About this file

This Statement of Work (SOW) details high voltage electrical repair and maintenance services for the Defense Distribution Depot Susquehanna PA. The work involves mechanical and electrical services for the RED Circuit at the main depot substation, including repairing a Cooper Kyle VSA-12 15.5KV recloser device, installing new bronze bus connectors and feeds, installing animal guard deterrents, replacing substation grade arresters and fuses, and conducting comprehensive electrical testing on transformers and equipment. Work is to be performed Monday-Friday from 7:00am to 3:30pm, with potential off-duty hour requirements due to critical mission functions.

Key technical requirements include electrical testing per NETA-MTS standards, which involves insulation resistance testing, winding resistance testing, turns ratio testing, and oil sample analysis. The contractor must comply with NEC and NESC codes, EM 385-1-1 standards, and provide detailed reporting on any damages, test failures, or recommended remedies. All old materials must be removed, and final reports submitted to designated government contacts, Mr. Timothy Burke and Mr. Robert Olsen, who are also the points of contact for safety-related concerns.
