Statement of Work Contract for California Certified Wastewater Treatment Plant Operators
Yosemite National Park
Objective:
Contract for California certified wastewater treatment plant operators for a period of up to five (5) months to perform wastewater treatment operations at treatment plants in Yosemite National Park.
Background:
Yosemite owns and operates three (3) wastewater treatment facilities, in addition to 20 permitted wastewater systems and 27 permitted water systems. Two (2) of the wastewater treatment facilities are open year-round, one (1) is open seasonally from May through October.
El Portal Wastewater Treatment Facility (EPWWTF) is located at 5083 Foresta Road, El Portal, CA 95318, part of Yosemite National Park. This location is at approximately 1,800 feet elevation (above sea level). Weather is hot in spring/summer months (up to 115 F) and cool to cold (10 F) in fall/winter months with adverse weather.
EPWWTF is permitted to 1 million Gallons per Day (1 MGD). It has activated sludge, anaerobic digesters, tertiary, NPDES permit, centrifuge dewatering, UV Sterilization and a Certified Laboratory. The facility consists of one (1) primary clarifier, two (2) secondary clarifiers, SCADA and Flow equalization.
Wawona Wastewater Treatment Plant (WaWWTP) is located at 4004 Chilnualna Falls Road, Wawona, CA 95389, part of Yosemite National Park. This location is located at approximately 4,000 feet elevation (above sea level). Weather is warmer in summer (90 F) and cold (5 F) in winter months. WaWWTP is permitted to 105,000 gal/day (.105 MGD). Plant has flow equalization basin, two (2) trains consisting of two (2) aerobic aeration basins, two (2) anoxic basins, two (2) secondary clarifiers, one (1) flocculator tank, two (2) final clarifiers, two (2) gravity sand filters with chlorine (CL2) disinfection.
There are two (2) 2.25MG effluent storage tanks. Dewatering consists of one (1) Disc Thickener, one (1) screw press, one (1) activated sludge tank and two (2) aerated digester tanks. Solids are transported in park to EPWWTF. Treated effluent is sent to spray field with the option of subsurface disposal under spray field.
SCADA controlled and onsite certified laboratory.
Essential Duties:
Operator(s) will work under the direction and general oversight from the treatment plant supervisor and/or Chief Plant Operator (CPO). Operator(s) may be located at one of the plants listed above, EPWWTF or WaWWTP. Their responsibilities will be to:
- Operates and maintains wastewater treatment systems including wastewater treatment process, sewer lift stations, combined sewer overflow facilities that control the flow and processing of wastewater, sludge.
- Tracks key real-time monitoring and control of various process using available SCADA or local controls systems.
- Maintain treatment process to meet Effluent limits mandated by NPDES permits or other local, state, or federal regulations.
- Monitors the performance of all equipment, gauges, meters, and charts in the treatment plant and pumping stations; records statistical data concerning plant operations; charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and documents as required.
- Assists with operating and repairs, and replaces equipment as necessary including, but not limited to, grit collectors, clarifiers, digesters, aeration tanks, blowers, filter presses, generators, gauges, meters, pumps, valves, lift stations, combined sewer overflow facilities and process controls equipment.

- Analyzes primary and secondary sludge, wastewater influent, effluent samples to provide data for the efficient operation of the wastewater treatment plant.
- Collects samples and identifies concentrations of chemical, physical or biological characteristics of wastewater required in accordance with local, state and federal requirements; gathers and tests wastewater samples for plant operational control as required to meet regulatory requirements.
Required Knowledge, Skills and Abilities
- Considerable knowledge of equipment, facilities, materials, methods, and procedures used in wastewater collection and treatment systems; working knowledge of wastewater treatment plant operation and maintenance activities.
- Skilled in operation of the tools and equipment of the trade to include but not limited to: pumps, gauges, hand/power tools, lab sampling equipment, chlorinators, mixers, detection devices, etc.
- Knowledge of materials for plumbing such as ductile, iron, copper, cast iron, plastic, steel, PVC, HDPE and
ABS.
- Knowledge of maintenance materials such as filters, lubricants, degreasers, seals, belts, bearings and universal joints.
- Ability to follow Standard Operating Procedures (SOP), interpret blueprints or operation/maintenance manuals.
- Ability to work with all types of chemicals used in wastewater treatment; soda ash, chlorine, polymer, alum, etc.
- Ability to work safely; ability to carry out assigned projects to their completion: ability to establish and maintain effective working relationships with employees.
- Ability to communicate effectively verbally and in writing.
- Ability to understand and follow verbal and written instructions.
- Ability to lift 50 pounds.
- Work in all types of weather conditions (snow, rain, heat, cold).
Period of Performance:
The anticipated period of performance shall be May 18, 2025, to October 18, 2025.
The required work time frames shall be: 40-hour work week, typically 4/10-hour days. Schedule may be Monday-Thursday or Tuesday-Friday, 0630-1700. An unpaid half-hour lunch period is included within that time frame.
Minimum Qualifications:

Contractor Requirements:
Upon contract award, submit a minimum of four (4) qualified candidate resumes, including the required certifications for a 5-month term.
Contractor must have positions filled and performing required services by performance start date.
Contractor must fill in vacancies during performance of the contract within 7 calendar days of the vacancy becoming open.
Contracted operators shall be required to supply their own uniform and steel toed footwear. Uniform requirements are long pants (denim or heavier material) and shirt.
Contractor shall secure own lodging. Mariposa, California is the largest and closest area to EPWWTF.
Oakhurst, California is the largest and closest area to WaWWTP.
Contractor shall supply own reliable transportation to and from the job site.
Government Requirements:
NPS will provide all tools, materials and personal protective equipment (PPE) required to perform wastewater treatment plant operations.
Performance Evaluation Contract service requirements are summarized by the following performance objectives. The performance threshold describes minimally acceptable levels of service required for each requirement. The Service Summary provides information on contract requirements, the expected level of Contractor performance, the expected method of government validation and confirmation that services are provided. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions: Commercial Items, Inspection/Acceptance, will be used to remedy or cure all deficiencies.
