About this file
This Statement of Work (SOW) details the requirements for removing and replacing the non-functioning seed cooler condensing and cooling units at the USDA NRCS Big Flats Plant Materials Center in Corning, NY. The project involves removing the existing Copeland condensing unit (installed in 2005) with R-22 refrigerant and installing a new high-efficiency condensing unit that complies with Department of Energy (DOE) energy conservation standards.
The new refrigeration system must utilize low-global warming potential (GWP) refrigerant (such as R-448A), include scroll compressors, have a digital temperature display, and meet Annual Walk-In Energy Factor (AWEF) requirements. The contractor will be responsible for completely removing the old equipment, properly disposing of refrigerants, installing new components, ensuring proper piping and electrical connections, leak checking the system, and performing comprehensive startup procedures. The walk-in cooler has dimensions of 28'10" x 10' 7.5" x 8' 6", and the project is critical for protecting the center's seed germplasm collection valued at tens of thousands of dollars.

USDA NRCS Big Flats Plant Materials Center 3266 State Route 352 Corning, NY 14830
OVERVIEW:
The seed germplasm developed by the PMC is considered by the agency to be a critical asset. It is housed in the PMC’s seed cooler which is currently not functioning; therefore, putting at risk tens of thousands of dollars’ worth of seed materials.
This Statement of Work (SOW) encompasses the removal and disposal of non-working seed cooler condensing and cooling units and the installation of new units, with compliant refrigerant, start up and operations at the USDA NRCS Big Flats Plant Materials Center’s (BFPMC).

COMPATIBLE with the Condensing unit.
New Remote Condensing unit
A High Efficiency condensing unit designed to meet United States Department of Energy (DOE) energy conservation standards for Walk-In Coolers and Freezers (WICF) which mandates minimum Annual Walk-In Energy (AWEF) ratings for condensing units.
A low global warming potential (GWP) refrigerant that utilizes R448A refrigerant (or similar)
Scroll compressors for maximum energy efficiency in ambient up to 110ºF is to be used Medium temperature: room temperature above 32 °F Digital temperature display to easily monitor the temperature of the walk-in.
Consists of a compressor, oil separator, condenser with fan, liquid receiver, filter drier, sight glass, valves, sensors, and an electrical box that controls the unit’s operation. and misc. parts as needed for installation.
Semi-hermetic compressor Compressor must be sized to able to work with Evaporator Unit.
Refrigerant shall be one of the following:
o R-404a, R-448a, or approved alternative for state requirements.
o HFC blends with low GWP
Additional Specifications for High Efficiency:
Improved condenser fan blades, and condenser coils for medium refrigeration systems, Higher-efficiency condenser fan motors (excluding three-phase motors), Higher-efficiency compressors, variable-speed compressors, Liquid suction heat exchanger, Head pressure control, Condenser fan speed control (variable-speed), Crankcase heater controls, Condensate pan heating controls
Contractor is responsible for:
Remove and Disconnect old unit as well as pump down any refrigerant and dispose of all components properly.
Install refrigeration components in accordance with accepted piping practices.
Liquid and suction lines should be sized according to ASHRAE recommendations for the intended conditions of operation and refrigerant.
All horizontal suction lines should be sloped toward the compressor at the rate of 1/8” per foot for good oil return.
Vertical suction should be sized for proper oil return.
Installer will provide any other parts needed for the install such as copper pipe, pipe insulation, connectors, and electrical.
Refer to the serial tag for all pertinent electrical data. Must be connected to a power supply disconnect switch and wired according to local and national electric codes.
System with high SEER (Seasonal Energy Efficiency Ratio) rating.
Make sure all field wiring conforms to the equipment requirements and all applicable national and local codes.
Must remain sealed and pressurized from the manufacturer until piping is complete and final connections are ready to be made.
Take extreme care to keep refrigeration tubing clean and dry prior to installation Must be compliant and meet the Annual Walk-In Energy Factor (AWEF)
Evacuate and leak check the system
When all refrigeration line connections have been made, the complete system, including factory connections, should be leak checked.
If leaks are found, relieve the pressure, and make repairs as necessary and recheck.
Before starting the system, walk-in refrigeration systems must be set up for testing according to applicable field installation instructions.
Check all electrical, compressor oil level, control settings, dual pressure control settings and fan control cycle
1. The system is properly wired as shown in the diagrams.
2. Make sure all electrical connections are tight.
3. Check all piping is completed as described in the installation section.
4. All fan set screws and motor mounting bolts are tight.
5. Make sure the service valves are open.
6. The unit is mounted securely and pitched properly. Pour water into drain pan to verify the drain pan and line empty completely.
7. Make sure the drain line is trapped and heated and insulated as required.
8. Properly evacuate the system.
9. Check compressor oil level.
10. Follow proper procedures for handling startup of systems using POE oils.
Check the following items after initial startup:
1. After the initial startup, the fans will not start until the coil temperature pulls down to about 25°F. The fans may cycle several times until the room temperature pulls down.
2. Check the system for charge and oil level.
3. Verify the expansion valve is receiving a full column of liquid. Set the expansion valve superheat to the correct value. Factory recommendations.
4. Observe and ensure all system components are functioning properly. Check the amp draw and verify it does not exceed the heater MCA.
Not Covered Above Sections:
Any item of work necessary for the proper completion of this contract shall be performed.
Materials and equipment not specifically covered by drawings and specifications shall be standard and efficient for the purpose needed.
Avoid contact with sharp edges and coil surface.
HVAC technicians need to be certified and equipped to handle the new refrigerants.
Installation and maintenance are to be performed by qualified personnel who are familiar with this type of equipment.
IMPORTANT:
If the system is equipped with pre-charged refrigerant lines, it is the installing contractor’s responsibility to ensure that the quick connect refrigerant couplings are properly mated and are leak free.
It is also their responsibility upon start-up to check the system for proper operation and make any necessary temperature control or thermal expansion valve adjustments.
Refrigeration pipe sizing, refrigerant charging, and system start-up procedures shall be done according to ASHRAE recommended procedures and in conformance to local codes.
