About this file

This is a Statement of Work (SOW) for a Non-Recurring Maintenance project to replace aged roofing systems at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The project, identified as 668-24-103, requires comprehensive construction services including labor, materials, tools, equipment, transportation, supervision, and related services for replacing roofing systems in Buildings 1, 2, 3, and 31. The total period of performance is 180 calendar days, with work to commence on Building 2 while other buildings' roofing phases are coordinated with the Government. The contractor must review hazmat survey reports for areas requiring abatement and follow project drawings and specifications, with this SOW taking precedence in cases of conflict.

Key administrative requirements include the contractor providing a secured File Transfer Protocol (FTP) site for electronic submittals due to VA email file size limitations of 5MB per message, delivery of as-built drawings and Operation and Maintenance manuals in hard copy 3-ring binders within 30 days of substantial completion, and coordination of contractor laydown areas with the Contracting Officer Representative during the pre-construction submittal process. The Government does not guarantee accuracy of provided information, and the contractor is responsible for assessing existing conditions and providing all equipment and supplies. The contract pricing structure includes a base item for all work per the SOW and four separately-priced deduct items covering Buildings 2, 3, 1, and 31 individually, with deduct item awards made at the sole discretion of the Department of Veterans Affairs based on available funding.
