m) The top and bottom of each sheet of the cost estimate(s) shall be marked “CUI” before completion.

n) Each work class and bid alternate (i.e. Maintenance, Repair, and Minor Construction) shall require a separate cost estimate that will have its own separate bid line item.

o) In accordance with Air Force policy and business rules, the A-E shall develop a Basis of Estimate (BOE) narrative report. The BOE is a document, developed by the estimating team, which describes how an estimate is prepared and defines information used in support of development. The BOE shall provide traceability of underlying estimate characteristics and provide enough detail to enable an independent, proficient cost engineer to recreate the estimate using only the details provided.

i) The A-E shall utilize the BOE template developed and maintained by the Air Force Civil Engineering Center (AFCEC). The most current version will be provided by the government.

ii) The A-E may utilize the estimating software note fields to document many of the BOE requirements. If PACES or MII notes fields are utilized, then the A-E may simply reference them in the BOE document. The A-E shall provide a detailed report “with notes” extracted from the software (.pdf format) to facilitate BOE informational review to individuals without software access.

p) Estimates for projects over $5M are subject to review, validation, and certification by an appointed independent Air Force Cost Engineering Reviewer/Approver (R/A) prior to leadership approval of the baseline Programmed Amount (PA). The A-E shall respond and reconcile all R/A comments in writing. If the A-E concurs with the comments, the R/A recommendations shall be incorporated into the estimate by the A-E, including supporting documentation, then re-submitted for back-check. If the A-E non-concurs with R/A comments, then the A-E shall provide written response detailing the reason for non-concurrence. If requested by the A-E, the installation will facilitate a meeting with R/A to discuss estimate comments to aid in timely reconciliation.

q) Deliverables:

i) The A-E shall submit native estimate file for PACES (.paces) or MII (.mlp).

ii) The A-E shall submit BOE narrative as described above.

iii) The A-E shall submit summary level estimate report from software to assist installation with populating the DD Form 1391 (.pdf format).

13. DESIGN INFORMATION:

In general, the requirements presented are design objectives and the A-E is encouraged to suggest changes where they would not seriously deviate from the overall requirements and would result in substantial economic savings, time savings, or improved performance in arriving at the end results. Design of structure and appurtenant facilities will comply, where applicable, with such regulations and criteria that exist for the Air Force and objectives of the project as furnished by the Contracting Officer.

14. DESIGN ANALYSIS:

The design analysis shall be submitted with the preliminary and final drawings. The design analysis shall support the design recommendations pertaining to the major technical sections of the work such as structural, architectural, heating, plumbing, electrical, and mechanical for any project which requires the calculation of size and strength, or the rendering of engineering decisions, regardless of the cost or size of the projects. This analysis will be on 8 1/2 x 11 inch paper capable of reproduction and in electronic format. The design analysis shall have a standard heading to indicate the project number, project name, date, the type of computation, the name of the designer and the checker. The analysis shall include but will not be limited to the following:

a) A short description of the work involved.

b) The designer’s assumptions for the design.

c) The references used for computations as they occur.

d) The equations, tables, or curves used or developed, with references cited where they are taken from non-standard sources.

e) The detailed computations as necessary to establish the design.

f) Suitable free-hand sketches to illustrate the designer’s intent such as steel sizing and arrangement, pipe arrangement, beam layout, etc.

g) Size selection of equipment even where computations are not required. This may consist, for example, of a single statement to use a 60 HP Westinghouse piston compressor model XYZ. Where necessary, include statements that show the basis for selections that are to be included. Calculations and information source shall be shown in an orderly and logical manner to permit review and checking. The design analysis shall be furnished to the Contracting Officer as indicated on the design schedule.

h) The following statement shall be in each design analysis: “This design has been reviewed from a value engineering standpoint and has been planned to achieve the required function at the lowest overall cost, not merely the lowest initial cost.” A value engineering report is required for all projects with construction cost over $5M. Value Engineering shall be performed by a third-party consultant when required in the individual task order.

i) Recommended construction performance period for the complete project.

15. TITLE 1-C (GIS DELIVERABLES):

The GIS deliverables shall be performed concurrently with Title 1-A and B services and submitted with the 65% and final drawings.

a) Field Data Collection:

i) The contractor shall provide survey grade GPS data at an accuracy level of +/- 2 cm where appropriate (as determined by the Government), and all other collection at a resource grade accuracy level of +/- < .5m.

ii) Data on the location of utility lines shall be captured at a minimum every 50 ft and each turn or bend in a utility line must also be captured.

b) Format:

i) All geospatial data (site utilities including sewer lines) shall be delivered in a format required by the individual task order. Typically, ESRI ArcGIS 10.1 or later shapefile format.

ii) The data will be processed using the following rules and guidance on the preparation of data for use in a GIS:

(1) Point Features

(a) Point features should be digitized as points, not graticules, symbols, or icons.

(b) Do not use any symbol fonts to place point features.

(2) Line Features (including Contours)

(a) Lines shall be used to depict linear features.

(b) Lines should not be broken for text. For ArcGIS use, each line should be continuous within its own layer. This will ensure spatial query compatibility.

(c) Lines should all be continuous, i.e. do not create dashed lines with many small line segments. Instead, a dashed line font on a continuous line may be used.

(d) Digital representation of the common boundaries for all graphic features must be coincident, regardless of feature layer.

(3) Polygon Features

(a) Area features (polygons) must always close (e.g. no “C” shaped areas).

(b) Digital representation of the common boundaries for all graphic features must be coincident, regardless of feature layer.

(c) There should only be one text entity per polygon, and this should store the attribute. The insertion point of this text must lie within the polygon, although the text itself may not all fit inside. It is preferable to use left-justified text in order to avoid insertion point errors. Do not use “fit” text.

(d) If more than one annotation must be used per polygon (as in large polygons), be sure to use the same text for each annotation point.

(4) Coordinate System and Projection Specifications: All geospatial data shall overlay on the installation’s most current orthorectified imagery provided by the government. The collected data will be delivered in the coordinate and projection system UTM Zone 14 North WGS 84, and U.S. State Plane Zones (NAD 1983). The spatial reference (.prj) files shall be attached which specify the parameters of the coordinate system.

iii) Naming Convention: Features shall be collected for use in ESRI ArcGIS format where each feature type (class) will be a layer in accordance with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), Release 2.4 or current version used by the installation at time of award. Designer should ask the BCE, or their designated representative, for a shell database of the most current SDSFIE schema at time of individual task order.

iv) Attribution of Data: The contractor shall identify the classification, type, location, ID number, and any other necessary attributes (specified by the Government) for all surveyed, mapped, designed, or proposed features.

v) Metadata Requirements for Digital Geospatial Data:

(1) The Contractor shall collect metadata on all digital geospatial data created under this contract. Information on the Federal Geographic Data Committee’s Content Standard for Digital Geospatial Metadata (CSDGM) is available at https://www.fgdc.gov/metadata. The metadata shall be submitted in an ArcXML based format that is capable of being utilized by ESRI’s ArcGIS and, at a minimum, shall include the following data elements:
