1.0 PROJECT:

Project Title: “Installation of Slabs, Walkways, and Drainage” at the Central Crops Research Station, Clayton NC

4.0 PROJECT REQUIREMENTS:

The Contractor shall furnish all materials, labor, equipment, and supervision necessary to install two, 6 inch thick concrete slabs (as per site plan) to serve as foundations for walk-in coolers, a concrete walkway (as per site plan), and drainage infrastructure as indicated in this Statement of Work and Specification documents. The project is located Central Crops Research Station, 13223 US Business 70 West, Clayton NC, 27520. The walk-in coolers are not part of this contract.

a. The Contractor will work with COR to ensure project is accomplished in a timely manner.

b. The Davis-Bacon Act applies therefore employee certified payroll logs the project will be required to verify wage rates are being adhered to.

c. Payment Bond or alternative payment protection will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.

d. The Contractor is encouraged for visiting the site prior to submitting a quote to observe existing conditions.

4.1 Description of Work:

a. Background - Two walk in coolers are being placed on previously undeveloped land. The coolers are currently being manufactured off site; delivery is expected in March 2025. The coolers require 6” thick concrete slabs to serve as foundations. A CMU building (bldg. 23) is positioned between the two proposed areas of cooler placement. A concrete walkway to connect the north point of egress of building 23 to the northernmost slab is required. There is no existing stormwater infrastructure installed on site;

current grading allows for adequate drainage, but it is anticipated that installation of walkways and slabs will necessitate subgrade drainage infrastructure around the northernmost slab.

The objective of this project is to furnish materials, labor, equipment, and supervision to install two concrete slabs to serve as foundations for walk-in coolers and means to maintain drainage for stormwater. Work will include site preparation, slab construction, and infrastructure for drainage around slabs and adjacent buildings using this Statement of Work as the controlling document for the work.

b. The major items of work are listed in the following task list:

1. Prepare site for slab construction as described in Section entitled Specifications.

2. Install slabs and walkways as indicated on the Site Plan.

3. Install foundation drainage infrastructure consistent with 2021 International Building Code

Section 1805.

4. Grade work site as necessary to prevent excessive stormwater accumulation on site and stormwater infiltration into building 23; and to maintain existing topography of surrounding areas.

5. Seed areas disturbed by construction with seed mix consisting of approximately 50% turf type tall fescue and 50% annual ryegrass.

c. The Contractor shall be responsible to handle and dispose of debris at an off-site, certified disposal site consistent with all Local, State, and Federal requirements.

4.1.1 Pre-Construction:

a. Pre-Construction Submittals

Prior to commence of work the following submittals must be submitted to the Contracting Officer Representative (COR) for approval:

1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work. Daily Facility hours are from 8:00a.m. to 5:00 p.m. excluding weekends and Federal holidays. Contractor shall submit a work schedule conforming to the times of operation listed above and list the anticipated completion date.

2. Total construction price presented in a breakdown format resembling a Schedule of Values.

3. Construction submittals detailing specifications of major components, materials, site plans, and floor plans.

4. Quality Control Plan.

5. Site Specific Accident Prevention Plan/Safety plan complete with contact info and map to nearest emergency room and minor medical facility.

6. The prime contractor shall provide a list of contract personnel to include subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the prime contractor shall update the list.

7. Waste Management Plan: Plan should be submitted within 14 days from time of award.

Approval of the contractor’s plan does not relieve the contractor of responsibility for compliance with any applicable environmental regulations. This plan should include all proposed disposal sites and should include waste diversion and recycling when possible.

4.2 Government Furnished Equipment\Services:

a. The Government will furnish a reasonable amount of electricity and water.

5.0 GENERAL REQUIREMENTS:

5.1 Permits:

Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Utility Severance Certificates:

Not required.

5.3 Work Plan:

Submit a comprehensive work plan, describing the proposed work sequence, schedule, methods, and equipment.

5.4 Work Schedule:

The contractor shall coordinate all work with Local Point of Contact/COR. All disturbances or disruptions of service as a part of work for this project shall be coordinated with the LPOC/COR to prevent jeopardizing on-going research.

5.5 Quality Control:

The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.

5.6 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work.

Any damage to property shall be repaired at the Contractor’s expense to pre-damaged condition to the satisfaction of the COR.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for the protection and safety of pedestrians and vehicular traffic.

c. The Contract Documents may not represent all current conditions at the site and adjoining areas.

The known conditions are as indicated and shall be compared with actual conditions before commencement of work. Any notable differences shall be memorialized in writing and brought to the attention of the COR for further consideration.

d. Government will not furnish any labor or equipment to unload or move materials or supplies.

5.7 Hazardous material:

a. If the Contractor discovers suspected hazardous materials at this worksite, the LPOC/COR and CO and shall be notified immediately for further action.

5.8 Disposal of Waste Materials and Debris:

a. Dispose of waste, trash, and debris in a safe, acceptable manner, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.

b. Burying of trash and debris on the site will not be permitted. Burning of trash and debris at the site will not be permitted.

c. Remove trash and debris from the site at frequent intervals so that their presence will not delay the progress of the work or cause hazardous conditions for workers and the public.

d. The contractor should make every effort to recycle as much of the waste as possible.

6.0 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during demolition, the

Contractor shall obtain approval for such shutdown from the LPOC/COR three working days prior to the need.

6.1 Cleanup:

The work site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

6.2 Final Payment/Contract Closeout:

The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):

a. Release of liens.

b. Release of Claims

c. Employee payroll\time sheets

d. Invoice

7.0 PROJECT SCHEDULE: The Contract time for this project is 60 calendar days from time of contract award.

7.0 Specifications

7.1 Concrete Specifications

a. Contractor will adhere to the American Concrete Institute guidelines and standards for concrete placement, vibration, testing, finishing, curing, hot weather, cold weather, etc. Contractor will provide the Design Mix for minimum 3500 psi. with approval from USDA EPM.

b. Concrete shall be tested by a certified concrete testing laboratory provided by the contractor.

Tests shall include slump, air, temperature, and compressive strength. 2 sets of cylinders shall be made, 1 set for 7 day strength and 1 for 28 day strength. Certified reports shall be sent to the EPM and COR.

c. The Contractor's approved laboratory shall collect samples of fresh concrete in accordance with ASTM C172/C172M during each concrete pour as required to perform tests specified herein. Make test specimens in accordance with ASTM C31/C31.

d. The Contractor's approved laboratory shall perform concrete slump tests in accordance with ASTM C143/C143M. Take samples for slump determination from concrete during placement. Perform tests at the beginning of a concrete placement operation to ensure that specification requirements are met.

e. Make four test specimens for each set of tests. Test two specimens at [7] days, and the other two at [28] days. Concrete strength will be considered satisfactory when the minimum of the [28]-day test results equal or exceeds the specified [28]-day strength. Concrete which is determined to be defective shall be removed and replaced with acceptable concrete.

f. All demolished materials, removed soil, and other debris generated shall be removed by the

Contractor.

g. Strip vegetative material and excavate as necessary to provide a stable base for the concrete slab to include grading, soil removal, soil addition, compaction, subbase installation, and any other work necessary for slab construction.

h. Form and pour 6” thick reinforced concrete slabs (as shown on site plan) with ½” (#4) rebar on 10” centers both directions at mid-depth of slabs on metal chairs, suitable to serve as foundations for walk-in coolers, door access ramps, to include walkway to building 23. Walkway/ramp foundation reinforcement shall match slab reinforcement specifications. Slabs shall be squared, flat, and level with a broom finish.

i. Hot Weather: Maintain required concrete temperature in accordance with Figure NRMCA NOMOGRAPH FOR ESTIMATING EVAPORATION RATE ON THE BASIS OF MENZEL FORMULA in ACI

305.1 to prevent evaporation rate from exceeding 0.2 pound of water per square foot of exposed concrete per hour. Cool ingredients before mixing or use other suitable means to control concrete temperature and prevent rapid drying of newly placed concrete. After placement, use fog spray, apply monomolecular film, or use other suitable means to reduce the evaporation rate. Start curing when surface of fresh concrete is sufficiently hard to permit curing without damage. Cool underlying material by sprinkling lightly with water before placing concrete. Follow practices found in ACI 305.1.

7.2 Drainage Specifications

a. Foundation drainage shall be installed around the perimeter of the 18’ x 42’ slab as indicated in the site plan and conform to ICC code 1805.4.

b. Subgrade pipe shall be 6” diameter perforated PVC suitable for subgrade drainage.

c. Cleanouts shall be installed at all 90 degree bends and at invert side of laterals.

d. Terminate pipe at ground level West of foundation at a point allowing discharge to follow natural path of stormwater runoff.
