PROJECT DESCRIPTION
Conserve YELL Jackson Album
YELLOWSTONE NATIONAL PARK
SCOPE: The contractor shall provide all services necessary to clean and conserve William
Henry Jackson’s photograph album containing photographs from the 1871 USGS expedition into what is now known as Yellowstone National Park.
YELL 92925 William Henry photographs of the Yellowstone National Park and views in Montana and Wyoming territories, gold edge pages, brown cloth cover with leather spine. Vertical dimension 20” (50.8 cm) by horizontal dimension 18” (45.7 cm) by 3” (7.7 cm). Survey text and treatment proposal Attachment A
BACKGROUND:
The primary goal of the conservation of museum objects in National Park Service collections is to preserve their historic, scientific, or artistic identity, as embodied in surviving features of composition, structure, form, appearance, and workmanship. This emphasis on preservation follows from the recognition of museum objects as “primary sources” for historical research, or as the means of experiencing authentic, first-hand contact with the events and people commemorated by a park.
All conservation treatments must be carried out in accordance with the principles and practices specified in the Code of Ethics and Standards of Practice of the American Institute for Conservation (see http://aic.stanford.edu/pubs/ethics.html). NPS Management Policies
(see http://www.nps.gov/policy/mp2006.pdf) as well as ethical considerations, and the
National Park Service Museum Handbook, Vol. 1
(see http://www.nps.gov/history/museum/publications/MHI/CHAP8.pdf) call for conservation treatment to be the minimum necessary in order to reduce the possibility of compromising the item’s integrity, to be fully documented, and to be without fraudulent intent.
PROJECT DESCRIPTION:
a. The Park will ship the album to the contractor to work off-site in a conservation lab.
b. The contractor will use the proposals provided in the Attachments as a foundation for consideration. The contractor shall make an independent assessment of the object’s condition and create a detailed written examination report and object treatment proposal to submit to park staff for review and approval by Miriam Watson, COR (Contracting
Officer’s Representative).
c. Upon approval of the proposed treatment by the COR, treatment of photograph album may begin. Work must be completed December 15, 2022. Before, during and after photographs must be taken for incorporation into the treatment report.
d. Treatment report must include photographs of the objects before, during and after completion of treatment, as well as detailed description of procedures followed and http://aic.stanford.edu/pubs/ethics.html http://www.nps.gov/policy/mp2006.pdf http://www.nps.gov/history/museum/publications/MHI/CHAP8.pdf documentation of materials used, description of the method and extent of treatment, and recommendations for subsequent preventive care.
e. When the binding is being repaired and is removed individual high resolution scans of each William Henry Jackson Photograph, with the label, will be taken in order to capture he image for reproduction and exhibit purposes.
The following NPS policies shall be followed in considering proposed treatments:
a. Conservation of an object shall be based on sufficient data with a minimum of conjecture.
b. Conservation shall not modify the known original character of an object.
c. Conservation techniques and materials will be chosen that least modify the original object, and materials used will be completely reversible at a later time with minimal effect or harm to the object.
CONTRACTOR QUALIFICATIONS:
• Contractor shall furnish curriculum vita which documents their education, experience, and references. Resumés of all persons who will assist in the project must also be included.
• Contractor shall be a professional member of the American Institute for Conservation of
Historic and Artistic Works.

• Contractor shall include statement indicating technical capacity to accomplish the work required (e.g. facilities, equipment), level of security, and of the ability to meet required date of completion.
Contractors with questions regarding the initial proposal or wishing to view the objects before submitting a proposal should contact
IDENTIFICATION AND CHANGE OF CRITICAL CONTRACTOR PERSONNEL: The
Contractor shall submit an organizational chart displaying key personnel involved in the effort and their respective positions and disciplines. The Contractor shall immediately and expressly notify the CO of any changes in critical Contractor personnel. Critical Contractor personnel consist of all on-site personnel, any direct charge personnel, and any others in a management role. Attachment A
Catalog Number: YELL 92925
Object Name: Photograph Album
Material Types: Paper, Leather, Gold leaf
Dimensions: Vertical dimension 20” (50.8 cm) by horizontal dimension 18” (45.7 cm) by 3” (7.7 cm).
Examination Date: 2005, Paper Conservation Survey
Current Location: Heritage & Research Center, Yellowstone National Park, Gardiner, MT
II. Object Description
William Henry Jackson personally gave this photograph album to the park from his 1871
USSA sponsored trip to what is now Yellowstone National Park. The book was created in
1873.
III. Object Condition
For the Jackson album (YELL 92925), the binding has suffered from handling and some of the prints are beginning to react to the adhesive with which they were attached to the album pages. The 2006 photograph collection condition survey recommends that the
Jackson album be stabilized and treated by a book conservator, and the condition of the prints examined by a photograph conservator (the adhesive seems to be discoloring some of the prints and needs to be tested).
This book is in poor condition. The binding has failed. The cover and spine are severely abraded, damaged, and completely separated from the album pages. Some of the pages have separated from the text block. The cover sheets in this album have printed information on them about the facing photograph. Most of the pages in the album are soiled, torn, and have losses. There are additional pages of typed information tipped onto one of the first pages in the album.
IV. Proposed Treatment
This album requires a complete conservation treatment. This includes conserving the binding by a book conservator. A paper conservator will surface clean the pages, mend tears, reinforce creases with Japanese paper and wheat starch paste, fill losses with the same, and humidify and flatten where necessary.
