STATEMENT OF WORK
737TH TRAINING GROUP CELL PHONE STORAGE LOCKERS
7 DECEMBER 2022
1. GENERAL DESCRIPTION: The 737th Training Group (TRG) Basic Military Training (BMT) requires three hundred seventy-five (375) Cell Phone Storage Lockers with 34 usable doors on each locker to be placed within eight squadrons to store trainees’ personal cell phones.
2. BACKGROUND: BMT is responsible for training 35,000 recruits each year across eight squadrons.
The trainees relinquish their personal cell phones at the beginning of BMT and the squadron is responsible for maintaining security and accountability of the cell phones until the 7.5-week training period is complete.
3. MISSION/PURPOSE: These lockers will alleviate the current storage and accountability protocols of cell phones from the squadron/ Military Training Instructor (MTI) to that of each trainee. The use of these lockers will hold a more practical purpose in day-to-day operations throughout BMT.
4. TASKS: The Contractor shall (a) provide all equipment, hardware, and other materials necessary and (b) perform all actions required to complete delivery. The following items/deliverables are required:
a. Equipment: Three hundred seventy-five (375) Cell Phone Storage Lockers. Salsbury Industries model number 19178-35 or equal with the following minimum salient characteristics:
i. Minimum of 34 usable openings
ii. Slot Size: Approximately 5-1/2 inches (140 mm) wide x 3/4 inch (19 mm) high (A-Size Door)
iii. Built-in key locks and factory installed master keyed lock
iv. 3 keys for each individual slot lock and 3 keys for Master Key Panel lock
v. Clear plastic cardholder for identification/name cards
vi. Constructed of durable material (e.g. heavy duty aluminum, stainless steel, etc.)
vii. Color: Gray, Sandstone, or equal
viii. Durable finish coating to resist rusts (e.g. powder coating, etc.)
ix. Wall/surface mounted. Floor/free-standing lockers will not be accepted.
Any variations to salient characteristics must be accepted by the Requirement Owner.
b. Delivery: Three hundred seventy-five (375) Cell Phone Storage Lockers will be delivered to 737 Training Group/Warehouse, 2631 Gary Ave, Bldg. 5189, JBSA-Lackland, TX 78236. The contracting company shall be responsible for off-loading items from the delivery vehicles. Interaction between the contractor and their personnel with BMT Trainees is prohibited.
5. SUPPORT/WARRANTY SERVICES: All commercial goods sold to the Government are warranted to the Government to be free from defects in material and workmanship for the standard manufacturer’s warranty period. Manufacturer’s warranties for individual pieces consistent with industry standards for coverage and length shall be provided along with contact information and operation manuals if any.
6. SITE PROGRAM MANAGER/POINT OF CONTACT (POC): The Contractor shall designate an on-site project manager as the Site POC for their individual projects. The Site POC or alternate(s) shall be available during normal duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

7. SITE MAINTENANCE AND CLEAN UP: All shipping and packaging materials shall be removed by the contractor personnel. Contractor shall ensure all leftover wrappings, boxes, paper, and any other related refuse is picked up and properly disposed of off-site. All debris, trash and refuse shall be removed from the site. At completion of project, area shall be left clean and in a final professional appearance. All contractor generated refuse and waste shall be stored in a waste container provided by the contractor and hauled from the project site to a disposal area to be selected by the contractor and shall be located outside the physical boundaries of the installation. Recycle of project and packing materials is required. The contractor shall protect adjacent property, offices and their contents from dust, dirt or other materials.
8. WORK HOURS AND SPECIAL CONDITIONS: The contractor have access to the site and may work between the hours of 0600 and 1800 local time, Monday through Friday, exclusive of Federal holidays. At the option of the government and with approval of the Contracting Officer (CO), work may be permitted on Federal holidays, weekends, or after 1800 local time at no additional cost to the government.

9. INSPECTION/ACCEPTANCE: The Government representative(s) shall inspect all work performed by the contractor. The Government representative(s) will document all inspections. Validation between the contractor and the Government representative(s) that all products has been delivered according to manufacturer guidelines and customer specifications.
a. The contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
b. Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the CO determines can be accepted separately.
c. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.
10. COMPLIANCE WITH LAWS AND REGULATIONS: The service provider shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, permits, Department of Defense (DoD), Air Force (AF), and base requirements and instructions required for the performance of the duties in this SOW. The service provider shall ensure policies and procedures are established that protect the safety and welfare of
