STATEMENT OF WORK
Court Reporting Services
1.0 SUMMARY: This contract is for the provision of court reporting services and will have a base contract with four option years.
2.0 REQUIREMENTS: The contractor shall provide a certified court reporter to perform all duties herein. The contractor shall provide court reporter services on an as-needed basis during Fact Finding Conferences (FFC), Administrative Hearings and/or Discovery Proceedings.
2.1 For FFCs and Administrative Hearings, the contractor shall provide the transcript of verbatim testimony within ten (10) calendar days of the close of the hearing as follows:
a. One (1) original and two (2) copies to the Anniston Army Depot (ANAD) Legal Office.
b. One (1) copy to the assigned investigator either electronically or hard copy as required by the investigator.
2.2 For Discovery Proceedings, the contractor shall provide the following no later than seven
(7) calendar days from the close of the proceedings:
a. One (1) original transcript and one (1) electronic copy PDF.
b. Quantity of copies requested by Attorneys representing either side.
2.3. The contractor shall provide support during Hearing Electronic Case Processing (HECAP) System verbatim hearings which will be held at Anniston Army Depot via video teleconference
(VTC).
2.3.1 The contractor shall provide verbatim hearing transcripts in the PDF format.
2.3.2 The contractor shall convert all paper hearing exhibits into PDF Format if the court reporter is designated as the hearing exhibits custodian.
2.3.3 The contractor shall not provide verbatim hearing transcripts in "Real Legal E- Transcript" form (or similar proprietary formats) that require special software downloads from the Internet in order to access.
2.3.4 The contractor shall provide an electronic PDF copy of the hearing exhibits and transcript of the proceeding via encrypted email to the assigned (Agency Representative) attorney within ten (10) calendar days.
2.3.5 The contractor shall provide the original copy of the hearing exhibits and transcripts within ten (10) calendar days of hearing to the attorney.
2.4. The contractor shall provide transportation to and from each scheduled event at ANAD.
2.4.1 The Fact Finding Conferences, Hearings and/or Discovery Proceedings will be held in either the ANAD Legal Office Conference Room in Building 7, the ANAD Legal Office Library in Building 7, or the EEO Office Conference Room in Building 100.
2.4.2 The government contracting officer’s representative (COR) will contact the contractor as soon as an event is known to be planned.
2.4.3 The contractor shall provide e-mail confirmation of the request for services to the COR and the contract specialist.
2.4.4. The Government reserves the right to cancel a scheduled court reporting service two business days prior to the event date. The contractor shall be entitled to a cancellation fee if service is not cancelled within this timeframe.
2.4.5 The Contractor shall be entitled to an appearance fee if it is determined the service is no longer required after arrival at ANAD.
2.4.6 One (1) day prior to the scheduled event, the contractor shall provide an e-mail confirming appearance to render services on the following date and time to the COR and the contract specialist.
2.5 The Contractor shall provide an itemized (detailed) invoice including the following:
a. The type of appearance fee
b. The date(s) of service
c. The number of days to complete service (if more than full day)
d. The number of copies provided
e. The document number, and
f. The plaintiff's name.
3.0 Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
