About this file
This is a Consolidated Statement of Work (SOW) for a two-phase HVAC duct cleaning and sanitization project at Maxwell AFB and Gunter Annex, Alabama, covering approximately 460,000 square feet across 10 buildings. Phase 1 requires mechanical duct cleaning using HEPA-filtered vacuum collection to remove dust, debris, and microbial growth from supply and return ducts, registers, grilles, diffusers, and air handling units, with containment measures to prevent contamination spread. Phase 2 involves installation of a hydrogen peroxide vapor generation system that produces ultra-low level H2O2 (not exceeding 0.02 ppm) for continuous infection control without generating ozone, compliant with OSHA requirements for continuous human occupancy. The contractor must be IICRC Mold Remediation Specialist certified and responsible for treating any active mold discovered in accordance with IICRC S520 standards.
The contractor shall submit a coordinated work plan within 15 days of Notice to Proceed, with execution to begin within 10 days of approval and all work completed within 150 calendar days. Work hours are 7:00 AM to 5:00 PM Monday through Friday, excluding Federal holidays, with 48-hour advance coordination required before starting or completing work in any area. Independent third-party verification through an Industrial Hygienist is required, with post-cleaning surface sampling confirming fungal amplification has ceased and post-installation airborne spore analysis demonstrating indoor fungal ecology comparable to or more favorable than outdoor baseline samples. The contractor must provide air quality reports at project initiation and completion, plus additional reports 30 days after system activation in each building. Equipment warranties include 12 months for Phase 1 cleaning equipment and 24 months for the Phase 2 sanitization system. The contractor is responsible for obtaining all necessary permits, managing hazardous materials with Air Force approval, controlling spills, and properly disposing of all waste. All personnel require base identification passes with REAL ID-compliant credentials, and the contractor must comply with base security protocols and vehicle regulations.

1. DESCRIPTION OF SERVICES
1.1. Overall Scope
The Contractor shall provide all non-personal services, including personnel, equipment, tools, supervision, and materials necessary to perform a two-phase project for the HVAC systems in specified buildings on Maxwell AFB/Gunter Annex, Alabama. The project covers approximately 460,000 square feet across the listed facilities.
· Phase 1: Duct Cleaning. The physical cleaning and sanitizing of the HVAC ductwork.
· Phase 2: Air Sanitization System Installation. The installation of an active, long-term infection control air treatment system.
If active mold is identified at any point, the Contractor is responsible for its treatment in accordance with the Institute of Inspection, Cleaning and Restoration Certification (IICRC) S520 Standard. The Contractor must be IICRC Mold Remediation Specialist certified.

2. TECHNICAL SPECIFICATIONS & EXECUTION
2.1. Phase 1: Duct Cleaning
· Method: Cleaning shall focus on the physical removal of all contamination (dust, debris, microbial growth) from the entire air conveyance system. This includes supply and return ducts, registers, grilles, diffusers, and air handling units. The method shall use mechanical agitation and HEPA-filtered vacuum collection.
· Containment: The Contractor shall prevent the spread of contaminants into occupied areas by using negative pressure collection equipment, controlled debris removal, and appropriate containment measures.
· Protection: All sensitive HVAC components (sensors, instrumentation, etc.) located within the duct system shall be protected from damage during cleaning operations.
2.2. Phase 2: Air Sanitization System Installation
· Technology: The Contractor shall install a hydrogen peroxide generation system that produces un-encapsulated H2O2 vapor. The system must provide continuous infection control by neutralizing mold, bacteria, and viruses in the air and on surfaces through the generation of ultra-low level hydrogen peroxide (not to exceed 0.02 ppm).
· Safety & Performance:
· The system must generate zero (0) ozone.
· The system must comply with all OSHA requirements for continuous human occupancy.
· Contractor will provide with proposal, equipment with specifications that will be supplied to Government.
2.3. Testing & Verification
The Contractor shall have pre- and post-remediation verification performed by an independent, qualified third-party (e.g., an Industrial Hygienist) to prevent conflicts of interest. The Contractor shall provide written reports for each building confirming the following performance standards have been met:
1. Post-Cleaning (Phase 1): Surface sampling analysis (e.g., via swab or tape-lift) shall indicate that surfaces have been physically cleaned to a level where fungal amplification is not occurring (Condition 1, per IICRC S520).
2. Post-Installation (Phase 2): Within 72 hours of system activation, airborne spore trap analysis shall demonstrate that the indoor fungal ecology is comparable to or more favorable than outdoor baseline samples taken at the same time. The concentration and types of mold spores indoors should not indicate an active indoor source of contamination.
3. SCHEDULE & REPORTING
3.1. Project Schedule
1. Work Plan: Within 15 days from the Notice to Proceed, the Contractor shall develop and submit a coordinated work plan/schedule for both phases.
2. Execution: Within 10 days of the schedule's approval, the Contractor shall begin work.
3. Completion: All cleaning and installation work across all buildings must be completed within 150 calendar days from the start of execution.
4. Coordination: The Contractor must coordinate with the Contracting Officer (KO), Facility Manager, and building occupants at least 48 hours prior to starting or completing work in any area.
3.2. Reporting
· The Contractor shall provide air quality reports to the KO and facility manager at the beginning of work and upon completion of cleaning for each facility.
· Thirty (30) days after the sanitization system is installed and operational in each building, the Contractor shall provide additional air quality reports to the KO and facility manager.
4. GENERAL & ENVIRONMENTAL REQUIREMENTS
4.1. Site Management
· Hours of Operation: Work shall normally be conducted from 7:00 AM to 5:00 PM, Monday through Friday, excluding Federal holidays. The schedule shall be adjusted to accommodate Air Force mission requirements or base closures.
