Fiber Optic Cable Installation
Buildings 307 to 306 and 307 to 308

Statement of Work:
This new fiber is needed to support both SCINet and the BARC Campus data network.
The project, generally, consists of the installation, termination, and testing of a twelve strand OSP direct-buried single-mode fiber optic cable from buildings 307 to 306 and 307 to 308.

1. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, commissioning, and incidentals for all elements of the work in accordance with this Statement of Work to provide an installation that is complete in every respect, properly operating, and ready for use.
2. The Contractor shall coordinate all work activities with USDA ARS Contracting Offices, Location Representatives and Engineering Project Manager prior to beginning any work. All work shall be scheduled in a manner such that on-going research is not jeopardized.
Contractor shall provide a detailed schedule of activities prior to starting any work on site and all final activations need to be coordinated with the on-site Location Representative.
3. Period of performance shall be 90 days from issuance of notice to proceed.
4. Submittals, including product data, test reports, and all referenced standards, etc. for all products associated with the work shall be provided to the Government for review prior to commencing any portion of the work. Basis-of-design products may be indicated in this SOW to convey a specified standard of quality but are not to be considered a single-source specification. A detailed schedule showing each work sequence must be provided prior to commencing work. All work schedule items must also indicate submittal review dates.
5. Existing installations: Contractor shall field verify all existing conditions affecting the intended installation.
6. Scope of Work: Contractor shall provide and install approximately 1750’ of twelve strand outside plant rated direct buried single mode twelve strand fiber optic cabling from building 307 to building 308. The Contractor will direct bury the fiber entire way from building 307 to building
308. The fiber will be run from the data room of building 307 in the front of the building across the lawn of 307 running north then under one 12’ road, continuing north to the back side of building 308 then attached to the building and installed in the second floor data room.
Contractor shall provide and terminate both sides with SC unicam single mode connectors.
Contractor shall also run approximately 1500’ of twelve strand single mode direct buried OSP fiber optic cable from the data room of building 307 south across the lawn of 307 under one 12’ road then continue south on the lawn of building 306 terminating in the basement of building 306 using existing pathway and terminating in the data room.
7. Hours of Work: Work is to be completed during normal business hours, 7:00 am – 5:00 pm Monday through Friday.
8. Submittals: Where “Basis of Design” is indicated in the specification of equipment, material or installation; the Owner shall approve all alternate equipment, materials, manufacturers or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items. Owner’s decision is final.
9. Submit electronic copy of manufacturer’s product literature on all products and material proposed for the project to USDA/ARS prior to releasing product or materials for manufacture / fabrication. The review by USDA shall be for general compliance with design concept. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements.
10. USDA shall retain copies of the reviewed submittals. Contractor shall furnish additional copies as needed for the Contractor’s use.
11. General: Prior to submitting bid, Contractor shall verify all parking requirements, and security clearance requirements with the Location. Coordinate with Location Monitor.
Contractor shall verify maximum number of construction vehicles allowed for the project, parking locations, etc. Contractor’s bid shall reflect full compliance with parking requirements and other such restrictions.
