140P2124Q01030 – Lead Abatement at ELMO RFI’s

1) Is it possible to provide the subcontractor past performances? Or it is mandatory to provide the prime contractor’s experience?

A: Subcontractor past performance may be submitted.

2) Nowhere in the solicitation do I see priming and painting mentioned as part of the scope of work. Is that to be roped in with the proposal price?

A: No, the contractor shall not prime and paint the windows nor doors. That will be the responsibility of the park/HPTC.

3) The lead abatement is for both the exterior and interior sides of doors, windows and trim, correct?

A: Correct. Lead abatement will cover everything included in the Scope of Work. The contractor shall make sure that all windows and doors are free from lead based paint.

4) Would remediation of the lead containing material suffice? From looking at the pictures the substrates to be treated look largely to be in good, sound shape. Encapsulating with an encapsulant primer would nullify the lead's harmful effects underneath, achieving the desired result, at a fraction of the cost.

A: No, the Contractor shall not use an encapsulation primer. The Contractor shall adhere to the Scope of Work.

5) The solicitation only mentions the windows, doors, and frames on both sides. Is the fascia which I see to be the same color not part of the scope?

A: Correct. The facia is not part of the project.

6) Painting is part of scope correct? And if so will it be going the same color?

A: No, the Contractor shall not paint, only the lead abatement outlined in the Scope of Work shall be completed by the Contractor.

In Addition:

The National Park Service/Historic Preservation Center recently had a similar project doing lead abatement on windows in another park. Removing the lead based paint from the window glazing proved difficult. If the contractor would rather remove the gazing instead of trying to get all the lead containing material off the glazing, that is acceptable. The contractor shall use caution to avoid breaking the glass lites. The glass lites should remain in place as much as possible. The contractor shall not be responsible for reglazing the windows.
