HISTORIC PRESERVATION TRAINING CENTER
I. Background
The El Morro Administration Building consists of part of the Visitor Center in El Morro National Monument (ELMO). The Administration Building was constructed in the late 1930s of tabular sandstone and is historic. The building is primarily used by the park as office space, a kitchen, and the park library. The building has a total of sixteen (16) wood casement windows. Most of the wood sashes and hardware are original, but some have been replaced over the years. Most windows have interior and exterior sashes. One has been converted to hold an air conditioning unit. The air conditioning unit will be removed by the park for the contractor. Testing of the paint has determined that the sashes, frames, sills, and lintels above the windows contain lead-based paint (see Attachment). Three exterior sashes have been removed from the park and shipped out for repair (these 3 sashes will not need abatement by the Contractor). The Administration Building also has six (6) historic doors. Testing of the paint has determined that the doors, frames, thresholds, and lintels above the doors also contain lead-based paint. The Historic Preservation Training Center and ELMO would like to have the windows including all sashes, frames, sills, and lintels above the windows abated with an option to abate the doors, one historic screen door, frames, thresholds, and lintels above the doors. The abatement work shall be done on-site. The preferred time of year for the work at ELMO will be May and June of 2024.
II. Project Specifications
Independently, and not as an agent of the Government, the Contractor shall provide all travel, labor, materials, equipment, insurance, and services necessary to remove and dispose of lead containing paint from the window sashes, frames, sills, and lintels from or at the Administration Building located at ELMO.

Proper abatement refers to any measure designed to permanently eliminate lead-based paint hazards in accordance with standards established by the U.S. Environmental Protection Agency (EPA) Administrator pursuant to Title IV of the Toxic Substances Control Act (TSCA).[footnoteRef:1] [1: Chapter 12: Abatement, Guidelines for the Evaluation and Control of Lead-Based Paint in Public Housing (hud.gov)
III. Scope of Work:
The Contractor shall perform abatement, transportation, and disposal of Lead Containing Materials (LCM) described in this Scope of Work as follows:
a. Prior to implementation, prepare pre-submittals including Negative Exposure Assessments (NEA’s), Safety Data Sheets (SDS’s), worker certifications, and insurance certificates.
b. Mobilize a crew to the El Morro (ELMO) site.
c. Provide OSHA Lead certified supervisor and crew with current medical surveillance for field abatement.
d. Secure the exterior of the building with temporary fencing to prevent park visitors from entering the work site.
e. Prepare and regulate the work area including covering floors and furniture with 6 mil polyethylene sheeting and drop cloths; sealing off the work area from the rest of the building to prevent dust and debris from spreading; use proper abatement signs/signage to make visitors aware of ongoing work.
f. Remove the lead-based paint from sixteen (16) windows, including all sashes, frames, and sills. via chemical stripping, taking care to minimize damage to existing lites and hardware. Relabel and save any lites that come loose from the sashes. Some newer sashes may not need paint removal if testing shows no lead-based paint. This is to be determined in conjunction with the COR and park.
g. Abate all types of LCM and approximate quantities via chemical stripping and hand tools from the sixteen (16) windows, including all sashes, frames, and sills. via chemical stripping, taking care to minimize damage to existing lites – relabel and save any lites that come loose from the sashes.
h. Clean after LBP has been removed, the work area must be thoroughly cleaned to remove any remaining dust or debris. This work typically involves using a HEPA vacuum and wet cleaning methods.
i. Clearance testing: After cleanup is complete, a certified risk assessor or inspector technician must conduct a clearance examination and provide documentation and a Statement of Lead-Based Paint Compliance.
j. Properly dispose of all waste.
i. Provide Toxicity Characteristic Leaching Procedure (TCLP) analysis to characterize the waste stream.
ii. Prepare post remediation closeout report with waste manifests, OSHA personnel air sampling results, employee credentials, and daily field logs.
Option 1:
If this option is exercised, the Contractor shall perform abatement, transportation, and disposal of Lead Containing Materials (LCM) described in this contract as follows:
a. Prior to implementation, prepare pre-submittals including Negative Exposure Assessments (NEA’s), Safety Data Sheets (SDS’s), worker certifications, and insurance certificates.
b. Mobilize a crew to the El Morro (ELMO) site.
c. Provide OSHA Lead certified supervisor and crew with current medical surveillance for field abatement.
d. Secure the exterior of the building with temporary fencing to prevent park visitors from entering the work site.
e. Prepare and regulate the work area including covering floors and furniture with 6 mil polyethylene sheeting and drop cloths; sealing off the work area from the rest of the building to prevent dust and debris from spreading; use proper abatement signs/signage to make visitors aware of ongoing work.
f. Remove the lead-based paint from six (6) doors, one (1) screen door, door frames, thresholds, and lintels above the doors of the Administration Building via chemical stripping, taking care to minimize damage to existing the doors and hardware.
g. Abate all types of LCM and approximate quantities via chemical stripping and hand tools from the six (6) doors, one (1) screen door, door frames, thresholds, and lintels above the doors via chemical stripping, taking care to minimize damage to doors.
h. Clean after LBP has been removed, the work area must be thoroughly cleaned to remove any remaining dust or debris. This work typically involves using a HEPA vacuum and wet cleaning methods.

IV. Regulations
a. All work shall conform to the requirements of the U. S. Environmental Protection Agency (EPA). US Department of Labor - Occupational Safety and Health Administration (OSHA), National Institutes of Occupational Safety and Health (NIOSH) and applicable state of Arizona regulations relating to lead paint and the specification contained herein. Where a conflict exists between these regulations and the project specifications, the most stringent shall apply.
b. The Contractor shall comply with all EPA and OSHA Regulations and shall follow EPA workplace guidelines unless they are shown not to be applicable. Pertinent OSHA standards are the applicable sections of 29 CFR 1910, 40 CFR Part 745, and 29 CFR 1926; including, but not limited to, 1910.1025, and EPA Title X.
c. The Contractor shall remove, transport, and dispose of the lead paint from the job site in compliance with EPA regulations, New Mexico Department of Environmental Quality rules/regulations, and county or other municipality specifications. The Contractor shall be responsible for obtaining the approval document for a waste disposal site in compliance with 40 CFR, Part 61.25 of the EPA regulations and other governing regulations.
d. The Contractor shall comply with all OSHA regulations with regards to confined spaces. Requirements related to competent person, air monitoring, attendant, or otherwise will be the responsibility of the Contractor; the Contractor will be responsible for entry of others including, NPS representatives or authorized visitors, if applicable.
V. Preliminary Submittals
After contract award and prior to the Pre-Mobilization Meeting, the Contractor shall submit for Contracting Officer review and approval, the following:
a. Method and means of removal of lead containing materials.
b. Containment procedures, including any unusual conditions.
c. Air sampling plan.
d. Company Respirator Program.
e. Decontamination Protection Program.
f. Name of laboratory to be used in air sample analysis and copy of American Industrial Hygiene Association (AIHA) Accreditation.
g. Location of change and decontamination area.
a. Location of landfill for disposal of lead paint waste that has been approved by EPA.
h. Certificate of Insurance.
i. Copies of Lead Workers Training Certification and Supervisor’s Certification.
VI. Accident Prevention Plan (APP) Documenting Compliance with OSHA and Project Requirements:
a. Name and qualifications of responsible supervisor to carry out the program.
b. Identification of the hazards associated with the specified abatement services and the methods proposed to provide for property protection and safety of the public, Government personnel, and Contractor's employees.
c. Planning for possible emergency situations.
d. Hazard Communication Plan that meets all applicable OSHA regulations.
e. First aid and rescue procedures.
f. Daily site inspections.
g. Fire Protection.
VII. Quality Controls
a. Removal and disposal shall be in accordance with EPA and the State of New Mexico regulations, and all the pertinent local, state, and federal regulations.
b. All lead abatement work shall be performed by competent, certified persons trained, qualified and knowledgeable in the techniques of abatement, handling, and disposal of lead containing materials.
c. The Contractor's superintendent shall be on the job each day during removal, and they shall be knowledgeable, experienced, and competent in this type of work.
d. The Contractor shall be responsible for any damage to the building and its contents resulting from hazardous material remediation operations outside of this scope.
e. The Contractor is responsible for notification of project implementation to the Contracting Officer or Contracting Officer Representative at least 2 weeks prior to commencing site work.
f. The Government reserves the right to halt the project work until hazardous or potentially hazardous conditions are corrected.
g. The Government reserves the right to independently perform analysis and tests at any time, as deemed necessary to ensure and protect safety of the project.
VIII. Worker Protection - Lead Paint Removal Procedures and Equipment
a. Comply with all EPA and OSHA Regulations and follow EPA workplace guidelines.
b. All workers shall be instructed in and be knowledgeable of the following:
i. Use of respirators and protective clothing I. Respiratory equipment in accordance with OSHA 1910.134,
ii. Use of personal air monitoring equipment, if used.
iii. Proper decontamination procedures.
IX. Products and Equipment
a. Protective plastic polyethylene sheeting of minimum 6-mil thickness and appropriate size to provide required protection.
b. Seal tape shall be glass fiber or other type capable of sealing joints of adequate sheets of plastic for the attachment of plastic sheeting to finished or unfinished surfaces of dissimilar materials under either dry or wet conditions, including use of amended water.
c. Disposal Containers: Bags or drums shall be used for disposal of lead containing waste shall be suitable to receive and retain any lead containing or contaminated materials until disposal at a certified waste disposal site. Bags shall be 6 mil thickness.
d. Warning Labels: As required by OSHA Regulations.
X. Decontamination of Work Area
a. Replace pre-filter and the intermediate filter in the Air Filtration Device. Clean all surfaces of the abatement areas, including the outside surface of critical barrier sheeting, tools, etc. by HEPA-filtered vacuuming, then damp cleaning and mopping. The Contractor shall not dry-dust or dry-sweep.
b. Perform a complete visual inspection of all Work Area surfaces and contents. If any debris or residue is found, repeat the first cleaning, and continue decontamination procedure from that point.
c. The Supervisor/Qualified Person (QP) shall conduct a visual inspection of the Work Area when the abatement and decontamination is complete.
XI. Final Inspection and Testing
a. After cleaning and decontamination of the workspace has been conducted, and if a high degree of cleanliness has been achieved, notify the QP that the workspace is ready for inspection and final testing.
b. If the visual inspection does not reveal any dust or other signs of contamination, a wipe test shall be performed. The wipe material should meet the performance criteria found in ASTM E 1792, “Standard Specification for Wipe Sampling Materials for Lead in Surface Dust,” or equivalent, as required by 40 CFR 745.63
c. If the lead is detected per the wipe test, the Work area(s) shall be cleaned again and test re-administered until no lead is detected.
XII. Park Requirements and Contractor Use of Site
a. A Pre-Mobilization Meeting shall take place prior to project implementation and the following shall be discussed and documented.
i. Park Rules and Regulations, including working within a residential neighborhood.
ii. Hazardous Material Removal Activities, including Facility Requirements
iii. Limits of Work
iv. Storage and Staging areas
v. Site Access & Worker parking areas
vi. Available Utilities-limited water and power
vii. Temporary restroom facilities- none. The Contractor must provide porta-pot(s).
viii. Security and safety barrier fences, including avenues of ingress/egress to the fenced areas. The contractor shall not disturb the ground with safety and barrier fences (no digging or staking).
b. Conduct of Operations:
i. At all times the Contractor shall conduct their operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the National Park System.
ii. No signs or advertisements (except those specified herein) shall be displayed on the work site, unless approved by the Contracting Officer.
iii. Radios: No radios allowed on work site.
c. Contractor Conduct:
i. The Government has a zero-tolerance policy on use, sale, and or distribution of all forms of alcohol and drugs. The contractor shall maintain a neat and professional appearance throughout its workforce including vehicles, equipment, work site, staging areas, and employees. The carrying or possession of firearms and other dangerous weapons within ELMO is strictly prohibited. Contractor employees shall behave with appropriate decorum, courtesy, and respect. Shouting, cursing, angry outbursts, sleeping, intoxication, violence, or criminal acts of any kind will not be tolerated and are cause for immediate and permanent removal from the premises. Criminal conduct is subject to prosecution by the Government.
ii. Smoking is prohibited in, on or within 25 feet of buildings. Contractor shall collect all cigarette butts and remove from the site daily.
iii. Work shall be generally performed during normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays.
iv. Restrooms: No restroom facilities are available for Contractor’s use. Make arrangements and pay for all associated costs. Place in approved locations secluded from public observation and convenient to workstations. Maintain and clean toilet facilities at least weekly.
v. Water: Limited water for abatement and hygiene may be available on this work site. However, in the instance that water is not available on site, it is critical that the contractor be prepared to provide all water necessary and pay for all associated costs.
vi. Electricity and Lighting: Electricity is available on site, but the contractor must provide their own lighting source. The contractor may need extension cords or an auxiliary power source.
vii. No telephone service is available on site for Contractor's use. Make arrangements and pay all costs for telephone facilities. ELMO is remote and has limited to no cell coverage.
viii. Cleanup: Upon completion of all tasks, Contractor shall remove all tools and equipment from the site. The Contractor shall restore the site to its original condition.
d. Safety
i. Conduct daily jobsite safety inspections. Report any corrections made on the project daily log.
ii. Provide a Safety oversight team that includes a minimum of one (1) person to function as the Site Safety and Health Officer (SSHO). The SSHO or an equally qualified Designated Representative/alternate shall be always at the work site to implement and administer the Contractor's safety program.
iii. Protective Equipment: The Contractor shall provide employees with all the personal protective equipment required to safely perform all work activities for the duration of the project. Employees shall be fit tested and trained on the PPE as applicable.
iv. First Aid: Provide adequate facilities for the number of employees and appropriate to the hazards associated with the types of ongoing work at the site.
v. Fire Extinguishers: Portable, with a minimum UL rating of 2-A:10-B:C. Travel distance from any workstation to the nearest extinguisher shall not exceed 75 feet.
