Statement of Work Lower Colorado River Backwater Mapping
PART 1 – GENERAL
A. Introduction
The purpose of this contract is to obtain bathymetric and associated data of backwaters along the Colorado River from Davis Dam downstream to Morelos Dam [approximately 240 river miles].
There are approximately 460 individual backwaters to be mapped ranging in size from approximately 0.02 acres to approximately 4,000 acres.
B. Background
Understanding and detecting changes to resources of the Colorado River is crucial to assessing and predicting impacts to these resources and associated habitats due to changing hydrologic conditions. This understanding comes from both analytical and visual observation of changes in the Colorado River resources. Collected data will support impacts analysis and efficient planning and implementation of future projects along the Colorado River.
Historically, the Bureau of Reclamation (Reclamation) has periodically collected backwater mapping data of the Colorado River backwaters from Davis Dam downstream to Morelos Dam.
Previous backwater mapping efforts were conducted in 1986 and 2000 and were primarily focused on delineating the backwater footprints and the open water and marsh components of each backwater. Limited bathymetric data were collected during these efforts.

D. Site and Conditions
1. Place of Performance:
a. The project location consists of the approximately 460 individual backwaters adjacent to the lower Colorado River downstream of Davis Dam to Morelos Dam.
The project area includes backwaters that are both directly connected to the mainstem of the lower Colorado River and others that have no surface connection.
Access with manned watercraft might not be possible at all connected backwaters due to fluctuations in river stage or the width of the connection channel. Due to the small size and/or remote location of some backwaters, they might not be accessible with manned watercraft. See Fig. No. 1.
2. Weather:
a. The weather in the areas of work is typical of the desert southwest. Summer highs can reach 120 degrees Fahrenheit with lows into the low 80s at night. There can be as much as a 50 degree difference in temperature over the course of a 24-hour period. Late fall and winter temperatures are generally mild with a slight possibility of freezing during the late winter months. Strong winds and dust storms are possible throughout the year but are generally experienced during the spring months. Thunderstorms and flash floods are also possible during monsoon season in the late summer months (August and September). Rain is also possible during the late winter and early spring months. Average annual rainfall for the area is approximately 3 inches.
3. Hydrology
a. The Colorado River is one of the most regulated inland waterways in the United States. All the water in the river system is utilized and accounted for. Due to daily water demands along the river system, water surface elevations are subject to wide fluctuations throughout the day and over the weekends. During certain times of the year, Colorado River flows are at a minimum due to reduced demand for agricultural flows. Low flows in the river usually occur between November and February.
b. Work completed under this Contract can be completed throughout the year but should be scheduled to account for fluctuations in river stage and should be accomplished using acceptable means and methods. Higher flows in the Colorado River typically occur between March and October. Sand and gravel bars are generally submerged in the Colorado River; however, these features are frequently exposed as the River recedes during lower flows. The combination of low flows and shallow depths over these sand and gravel bars can make boat access difficult in many areas.
c. As the work area is adjacent to an active river channel and may need to be accessed from the river channel, the work area is subject to flooding and other acts of nature outside of the control of the Government. The Contractor shall be responsible for the safety of the work. Rivers are naturally hazardous at any flow and in any weather conditions. Some tasks within this contract require work on the river and backwaters even in inclement conditions. The contractor is responsible for the safety of their crews, taking appropriate precautions when
Lower Colorado River Backwater Mapping, Statement of Work Page 3 of 12 conducting fieldwork near the river, and shall comply with all Reclamation Safety and Health Standards (see Part 1 - C.3.a).
d. The Colorado River water surface elevation can fluctuate several feet on a daily basis and as much as eight feet over the course of a typical year. During high runoff events upstream, the River can fluctuate even more. Real-time and historical gage record information on Colorado River flows and stage in the project area can be found by visiting the USGS National Water Information System website at https://waterdata.usgs.gov/nwis and the Lower Colorado Basin River Operations website at https://www.usbr.gov/lc/riverops.html.
4. Utilities:
a. Overhead and underground utility location, as determined necessary for the work by the Contractor, is the responsibility of the Contractor.
5. Archeological and historical artifacts:
a. If potential archeological or historical artifacts are discovered during the course of the work, the work shall be stopped in the immediate vicinity of the discovery and the Contracting Officer’s Representative (COR) shall be notified immediately.
Work shall remain stopped in the vicinity of the discovery until directed by the Contracting Officer.
E. Government Furnished Equipment
1. There is no government furnished equipment for the Contract. All necessary equipment and supplies shall be provided by the Contractor.
PART 2 – WORK REQUIREMENTS
A. Project Requirements
1. General
a. The Contractor is required to obtain any permits, approvals, authorizations, or similar necessary to conduct the Contract work.
b. The Contractor shall provide all resources necessary to accomplish the task and deliverables described in this Statement of Work (SOW). The Contractor shall perform bathymetric data collection, associated analyses, and provide the deliverables as required in this SOW.
2. Bathymetric Data Collection
a. Project Extent
i. The project extent consists of the approximately 460 individual backwaters adjacent to the lower Colorado River downstream of Davis Dam to Morelos Dam. See Fig. No. 1 for the Project Extent (SHP and KMZ files of the project area are included).
ii. Full coverage bathymetric data must be collected for the full extent of each backwater.
iii. For backwaters connected to the mainstem of the Colorado River, the bathymetric data collection must fully include the channel connecting the https://waterdata.usgs.gov/nwis https://www.usbr.gov/lc/riverops.html

iv. The extent of each backwater is defined as including the open water extent and the associated marsh. The marsh component of the backwater shall be determined by the existence of typical marsh vegetation.
v. The criteria for determining the extent of each backwater shall be developed collaboratively with Reclamation after award.
vi. Access with manned watercraft might not be possible at all connected backwaters due to fluctuations in river stage or the width of the connection channel.
vii. Due to the small size and/or remote location of some backwaters, they might not be accessible with manned watercraft.
viii. Topographic data should also be collected for a sufficient buffer in the upland surrounding each backwater to account for higher water levels that could occur due to fluctuating river stage. If topographic data already exists for this upland buffer, it can be integrated into the deliverables if evaluated for its appropriateness for inclusion.
ix. If vegetation impedes the collection of data for the full extent of each backwater, every effort shall be made to use alternate methods or interpolation to estimate the bathymetry in vegetated areas.
x. Boat access is restricted near dams along the Colorado River. If a backwater is located within 0.4 miles of a dam, the Government and Contractor will coordinate access with areas within 0.5 miles of dams with the site facility manager for each site. Continuous facility operation and safety will likely prohibit data collection for the full extent of boat restricted zones. Assume access no closer than 500 feet (ft) to the face of the dam at Davis and Parker dams. Access at other locations shall be assumed to be no closer than 100-ft to the face of the dam. Areas where data collection activities cannot be safely coordinated or scheduled with the site facility manager, the Government, and the Contractor will be excluded.
xi. If a backwater cannot be accessed due to access restrictions or safety, every effort should be made to collect the bathymetric data via remote sensing or remotely operated methods.
b. Specifications
i. General
1. Bathymetric data collection activities shall follow the procedures and requirements of US Army Corps of Engineers, Engineering and Design, Hydrographic Surveying manual EM 1110-2-1003;
and as further defined herein.
ii. Accuracy Standards
1. Total Propagated Uncertainty (TPU): ±1.0 ft RMS (95%)
2. Depth accuracy and vertical accuracy shall be ±0.25 ft.
3. Repeatability shall be ±0.5 ft.
4. Typical Standard Deviation shall be ±0.75 ft at 95%.

5. In-field data density and final data resolution shall be sufficient to provide the desired accuracy.
a. Final grid resolution may be submitted using multi-resolution grid intervals for areas of shallow and deeper depths. The grid interval and data density are not prescribed by the Government; and should be determined by the Contractor as necessary for the specific site conditions and desired accuracy of the final products.
6. Accuracy standards are provided as a guide to the Government’s preference. The Contractor’s proposal may specify alternative standards for project site conditions that may not allow for the listed standards to be achieved; or where a similar standard of accuracy may be achieved with reduced effort and lower cost to the Government.
c. Methods
i. A combination of collection methods and technologies may be required to collect the required data. Examples of collection methods include, but are not limited to: airborne bathymetric lidar (manned and unmanned aircraft), multispectral imaging (manned and unmanned aircraft), and sonar/ADCP (manned and unmanned watercraft). The Contractor may propose additional data collection methods that provide the identified project deliverables, if the objective of obtaining full coverage bathymetry to the desired level of accuracy can be achieved. Mixed survey methods are acceptable.
d. Special Requirements
i. Provide documentation detailing date, time, river stage, river flow, climatic, and other pertinent conditions for each data gathering activity.
The acquired data shall be presented on the mapping and or metadata supplied to Reclamation as applicable.
3. Backwater Mapping
a. Using appropriate methods, the open water and marsh components of each backwater should be mapped.
b. For each mapped backwater, the connection status should be identified as connected or disconnected.
c. If appropriate, each individual backwater should be designated with the same name that was assigned from the 2000 backwater mapping effort.
d. A cursory review of recent aerial imagery should be performed to determine if there are any backwaters that were not identified in the 2000 backwater mapping effort.
4. Collection of key elevations
a. Some connected backwaters are connected to the mainstem via culverts or other infrastructure. Elevation data of this infrastructure is required to determine how connectivity might be impacted due to fluctuating river stage.
5. Change analysis and review of 2000 Lower Colorado River Backwaters Mapping
a. A previous backwater mapping effort was completed in 2000 using imagery from 1986, 1993, and 1997.
b. A change analysis is required to evaluate the changes to backwaters since the previous mapping effort.
c. Validation of the original mapping is also required. This could involve analyzing the
Lower Colorado River Backwater Mapping, Statement of Work Page 6 of 12 previously used source data and comparing it with the backwater polygons generated from the previous mapping effort to evaluate the accuracy.
B. Project Deliverables
The Contractor shall furnish Reclamation the following deliverables. All submittals shall be electronic files, unless otherwise noted. All submittals to be approved in writing by the COR.
The project schedule should account for Reclamation review times and potential revisions within the performance period.
1. Schedule [RSN-1]
a. The Contractor shall submit an initial project schedule covering all phases of the work prior to data collection. Updates and progress on the schedule shall be provided monthly as the project progresses.
b. Due within 15 business days of Notice of Award.
c. Reclamation will review and provide approval or comments for revision within 5 business days.
2. Data Collection Plan [RSN-2]
a. Prior to data collection activities, the Contractor shall provide a written plan detailing the proposed data collection procedure and methodology.
b. Due within 25 business days of Notice of Award.
c. Reclamation will review and provide approval or comments for revision within 10
3. Safety Plan [RSN-3]
a. Furnish Reclamation with a Contractor Safety Plan that demonstrates compliance with OSHA and Reclamation Health and Safety Standards.
b. Due within 10 business days of Notice of Award.
4. Survey Report [RSN-4]
a. Survey Report will include: ground survey control (Horizontal and Vertical Control), methodology, field procedures, quality assurance, calibration procedures, processing, and field conditions.
b. Due 45 business days after completion of field work and no later than 20 business days prior to the end of the period of performance.
5. Quality Control and Assurance Report [RSN-5]
a. Report detailing methodology, calibration data, total propagated uncertainty, total horizontal uncertainty, total vertical uncertainty, confidence limits, corrections, Lower Colorado River Backwater Mapping, Statement of Work Page 7 of 12 data screening standards, and all other relevant supporting data and calculations.
b. Due 45 business days after completion of field work and no later than 20 business days prior to the end of the period of performance.
6. Project Summary Report [RSN-6]
a. Including: project description, area surveyed, methodology, equipment used, data acquisition, data processing, control, results summary.
b. Due 20 business days after completion of data processing and no later than 20 business days prior to the end of the period of performance.
c. Reclamation will review and provide approval or comments for revision within 15
d. RSN-4, RSN-5, and RSN-6 may be combined.
7. Backwater Bathymetric Survey Data [RSN-7]
a. Digital Elevation Model (DEM) of all mapped backwaters [RSN-7.1]
i. Delivered in 32-bit floating point raster format, ERDAS .img format.
ii. DEM shall include channel connecting the backwater to the mainstem (where appropriate)
b. XYZ non-uniform space point data file (when appropriate) [RSN-7.2]
i. Delivered in fully compliant LAS v1.4 Point Record Format 6 format files or file format to be approved by the COR.
c. Due 20 business days after completion of data processing and no later than 20 business days prior to the end of the period of performance.
d. Reclamation will review and provide approval or comments for revision within 15
8. Backwater Mapping [RSN-8]
a. A single Esri file geodatabase with feature classes that contain at least the following:
i. Open water extent of each backwater
ii. Marsh (emergent vegetation) extent of each backwater
iii. Connection status – connected or disconnected
iv. Backwater name
b. The format and structure of the file geodatabase must be developed in collaboration with and approved by Reclamation.
c. Due 20 business days after completion of data processing and no later than 20 business days prior to the end of the period of performance.
d. Reclamation will review and provide approval or comments for revision within 15 business days.
9. Key Elevations Data [RSN-9]
a. A single Esri file geodatabase with feature classes that contain at least the following:
i. Elevation of culvert (or similar) or channel inverts of each connected backwater
ii. River stage

iii. Date and time of measurement
iv. Description of the connecting infrastructure such as:
1. Culvert diameter
2. Condition (rusted, filled in, etc.)
v. Enough information should be collected so that the connection can be modeled in hydraulic models
b. Can be included in the file geodatabase of RSN-8
c. The format and structure of the file geodatabase must be developed in collaboration with and approved by Reclamation.
d. Due 20 business days after completion of data processing and no later than 20 business days prior to the end of the period of performance.
e. Reclamation will review and provide approval or comments for revision within 15 business days.
10. Change analysis and Review of 2000 Lower Colorado River Backwaters Mapping [RSN-
10]
a. A report describing the methods used to perform the change analysis and the review of the 2000 Lower Colorado River Backwaters Mapping. [RSN-10.1]
b. A single Esri file geodatabase with feature classes that contain the results from the geospatial analysis performed as part of the change analysis and validation of the previous backwater mapping effort. [RSN-10.2]
c. Can be included in the file geodatabase of RSN-8
d. Due 35 business days after completion of data processing and no later than 20 business days prior to the end of the period of performance.

D. Survey and Mapping Standards
All Contractor furnished data and information will meet or exceed National Map Accuracy Standards for the respective data.
1. All spatial data deliverables with a vertical component shall be provided in two versions unless otherwise specified herein: 1) vertical datum referenced to the National Geodetic Vertical Datum of 1929 (NGVD29) and 2) vertical datum referenced to North American Vertical Datum of 1988 (NAVD88). Latest versions of the standards shall be utilized along with the most recent Geoid model.
2. Coordinate Reference System reference shall be NAD 1983 StatePlane Arizona West
FIPS 0203, International Feet – latest realization.
Surveys performed for survey control shall conform to the “Geospatial Positioning Accuracy Standards Part 2: Standards for Geodetic Networks”, published by the Federal Geographic Data Committee (FGDC).
File sizes shall be compatible with ArcGIS products.
File naming conventions shall avoid special characters.
Any proposed method to section or grid data deliverables shall be included in the Contractor’s technical proposal.
E. Period of Performance
The period of performance shall be 270 calendar days after receipt of the Notice of Award.
F. Security
Data collection activities conducted within one-half mile of Reclamation dams located on the Colorado River will require coordination with the site facility manager. The Contractor shall coordinate with the COR to schedule activities with the site facility manager. The Government may require a Reclamation escort for activities within the dam security zones.
G. Intellectual Property and Data Ownership Rights
Reclamation shall have unlimited rights to all data and other work generated under this contract.
Examples of such work may include, but are not limited to, raw and final data, analyses, spreadsheets, databases, maps, images, reports, memorandums, geospatial data, and other electronic/paper project records. The Contractor shall not patent, copyright, trademark or withhold any such work. Reclamation may make some or all portions of the data and other work generated under this contract available for public use. Reclamation shall have rights to analysis methods (programming code, software) developed by the Contractor in support of this contract.
Copyrighted deliverables will not be accepted. Licenses more restrictive than Creative Commons “Attribution-ShareAlike” license will not be accepted.

H. Key Personnel
All work under the Contract shall be completed by or under the supervision of Key Personnel.
The Contractor certifies through the execution of the Contract that Key Personnel working to supervise or provide the performance of any work herein shall meet the education, training, and work experience qualifications of those shown in the list of Key Personnel submitted as part of the Contractor’s proposal. An updated list shall be submitted when the Contractor makes personnel changes.
The Contractor’s proposal shall determine the type and quantity of Key Personnel required for the work. Each major task in the Contractor’s proposal shall identify the Key Personnel for the task and the qualifications respective to the task. The following qualifications apply to positions designated as Key Personnel.
1. Project Manager: A minimum of 7 years of experience in work similar to that required under this contract. A minimum of 5 years of experience in project management. PMP or equivalent certification.
2. Principal Engineer: Registered Professional Engineer. A minimum of 7 years of experience in work similar to that required under this contract. A minimum of 5 years of experience in river mechanics, fluvial processes, sediment transport, hydrography, bathymetry, and related analyses.
3. Principal Hydrographer/Hydrologist/Geophysicist: A minimum of 7 years of experience in work similar to that required under this contract. A minimum of 5 years of experience in river mechanics, fluvial processes, sediment transport, hydrography, bathymetry, and related analyses. Training in hydrographic data collection and fluvial sampling. Degree in Hydrology, Geology, Engineering, Geophysics, or a related field of science.
4. Survey Chief: Professional Land Surveyor. A minimum of 5 years of experience in the performance of survey work similar to that required under this contract. A minimum of 3 years of experience in the supervision of a survey crew.
5. Principal Geospatial Data Specialist: A minimum of 7 years of experience in work similar to that required under this contract. A minimum of 5 years of experience with hydrographic data processing and geospatial data product generation. Training in hydrographic data processing/development, geographic information systems, and related software.

I. Quality Assurance Inspections
Reclamation reserves the right to have inspection personnel observe the Contractor’s work and conduct general quality assurance activities as needed to verify deliverable quality.
PART 3 – ACCEPTANCE
The work and project deliverables shall meet the requirements and specifications contained within this SOW and the Contract requirements to be accepted. Deviation from the Contract requirements and specifications is not authorized, with the exception of the minimum acceptable performance levels listed in Table 2.
If any services or deliverables do not conform with Contract requirements, the Government may require the Contractor to perform the services again in conformity with Contract requirements at no increase in cost to the Government. If defects cannot be corrected by reperformance, the Government may reduce the contract price to reflect the reduced value of the services performed or terminate the contract for default.
