Wastewater Treatment Plant Operator Services Solicitation 140P8225Q0022

Contractor Questions

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

This is a brand-new contract with no incumbent and no previous contract number.

2. In the Statement/Scope of Work, it outlines minimum certification requirements as:

a. California Certified Wastewater Treatment Grade 2

b. California Certified Water Treatment 2

c. California Certified Water Distribution 1

Can you confirm that the water treatment 2 and water distribution 1 certifications are a minimum requirement.

All Certifications listed above are mandatory. (a., b., and c)

3. In the Statement/Scope of Work, it outlines a minimum of four (4) qualified candidate resumes are to be submitted. Can you clarify exactly how many operators will be needed to be assigned for this project, if awarded?

The price schedule and SOW have been updated to reflect that 4 operators are to be provided.

4. With regards to the Instructions to O eror's on p.5:

Price Schedule:

■ Would you like us to price monthly based per operator or for total operators?

We want a monthly price for total operators.

■ We typically bill hourly with our clients as a professional services firm. If monthly, can you clarify how general invoicing works. I do see the

Department of the Treasury's Invoice Processing Platform System (IPP) section, but it does not denote the exact method (hourly or monthly) in which billables are invoiced.

The awardee will bill monthly according to the monthly price quoted in the price schedule.

■ Will there be a timecard approval procedure?

The contractor may submit timecards for concurrence at their preference but no later than with the monthly invoice covering the period invoiced.

■ "All amendments acknowledged using one of the methods set forth in Box 7 7 of the SF-30, if applicable" - can you clarify what this is? I was unable to reference this particular section.

This refers to the instructions in box 11 of the SF-30. The SF-30 is the form used when we need to make an amendment to the solicitation, which will be the case when the answers to the questions are posted.

There may be more than one amendment before the solicitation closes should the need for further clarifications arise. Once the amendment is posted at SAM.gov under the solicitation number, you will need to download that amendment form (SF-30) and follow the instructions in box 11 of that form, which include signing the form that you acknowledge the amendment, and submit all signed amendments with your quote package. Should there be additional amendments after your quote has been submitted, you can submit them separately as long as they are received by the closing date of the solicitation.

5. How many operators are required to fulfill this requirement?

4 operators are required per the revised SOW.

6. Are 4 operators expected to work each week for 40 hours each, or will some be on call for the 5-month period?

Operators will be required to work 40 hours per week. This contract does not consider on call.

7. Does the government intend to compete this contract again after the 5-month period is up?

Currently, there are no intentions of re competing this requirement.

8. Does the o eror need to provide a vehicle to support this work? What are the requirements for a vehicle?

GOVs (Government Owned Vehicles) will not be provided to the contractor. The contractors’ operators may be required to travel between sites during work hours. The contractor or its employees will need to provide their own transportation for this travel. It is suggested to have All Wheel Drive (due to adverse weather conditions that may be possible).

9. How many lift stations are there?

El Portal location has 5 lift stations and the Wawona location has 12 lift stations.

10. How big is the collection system?

See SOW for permitted gallons per day for each location.
