About this file
This is a Statement of Work (SOW) for the replacement of a flat roof at Building 81 of American Lake Facilities Maintenance Service in Tacoma, Washington. The contractor must furnish all labor, materials, equipment, and supervision to install a complete TPO (thermoplastic polyolefin) roofing system, including membranes, underlayment, insulation, flashing, sealants, and finish materials in accordance with manufacturer specifications and applicable codes. The scope includes refrigerant evacuation and recovery from seven AC units (the pre-solicitation mentions six), with removal and reinstallation coordinated to occur during a single weekend to minimize laboratory downtime. The contractor must remove existing torchdown roofing, inspect the roof decking for damage, install the new TPO system with COR-approved materials and penetration designs, reinstall and charge the AC units using a licensed technician, and conduct final water testing at all seams and penetrations with the Contracting Officer's Representative present.
Performance monitoring will be conducted by the designated COR with support from Facilities Management Service subject matter experts. Inspection and acceptance criteria include water hose leak testing at all seams and penetrations, visual verification that the roofing appearance matches the historic look of the facility, and verification that AC units are leak-free and fully operational. The place of performance is 9600 Veterans Drive SW, Building 81, Tacoma, WA 98493, with a period of performance of 120 calendar days from contract award. Contractors will be escorted by FMS staff and are subject to risk control measures including weekend work scheduling, safety protocols with tethers and hard hats, and cordoning of the work area below the rooftop.

2. Background.
The small flat roof above the laboratory storage rooms in Building 81 has experienced persistent leaks for several years. Although multiple repairs have been attempted, including large applications of tar, the roof continues to fail. The existing torch‑down roof will be replaced with a TPO roofing system to provide a long‑term solution. The area includes seven AC units that cool the laboratory below and must remain functional nearly year‑round.
3. Scope.
The Contractor shall furnish all labor, materials, equipment, and supervision necessary to provide and install a complete TPO roofing system. The roofing system shall be a fully integrated, weather‑resistant assembly that includes all required roofing membranes, underlayment, insulation, flashing, sealants, and finish roofing materials. The system shall be installed in accordance with applicable manufacturer specifications, industry standards, and governing codes. When completed, the roofing system shall provide continuous, complete, and effective protection of the enclosed space below from all external environmental elements, including precipitation, wind, temperature intrusion, and moisture. The air conditioning down-time shall be limited to a weekend to have negligible effect on laboratory operations.
4. Additional Scope Coordinate scheduling with the COR to reduce downtime associated with AC unit removal and reinstallation. Recovery, removal, reinstallation, and recharging of any AC units will be completed over laboratory weekend downtime to limit effect on laboratory operations.
• Evacuate and recover refrigerant; remove split-unit AC units. Large AC unit may be lifted in order swap roofing underneath without complete removal.
• Remove existing roofing materials entirely.
• Inspect roof decking and underlying materials for damage.
• Install new membranes, insulation, and TPO roofing system (all materials must be submitted for approval).
• Install roof penetrations and reinstall AC units (penetration designs must be COR approved) using lineset roofjack fixtures or comparable COR approved product.
• Charge and test AC units in accordance with manufacturer requirements using a licensed technician.
• Install flashing materials (flashings must be approved by the COR).
• Conduct a final inspection and water test to verify performance.
5. Performance Monitoring
Performance monitoring for this project will be conducted by the designated Contracting Officer’s Representative (COR), who is responsible for Government Quality Assurance, and supported by Facilities Management Service (FMS) subject matter experts, who will provide technical oversight to verify the contractor’s Quality Control measures are properly implemented.
6. Security Requirements
Contractors will be escorted by FMS staff during repairs and when entering the hospital. Badging will not be required due to escort presence.
7. Inspection and Acceptance Criteria
Testing upon completion will consist of the following.
a) Leak-testing with water hose at all seams and penetrations with COR present. HVAC (Heating Ventilation and Air Conditioning) line penetrations will be installed using lineset roofjack fixtures installed using manufacturer's instructions.
b) View of roofing from ground level will match the historic look prior to work starting, to include color and style of flashings.
c) AC units will be inspected for leaks and proper operation by Facility Maintenance Support HVAC employees. The units shall be free of leaks and fully operational. Leak testing will be conducted with refrigerant detection meters as well as soapy water method at all disturbed connections.
The COTR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services.
8. Risk Control
Demo and installation work will be performed on a weekend to minimize temperature impact on the laboratory staff. No roofing or other material will be thrown or dropped from the rooftop and the area below will be cordoned off. PPE to include tethers for roofers and hardhats for workers on the ground will be used
9. Place of Performance.
9600 Veterans Drive SW, Building 81, Tacoma WA 98493
10. Period of Performance.
