2 years.
