STATEMENT OF WORK

Inspect, Maintain, and Repair Aircraft Fire Training Pit

Fairchild Air Force Base, Washington

1.0 Description of Services. The Contractor shall maintain and repair the Aircraft Fire Rescue Training Facility (AFRTF), structural trainer, and conservation pond at Fairchild Air Force Base, WA in a manner that will ensure serviceability and prevent deterioration in operational effectiveness. These components hereafter referred to in summary as “Drill Field.” The Contractor shall comply with current manufacturer recommendations, assessments, and procedures, Air Force Technical Order 35E1-2-13-1, 25 June 2013, Change 2 – 6 February 2015 (http://www.robins.af.mil/shared/media/document/ AFD-100607-009.pdf), local, state, federal regulations, commercial standards, National Fire Protection Association, and this Performance Work Statement (PWS). It is the Contractor’s responsibility to be aware of and follow the most recent version of all referenced publications.

1.1. Scope of Work: All work shall be performed by qualified personnel with expertise as they relate to Air Force Aircraft Crash Fire Trainers .

1.2. Routine Inspection: Maintenance, and Repair. The Contractor shall maintain the Drill Field by conducting inspections, maintenance and repairs as required during the winterization and de-winterization schedule. All repairs shall be considered routine unless otherwise specified (see para 1.6). Costs for materials, supplies and parts associated with these routine services shall be included in the Winterization/De-winterization Contract Line Item Numbers (CLIN) on the pricing schedule. The Contractor shall be responsible for transporting all required materials, supplies, parts and equipment to the job site, enabling the Contractor to complete all routine work during the specified winterization/de-winterization timeframes. The Contractor shall monitor the weather and schedule, or if necessary, reschedule work accordingly if inclement weather that could interfere with work performance. All costs associated with rescheduling are at the Contractor’s expense. For winterization and de-winterization, the government will only bear the costs associated with initial site mobilization. If the Contractor chooses to make multiple trips in order to complete work by the specified timeframes, it will be at the Contractor’s own expense.

1.3. Winterization: Inspection shall be conducted in conjunction with winterization and be completed by October 31st of each year. Pumps shall be stored in accordance with government requirements. The Contractor shall not begin work before 1 October without consent of the government representative

1.3.1. Each igniter shall be cleaned with compressed air, have nonfreezing liquid applied to dissipate any moisture that may collect during the winter, and be covered and sealed during winterization.

1.4. De-winterization: Inspection shall be conducted in conjunction with de-winterization and completed no later than April 30th of each year. The Contractor shall not start before 1 April without consent of government representative.

1.4.1. The Contractor shall clean the conservation pond and debris from the suction line at least one foot from the valve. The Contractor shall repair or if necessary, replace the netting over the pond if it contains holes larger than 10 inches. The netting shall be tight and a minimum of 24 inches above the pond at any point.

1.5. Routine Requirements: As a minimum, routine inspection and repair shall be performed on all igniters, air system, electrical and propane components, and systems identified in the PWS. Inspect propane systems to include as a minimum, tank, gauges, piping, air system, manual safety system, and regulators for corrosion, wear, limits, and operability. Disconnect and clean valve intake and outlets on the air system collector tank. For purposes of this PWS, all repairs shall be considered routine unless otherwise identified (see para 1.6). Routine repairs shall be included in the Winterization/De-winterization CLINs on the pricing schedule.

1.5.1. Igniter Replacement: The Contractor shall inspect the igniters during the routine inspection and repair/replace as needed. The Contractor must have all igniters available on site so replacement can be accomplished immediately. Labor for igniter repair/ replacement shall be included as part of routine services. Parts shall be reimbursed under the non routine CLIN on the pricing schedule.

1.6. Non-routine Requirements/Repairs: Replacement of water pump, drive area rut and burn pit leveling, air compressor replacement, air system collection tank replacement, or major polyethylene liner repairs shall be considered non-routine repairs. All non-routine repairs shall be coordinated through the government and will be negotiated and reimbursed under a separate CLIN on the pricing schedule. Note, when required, non-routine repairs shall be performed during de-winterization.

1.7. Parts: All non-routine repairs in excess of $1,000, or that may require an additional trip to the site, shall be coordinated with the appointed government representative for pre-approval. The Contractor shall seek competitive pricing for any single item or combination of items estimated to exceed $2,500.00. Evidence of this competition shall be made available to the Government upon request. The Contractor will be authorized use of available Government sources of supply (e.g., GSA) for making such acquisitions.

Copies of receipts shall be submitted with the invoice in order to receive payment for reimbursable items. All parts replaced shall become property of the government.

1.8. Report of Findings: The Contractor shall provide a written report within 10 calendar days of inspection, detailing the inspection findings and a cost estimate of any repairs outside the normal maintenance that is required. Modifications to components or training grounds shall be documented and drawings modified to show the changes or improvements. Digitized pictures of repair and replacement items are acceptable documentation measures.

1.9. Response Times: The Contractor shall provide a contact phone number for technical and troubleshooting support.

2.0 General Information.

2.1 Quality Control: The Contractor shall develop and maintain their own internal quality control processes and will make it available to the government upon request.

2.2. Hours of Operations: Normal hours of operation are 0730-1630, Monday-Friday excluding federal holidays. Any work required to be performed outside of these hours, shall be submitted through the government representative for approval.

2.3 Continuation of Mission Essential Functions. DFARS 252.237-7023, Continuation of Mission Essential Functions (Oct 2010), and any aforementioned Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that the requirements under this PWS are considered non-essential during a crisis.
