1.2 BASIC TERMS:
The following table provides many of the meanings of words or phrases commonly used in this document.
All directives, informative, etc. statements are directed to the Contractor even if the term “contractor” or the contractor name is not included (e.g. “Provide a nail.” is equivalent to “The contractor shall provide a nail.” And “remove” is equivalent to “The Contractor shall remove”). Also, the Contractor shall ably and competently execute all directives including all directly or indirectly related tasks required to safely and legally perform the directive (e.g. “remove debris from CAFB” includes “safe and legal removal, disposal and obtaining all necessary permits, etc.)
A device, equipment or system referred to in the singular (e.g. “the pump”, or “the power system”) includes all related devices, elements and components required to Provide (see below in this table) that device, equipment, or system.

PROJECT DESCRIPTION
2.1 SUMMARY:
Provide complete Design and Construction services and accomplish the entire replacement of the standing seam metal roof on building 900. Existing abandoned BUR to be left in place.
1) The new roof must eliminate each and every weather borne water leak into B900.
2) The new roof must be free from ponding.
3) There have been reports of leaks along the ridge cap of the existing standing seam roof, the design must investigate the pitch of the roof to determine if the pitch should be increased to alleviate rain seeping along the ridge cap.
4) Existing built-up roof is to remain. Insulation attached to the metal roof is to be demolished with the metal roof. New roof is to be a standing seam metal roof built over the abandoned built-up roof. Total new roof assembly is to have a total U-value of U-0.027 as per ASHRAE 90.1-2019.Remove standing seam metal roof and replace with new standing seam roof in compliance with UFC 3-110-03.
5) Remove and replace existing store front. New store front shall match new roof.
6) Provide details and construction of standing seam roof at roof perimeter and at each and every roof penetration including: HVAC ducts & supports; conduit; vents and curbs.
7) The Contractor must verify the GFD, SOW, Record Drawings, and each and every field condition.
2.2 PROJECT SCOPE:
Objective: Identify cause(s) of existing roof leaks and revise and replace existing detailing and construction to eliminate future roof leaks. Replace the existing standing seam roof assembly, including insulation down to existing Built Up Roof, with new insulation, cover boards, and a new standing seam roof system.
The B900 is not continuously occupied by personnel; however, the environmental conditions inside must be continuously maintained. Off-hours, nights and weekend work may be required to avoid disruption to operations within B900. The facility must remain accessible at all times. During demolition and construction the Contractor must protect B900 interior from weather and water by any means necessary, including temporary waterproof coverings.
Construction must be ‘in conformance with’ (ICW) OSHA regulations. Before work starts, Contractor must submit a Safety Plan to the CAFB Base Civil Engineer Construction Manager (BCE-CM) for review or review and approval.
Work on the B900 roof must be done entirely from the building exterior. Contractor personnel must not enter the building unless permission is first obtained from the Contracting Officer (CO).
This building has critical temperature and humidity requirements that must be maintained. Schedule work times to help maintain proper conditions. Do not permit water intrusion into the building.
DEMOLITION:
1) Caution: Existing roof assembly was built on previous built-up asphalt roof. The existing roof deck must not be damaged during roof replacement work (i.e. construction performance period).
2) Remove roof assembly including sheet metal roof and insulation down to existing built up roof. Roof assembly also includes: flashing at roof perimeter, material around any parapets, flashing at fan ducts, supports, and vent stacks and related appurtenances.

3) Each and every structure ‘to remain’ on the roof, including: parapets, fans, vents, and other equipment must either be removed and reinstalled or protected from damage during demolition and new work.

NEW WORK:
1) Total new roof assembly is to have a total U-value of U-0.027 as per ASHRAE 90.1-
2019." Both the existing BUR and the new Standing Seam metal roof are part of the new roof assembly. Insulation is to be installed to the bottom of the new Standing Seam roof to bring insulation to ASHRAE levels. Provide manufacturer correspondence (not catalog cuts) for Government review or review and approval of the chosen system before Contractor starts installation. Follow manufacturer directions for installing the system of choice. Provide drawings and details in the Construction Documents. This shall include a new soffit over existing BUR.
2) Standing Seam Metal Roof assembly includes: sealing each and every roof edge and roof penetration, Follow manufacturer directions. Provide detail(s) in the CDs for Government review or review and approval. Provide perimeter flashings and new roof curbs for roof mounted equipment. Extend conduit, electrical, and other items needed to accommodate new roof curbs. Reinstall any equipment that was removed.
3) Provide new roof drainage that completely drains all water and prevent any amount of ponding.
4) Provide sufficient drainage to prevent the depth of water collected on the roof from exceeding the maximum allowable roof load determined by the Design Professionals
5) Provide new waterproof sealing on all parapets.
6) Provide new overhangs over each door.
7) Provide new roof curbs where necessary to provide required clearances.
8) Raise equipment where necessary to provide required clearances.
9) Provide Roofing accessories such as metal flashings, edge metal, counter flashings, fascia, vents, pipe vents, turbine ventilators, gravity vents, expansion joints, termination bars and other items needed to receive the warranty. Provide color options for flashings for government selection.
10) Provide fall protection anchor points while work is being performed.
11) Provide miscellaneous small repairs, small pipe work, electrical work, HVAC duct sealing, etc.
12) Provide other necessary items of roofing work, HVAC disconnect/reconnect/movement, remove/re-install lightning protection, communications equipment disconnects reconnect/movement.
13) Provide new store front in place of existing store front to match new standing seam roof.
14) Construction (and drawings thereof) must be in conformance with (ICW) the applicable Unified Facility Criteria (UFCs). The Contractor must either be or (Design Professionals) become expert with the UFC’s.
15) Provide CDs including roof plan, details; sketches; and calculations to direct construction, and Government inspections. Provide As-Built Construction Documents.
16) Provide the services of a Registered roofing Consultant, Registered Professional Engineer, or Registered Architect to be used in the design and for consultation throughout the project as outlined in each TO following UFC regulations.
17) Provide items of roofing and non-roofing work typically associated/required for issuance of the manufacturer 20 –year, no-dollar-limit warranty.
2.3 GOVERNMENT FURNISHED EQUIPMENT or MATERIALS:
The Government will not furnish any equipment or materials. The Contractor must provide all material and equipment denoted herein or needed for a complete, functional and watertight product.

DESIGN REQUIREMENTS
3.1 SUMMARY:
These requirements include all site investigations, drawings, and specifications necessary to complete the design set forth in the GFD and this SOW. Design includes complete contract drawings and intermittent submittal of drawings not yet complete. Specifications must be included on the drawings. The Contractor must attend Government requested review and conference meetings.
3.2 NATURE and EXTENT OF DESIGN:
This project requires the services of licensed Design Professionals. The project requires roofing design and details. Drawings including design, shop drawings, material and equipment submittals must be sealed and signed by licensed Design Professionals. Construction must not interrupt the facility’s mission. Design, shop coordination drawings, material and equipment submittals, and final As-Built record drawings are required.
3.3 SITE VISIT: The Contractor is strongly encouraged to make a site visit before bidding on this project.
Contact the Government for times and dates of a site visit.
3.4 RESPONSIBILITY:
3.4.1 Contractor must perform all services, including travel, required to provide complete Construction Documents in accordance with this SOW and in compliance with UFCs and codes.
3.4.2 The 35% Design shall include a detailed plan for the remediation and disposal of the bat guano. The plan should detail how proper hygienic standards and OSHA standards shall be met during the process of neutralizing and disposing of the bat guano.
3.4.3 Record Drawings provided to the Contractor are a discretionary courtesy of CAFB, but their accuracy is not guaranteed. The Contractor must verify each and every element of the Record Drawings that will be used in the Construction Documents.
3.4.4 The Contractor must develop this SOW and the GFD into Construction Documents that ensure inspect-ability, constructability and code compliance.
3.5 DESIGN STANDARDS:
All design and construction must be accomplished in accordance with applicable UFC’s, ETL’s, (UFC’s and ETL’s may be found on-line at www.wbdg.org.) local and national codes, Columbus AFB Installation Facility Standards (IFS) and all Appendices (Special Construction, Mechanical, and Electrical) and other guidance as modified by this SOW. Standing Seam sheet metal roof [20-year warranty for all applications.] Small Fans to replace existing exhaust fans.
The Contractor must submit a written request for approval of any deviations from the Government's established standards. No deviations from the Government's established standards will be permitted without prior written approval from the Contracting Officer.
3.6 DOCUMENTS:
Drawings under this Contract must be well prepared, complete, and accomplished in conformance with the best professional practice to show clearly and concisely the nature and extent of work to be performed.
3.6.1 Lettering must be sized so half-size (and 11” x 17”) reductions are legible. Use standard building material indications and symbols for architectural items and for mechanical, electrical and plumbing equipment.
3.6.2 The Contractor must plot paper sheets, 24" x 36". Each sheet must be consecutively numbered beginning with "1 of (x) Sheets". Denote each drawing type sheet as follows:

3.6.3 Not all of these subjects may be needed for this project.
a. Document Transmittal: Deliver All CD submittals, including 35%, 65%, 95%, 100% and As-Built, on both paper (Hard Copy) and in *.dwg and *.pdf formats on a CD-ROM or DVD-RW (both designated as CD- ROM). Only these are acceptable electronic file media. Provide the following for each progress presentation:
1) Three (3) bound Hard Copy sets of drawings on D size (24”x36”) heavyweight white bond paper.
Provide additional sets (and sizes) as requested by the CO.
2) Before copying to CD-ROMs Bind all X-refs to *.DWG files so each drawing is independent.
3) Publish drawings (sets) to both *.DWG and *PDF file formats accessible by CAFB software. Make
*.PDF drawings full-size highest resolution with accessible layers using the latest version of Adobe Acrobat.
Each drawing sheet plot must be setup to print identical to its corresponding hard-copy.
4) Plot drawings to scales that legibly differentiate all line weights including, line types, hatching, shading, dimensioning, arrows, and lettering. Plot scales must make visible all required construction information.
5) Use only Ariel or standard AutoCAD™ fonts. Maintain a consistent drawing numbering scheme. Keep the number of layers to a minimum. Use only Imperial (English) units of measure.
6) Match the drawing sequence in the *.DWG and *.PDF files or folders to the hard copy drawing index.
7) The hard copies and CD-ROM must be concurrently delivered to the Government.
8) Get from 14CES the latest CAFB title block version (in *.DWG format) and use on all drawings.
9) For TO cover sheets, CEPM will provide Contractor with a CAFB map showing the general TO locations. Contractor must show and annotate TO Locations, Haul Routes, Main Gate, South Gate, BCE-Bldg 385, and other items as directed by the CEPM.
10) Make two copies each of other documents including specs, tables, charts, schedules, and graphs in both *.PDF and originating software (unlocked, not password protected) file formats (e.g. MS Excel or Word): copy one of each file in each format onto each CD-ROM.
11) Provide for As-Built Drawings: Hard Copy sets conforming to this Section; two CD-ROM disks each containing 1 set of PDF files conforming to this Section and 1 set of *.dwg files conforming to this Section; Add a folder to each CD-ROM containing one AutoCAD™*.dwg file for each CD Drawing.
Arrange the files to match the sequence in the Hard Copy drawing index. Pre-set all *.dwg drawing plot viewport(s), layers, and line-types to exactly plot the corresponding Hard Copy sheet.

3.7 DESIGN REVIEWS
3.7.1 CONTRACTOR REVIEWS MANDATORY: Design Submittals, reports, calculations, drawings, Construction Submittals, Shop Drawings, As-Built drawings, etc. must be reviewed and approved by the Contractor and the contractor’s Architect and Engineers before delivery to the Government for review or review and approval. The Government will not review non-compliant submittals.
3.7.2 DESIGN PHASE REVIEWS: The Government will review design documents. This project will require 35%, 95% and 100% Submittals. The Government may deem a Submittal incomplete and return it to the Contractor without review. If the Government deems a 95% Submittal incomplete, the Contractor must make further submittals and these will be denoted 95%-A, 95%-B, etc. Documents will only be 100% after the Government approves the last 95% Submittal. .
3.7.3 DELIVERY: Deliver four (4) copies of each submittal and one (1) CD-ROM containing each drawing sheet in both AutoCAD (Release 2010) and PDF file format directly to the CO, along with
AF FORM 3000.

3.7.4 REVIEWS AT INTERMEDIATE STAGES OF DESIGN COMPLETION: From receipt of each
35%, and 95% and 100%, the Government will take 14 days to review or review and make comments on each Design Review submittal The Contractor must respond to all review comments:
they must either be accepted and incorporated into the next design submittal or rebutted (in writing with proof). The Government may extend its review period or require a conference with the Contractor. Designs are submitted at various stages of completion as follows:
a. 35% DESIGN REVIEW: Contractor must submit 35% design documents within 35 days after the Notice to Proceed (NTP). The 35% design must include complete and thorough detailing to leave no question as to how the project will be built. Design documents must be legibly annotated (in title or revision blocks of drawings) with: “35% REVIEW SET” and the date.
b. 95% DESIGN REVIEW: Contractor must submit 95% design documents within 49 days after Government review and approval of the 35% Design Review Submittal. The 95% design drawings must be substantially complete and requiring only a few minor Government comments. The 95% design must include drawings and detailing that answer each and every question about the project construction. Legibly annotate Design documents (in title or revision blocks of drawings) with: “95% REVIEW SET” and the date.
c. 100% DESIGN REVIEW: Within (7) days of receiving the approved 95% Design Review, the Contractor must submit the 100% Design. The Government will review or review and approve the 100% submittal within 7-days of receipt. All 95% review comments must be incorporated. Upon Government approval of the 100% documents, the CO will issue the Notice to Proceed with Construction. Legibly annotate each and every 100% document with:
“APPROVED CONSTRUCTION SET” and the date.
d. For each event day in a holiday or extraordinary event occurring during Government Review, the review will be increased by one day. Deliver no REVIEWs within (before or after): one week of Thanksgiving; two weeks of Christmas; or one week of New Year’s Day.
Extraordinary Events include: unscheduled holidays for base personnel; base-wide training exercises; etc. The Government may prohibit Contractor work during such events.
3.7.5 LIABILITY FOR DESIGN: The Contractor is exclusively liable for the design. The Contractor, by delivery of a Design Submittal for Government review, certifies that the Design meets:

(1) the Best Practice judgment of the Design Professionals; (2) the Government requirements set forth in the GFD and SOW; and (3) all design criteria, technical requirements, etc. in the S&R.
Government review or review and approval of Design Review documents neither warrants, nor exempts nor diminishes Contractor liability for, their completeness or accuracy.
3.7.6 PARTIAL SUBMISSIONS: Partial submissions normally will not be accepted. However, under some circumstances, to expedite project execution, the Government may accept design/shop drawings or material submittals for major elements or long-lead-time equipment for review and approvals prior to 95% design submittal. Government approval of such items does not relieve the Contractor of his responsibility to ensure a complete, constructible, code-compliant design
3.7.7 CONSTRUCTION BEFORE 100% DESIGN: Construction may not begin until Government 100% design approval and issuance of a NTP for Construction. All Construction Documents, design analyses and other design materials become the property of the Government
3.8 CONFERENCES:
3.8.1 PRE-DESIGN CONFERENCE: A Pre-Design Conference will be held at the Contracting Office as indicated.
3.8.2 COORDINATION/REVIEW CONFERENCES: The Government may require coordination and review conferences. The Contractor may request such conferences when it is deemed necessary by both parties to clarify the work or expedite the preparation of plans, specifications or construction.
3.8.3 REVIEW/CONFERENCE MINUTES: The Contractor must make memoranda of each and every meeting minutes and conversations with Government personnel and forward one copy to each party concerned and one copy to the Contracting Officer within seven (7) days. Each copy must be numbered consecutively and chronologically.
3.8.4 MEETING LOCATIONS: Meetings will be held in person at Columbus Air Force Base.
Contractor transportation costs for attending all conferences/reviews and meetings must be included in the Contractor’s Proposal. There will be no teleconferences unless permitted otherwise by the Contracting Officer.

CHAPTER 4: CONSTRUCTION ADMINISTRATION
4.1 PERFORMANCE CAPABILITIES
Contractor must keep exclusive management and technical support personnel on the project throughout construction. One week before the start of work, Contractor must submit in writing to the CO for review or review and approval the names and credentials of the Project Superintendent who will also be acting Contractor Project Manager, and Quality Control Manager. Subsequent proposed changes of the Superintendent must be submitted in writing to the CO for review or review and approval before working on the project. Contractor must demonstrate to the Government’s satisfaction that proposed replacement personnel exceed education, technical and experience present in the original Superintendent. Following are minimum performance requirements:
Contractor Project Manager (CPM) - Provides management of the project contract including subcontract purchasing and administration and review of material submittals and shop drawings.
CPM must render immediate decisions and actions in support of the project schedule including design and cost proposals, negotiation with Government and subcontractors, signing awards and modifications, supervision of project superintendents, attending weekly CO/CE/PM Contractor status meetings, as well as pre-performance site visits, pre-final and final inspections. Prior CPM experience must include not less than 5 years responsibility in each and every one of these tasks.
Contractor Site Superintendent (CSS) - Provide an on-site construction superintendent to oversee all work. Site supervision must be constant throughout each day and includes submission of detailed weekly progress reports, scheduling and coordination of subcontractors and material suppliers, and attendance at all construction progress meetings, CO site visits, and pre-final and final inspections.
The CSS must have not less than 5 years prior experience as a project superintendent for a contracting firm overseeing commercial construction projects. The CSS must during normal work hours, and if CO summons, be available within 15 minutes. The superintendent must be responsible for the quality workmanship of all trades and timeliness of project completion; therefore, an absent CSS without a designated substitute must be considered as damaging to the government.
Quality Control Manager (QCM) - Provide quality control for the project. QCM must ensure compliance with all safety requirements, verify that work and materials in place and stored on site conform to the construction documents, shop drawings and material submittals. QCM must submit daily status reports recording activities at each project site, prepare and coordinate material submittal sheets and shop drawing submittals, schedule and coordinate testing procedures, prepare quality control reports for construction progress and other required meetings, and attend all pre-final and final inspections. Prior QCM experience must include not less than five years responsibility in each and every one of these tasks.
The CSS may also act as the CPM and the QCM.
The Contractor must have additional personnel including management, technical, labor or subcontractor, immediately available as necessary to fulfill all construction contract requirements.
The government may deny access to Columbus Air Force Base to anyone identified as a threat to the health, safety, security, well-being, or operational mission of CAFB and its population.
The Contractor must be available by phone 24-hours a day, 7-days a week and upon 15 minutes notice during normal duty hours and 30 minutes notice during non-duty hours must meet the CO at a CO designated location.
4.2 COMMENCEMENT, PROSECUTION & COMPLETION
4.2.1 Contractor must start design and various construction phases at times specified by CO issued Notices to Proceed (NTP), prosecute the work, and complete the entire work within the Period of Performance. The Period of Performance shall be set at 180 calendar days.

4.2.2 Contractor must provide a Submittal Log (Schedule of Material Submittals), Progress Schedules, Progress reports and Status Reports.
4.2.2.1 Submittal Log: See MATERIAL SUBMITTALS AND SHOP DRAWINGS below.
4.2.2.2 Progress Schedule: (AF Form 3064) Submit weekly. Subdivide total schedule into individual work items. Show completed work percentages at the end of each reporting period. Submit first progress schedule to the CO within 7 days after Notice to Proceed (NTP).
4.2.2.3 Progress Reports: (AF Form 3065) Submit Project Progress reports to the CO twice a month: deliver the first report on the first working day of each month and the second report two weeks later. Describe the percentage of work completed during the report period. If behind schedule, the Contractor must report in writing what actions will be taken to regain the schedule. If the CO agrees to add days to the contract performance period, Contractor must provide an amended schedule.
4.2.2.4 Status Reports: Submit to the COR daily reports of the work status. In each report, list the tasks accomplished, deliveries received, equipment on-site, weather conditions, and number of personnel working listed by trade. Photos may be included.
4.2.2.5 Real Property Report: The Contractor must submit a completed DD Form 1354, Transfer and Acceptance of Military Real Property to the CO prior to final punch-walk.
4.2.3 Period of Performance: This is the time beginning with the NTP and ending when construction, including all punch list items, is complete and final inspection is approved by the government. CAFB may require more than one construction performance period e.g., separation of design from construction.
4.2.4 Contract Completion: Upon project completion, Contractor must vacate all work areas, including Contractor offices, storage and staging areas, and individual work sites. Restore these areas to their condition prior to Contractor occupancy; and complete this restoration within 14 days from the earlier of: approved final inspection or CO notification.
4.2.5 Coordination and Project Conditions: Schedule and manage submittals, materials, products, equipment, manpower, etc. to control all parts of the work efficiently and orderly. Verify compatibility of existing building utilities with new operating equipment. Coordinate required space, supports, and mechanical and electrical work shown (even if via diagrams) on Drawing Submittals. Follow routing shown for pipes, ducts, and conduit; place runs parallel with building lines. Use space efficiently to allow accessibility for maintenance and repair for each and every system. Conceal wiring behind finish surfaces and locate fixtures and outlets with finish elements. Coordinate pre-Substantial Completion clean-up in separate building areas.
4.2.6 Cutting and Patching: Only employ skilled and experienced workers to cut and patch. Report in writing to the CO wherever cutting and patching might degrade: safety; appearance, structure, weatherproofing, O&M, or separate Contractor or government construction. Prevent damage to existing and new construction and prepare surfaces to receive patching and finishing. Match new finishes to existing adjacent surfaces unless noted otherwise. Maintain integrity of existing walls, ceilings, or floors;
completely seal voids. Refinish entire assemblies and continuous surfaces to nearest intersection. Cut, fit, and patch where required e.g.: mechanical and electrical penetrations; integration of new components with one another or with existing construction; removal and replacement of defective and non-conforming elements; remove samples for testing.
4.2.7 Special Procedures: Employ skilled and experienced tradespersons. Remove debris from open work areas and concealed spaces. Remove, cut, and patch to minimize damage and provide means of restoring products and finishes to original or specified condition. If a change of plane of 1/4 inch or more is discovered, submit recommendation to the CO for providing a smooth transition. Patch or replace portions of existing surfaces damaged during construction.
4.2.8 Welding Permits: The Contractor must not cut or weld without first obtaining a welding permit from the Base Fire Department. All fire and safety regulations must be stringently followed.
Failure to obtain a welding permit will not be cause for extending the contract performance period.

Damages caused by welding work is the responsibility of Contractor.
4.3 SCHEDULING
4.3.1 Contractor must coordinate work schedules with the CO and CEPM before start of work.
Work progress will be evaluated with the CO, BCE-CM, and Contractor in weekly meetings. The Government may require corporate management “in-person” representation at these meetings.
4.3.2 Contractor must schedule all work. Performance periods will not be established or extended to accommodate insufficient personnel resources. Contractor must not move crews on and off the project while making minimal progress as this shows the Contractor has an inadequate work force to fulfill the contract requirements. Contractor’s CPM and CSS must not change more than two (2) times during construction as this demonstrates an inadequate management force to fulfill contract requirements.
4.3.3 Before construction begins, Contractor must agree with CO on a sequence of procedures;
means of access to premises and buildings; materials and equipment storage space; delivery of materials and use of delivery routes, approaches, corridors, and stairways. The Government may require the Contractor to revise previous work-phasing schedules.
4.3.4 Interference and inconvenience to Government operations and personnel caused by project work including use and delivery of materials, tools and equipment must be minimum.
4.3.5 The Government may require that work, so far as practicable, be done in separate phases.
Phased work areas must be delineated and annotated in the Contractor’s drawings.
4.3.6 Hours of Work: Normal work hours are Monday through Friday from 7:30amto 4:15pm excepting the Federal Holidays listed below:

1) Observe Saturday holidays the preceding Friday and Sunday holidays the succeeding Monday.
2) For weekend, after hours, or holiday work, submit a 72 hour advance written request to the CO, describing dates, locations and types of work. CAFB has the right to approve or deny the request.
Work in CAFB occupied areas during extra-normal work hours require AF escorts in the occupied areas. Modification to contract sum or period of performance will not be allowed.
3) The Government’s request for Contractor to work outside of the normal duty hours must be justification for modification to contract sum or period of performance.
4) If CAFB observes an unscheduled holiday, participates in training exercises, etc. Contractor may be prohibited from working for part or the whole of a day. 14CES does not know how many or when these activities might be scheduled but anticipate not less than two per year. BCE-CM will allow additional contract time for these disruptions. Zero-cost modification to period of performance will be allowed.
4.3.7 Construction Schedule: Submit preliminary schedule to the CO at the Preconstruction Meeting, but not later than fourteen (14) days after issuance of Notice to Proceed. After CAFB review and comment, revise and resubmit schedule within seven (7) days. Upon approval by the CO, the schedule becomes the official Construction Progress Schedule. Keep a copy available at Contractor (field) Office.

Each and every schedule change must have prior CO approval via contract Modification.
4.3.8 Construction Progress Schedule: Submit and maintain an accurate and current Gantt chart to track construction progress with a separate horizontal line for each major work activity of subcontractors, manufacturers, and suppliers. Vertical lines must identify the first work day of each week. Show complete sequence of construction by activity, identifying separate stages of work and other logically grouped activities. Indicate early and late start, early and late finish, float dates, and duration of each activity. Revise chart weekly to accurately identify progress made, percentage completion, and projected completion date for each activity. Show activities modified and scope changes. Submit written report to identify problems, anticipated delays, corrective actions, and affected completion dates.
Provide additional progress schedule information as requested by the BCE- CM. Construction progress schedule update forms will be provided at the preconstruction conference.
4.4 MANAGING
4.4.1 Preconstruction Conference: at CAFB will be scheduled by the CO after issuing the NTP.
Required attendees include the Contractor, Contractor Project Manager (CPM), and Contractor Site Superintendent (CSS). Contractor must record meeting minutes and within two days after the meeting distribute two (2) copies to all participants and to all others affected by decisions made at the meeting.
Before the meeting the CO will issue its Agenda which will include one or more of the following:
1) Execution of Government-Contractor Agreement.
2) Submission of executed bonds and insurance certificates.
3) Distribution of Contract Documents.
4) Submission of Subcontractors list, products list, schedule of values, and progress schedule.
5) Designation of personnel representing the parties in Contract.
6) Procedures for processing field orders, submittals, substitutions, payment applications, proposal requests, Change Orders, and Contract closeout.
7) Construction Schedule
4.4.2 Site Mobilization Meeting: Prior to Contractor project site(s) occupancy, the CO will schedule a meeting at which required attendants include the CO, Contractor, Contractor’s Project Manager (CPM), Contractor’s Site Superintendent (CSS), and major Subcontractors. Contractor must record meeting minutes and within two days after the meeting distribute two copies to participants, and all others affected by decisions made at the meeting. The Agenda for this meeting will include:
1) Government and Contractor Use of Premises.
2) Government Requirements.
3) Construction facilities and controls provided by Government.
4) Temporary utilities provided by Government.
5) Security and Housekeeping Procedures.
6) Construction Schedules.
7) Application for Payment Procedures.
8) Testing Procedures.
9) Record Documents Maintenance Procedures.
4.4.3 Weekly Progress Meetings: with the BCE-CM will occur throughout construction duration.
Required attendants include the CO, Contractor, the CPM, and the CSS. Contractor must record meeting minutes and within two days after the meeting distribute two (2) copies to all participants, and to all others affected by decisions made at the meeting. The agenda for these meetings will include the following:

1) Review previous week’s work progress. Review minutes of previous meetings.
2) Evaluate work quality and safety. Review field observations, problems, and decisions.
3) Construction Schedule update. Corrective measures planned to regain projected schedules.
4) Evaluate construction progress. Identification of problems which impede planned progress.
5) Work progress planned for thenext week. Effect of proposed changes on construction schedule
6) Submittals: review status and schedule. Review of off-site fabrication and delivery schedules.
7) Other business
4.5 MATERIAL SUBMITTALS AND SHOP DRAWINGS
4.5.1 Definitions: A submittal is a package of project information, samples, drawings, schedules, certifications, product data, etc., delivered to the Contracting Officer (CO) for Government review or review and approval. A deviation is a submittal with an item not requested in the project documents. The Contractor may only submit a deviation if the item is in agreement with the intent of the project documents, but does not precisely conform to those documents and Contractor requests either substitution or change for the purpose of increasing the quality of the final product. A Submittal or Deviation of a system must be considered as an integrated collection of component parts.
4.5.2 Purpose: Submittals formalize Government review of Contractor choices in complying with the CDs and providing Minimum Installer Qualifications (Section 4.8.1). They also formalize Contractor’s proposed Deviations, color choices, shop drawings, etc. early enough in the contract time when changes will have less impact on the ordering of materials and products.
4.5.3 Accountability: The Contractor is wholly responsible for the contents of a submittal. The Contractor by act of submittal certifies that each and every item listed or implied, meets the intent, materiality and requirements of the design, quality, and functionality of the CDs. Neither Contractor furnishing nor Government approval of a submittal either suspends or waives Contractor responsibility for conformance to the CDs.
4.5.4 Basic Compliance: Conform to all “Material Submittals and Shop Drawings” requirements of the SOW. All submittals must be delivered to the Contracting Officer within twenty- one (21) days upon issuance of NTP-Construction. If submittals are not delivered within 21-days the CO may refuse Progress Payments until all submittals are delivered.
4.5.5 Submittals must be accurate, easily legible, with all detail necessary for a thorough review.
Every copy of Product data must clearly identify proposed models, options, and relevant design data including physical, functional, and utility connection requirements. Render manufacturer data specific to this Project.
4.5.6 The Contractor must review, approval stamp and sign every submittal before delivery to the CO. Each submittal package and shop drawing sheet must bear appropriate Design Professional (Designer of Record) license stamps and approval signatures before delivery to the CO. Each submittal must be attached to a Material Approval Submittal (MAS) Form (AF Form 3000). Upon Government review, one copy of each submittal will be returned with its MAS form marked to indicate approval or disapproval.
4.5.7 Government Review: Contractor must deliver four (4) copies of each submittal (if not submitting electronically) and must allow 14-days for review or review and approval excluding delivery time from and to Contractor.
4.5.8 Submittal Log: Contractor must during the design phase of the project log all construction submittals required by completing a “Schedule of Material Submittals” (AF Form 66). The form must include all submittals necessary to insure the project is built to the satisfaction of CAFB including shop drawings, manufacturer's literature, product data, certificates of compliance, material samples, finish samples, extensions to the design, guarantees, test results, etc. The CO will provide Contractor with an AF form 66 template. Contractor must complete and submit the AF Form 66 in MS-Excel electronic

Columbus AFB, MS B900 format and in hard-copy format to the CO for review and approval by the CEPM within fourteen (14) days upon issuance of the NTP. Form 66 will be the first submittal item and must be attached to its own (MAS) form. Place the entire Submittal Log in an appendix of the final specifications.
4.5.9 Proposed Products and Qualified Installers List: Within 28 days after Notice to Proceed is issued, submit list of major products proposed for use, with manufacturer name, trade name, model or catalog number designation, and reference standards of each product.
4.5.10 Material Approval Submittal (MAS): The CO will provide Contractor with a MAS form template. The MAS “Submission Number” must be the same as its corresponding “Item No.” in the Submittal Log. Each submittal must reference the specifications paragraph or the drawing sheet number where the submittal is required. Clearly mark an MAS form “DEVIATION” for any system or any part thereof to which the Deviation applies. Deviations must be reviewed by the CEPM.
4.5.11 Re-Submittals: Resubmitted MAS forms must bear the original “submission number” with an alphabetic suffix (sequenced for multiple re-submittals). Identify all changes made since the previous submission. Allow fourteen (14) days for government review excluding delivery time from and to Contractor.
4.5.12 Selection of Colors and Finishes: Submit samples of each and every exterior and interior finish (anything with a visible surface) including: surfaces, materials, textures, patterns, paint, fixtures, doors and frames, windows, glass and frames, and hardware before ordering or installation. The Contractor must submit to the CEPM samples of each and every available manufacturer color and finish to be used in the project. Submit EACH AND EVERY Color and Finish sample at the same time. Attach to each sample an AF Form 3000 with Project Number, Project Name and Submittal Number. Samples must be the actual material, or actual material coatings bonded to the actual backup material that will be installed. Submittals with false or approximate material or color renderings may be rejected. Sample sizes must be sufficient for the CEPM to perceive true colors and patterns. If a submitted material does not meet the design objectives CAFB may reject the product and require a new submittal. Each and every CEPM decision will be final. The CEPM will keep one sample of each approved color and finish.
Non-compliance with part or whole of this paragraph voids each and every selection, which must be re-submitted, irrespective of prior CEPM approval.
4.5.13 Certifications: Submit all Contractor, subcontractor, fabricator, and manufacturer certifications for review or review and approval by the Government. Denote the requirements met or exceeded by the certified element whether material, construction system, portion of work, product, equipment, etc. Include supporting references, data, affidavits, certificates, etc. Certifications may be recent or previous test results on the same provided element, but must be acceptable to Government.
4.5.14 Manufacturers Information: For each manufactured product provided in this Project, submit three copies of all manufacturers’ printed instructions for delivery, storage, assembly, installation, adjusting, finishing, and usage to the Government. Submit three copies to the CO ofany manufacturer’s field report within 30 days of manufacturer’s field visit andobservations.
4.5.14 DD Form 1354:
4.6 WORK BY GOVERNMENT
The Government may accomplish work using government or Contractor forces other than those contracted for the Project, and so doing will not breach or otherwise violate the Project contract. The Contractor may be required to coordinate work with one or more other Contractors in order to complete the Project
Contractor must bear responsibility for any existing Government material or equipment to be removed and reinstalled. Contractor must protect against damage or loss any government equipment remaining at construction sites. Government equipment damaged or lost while stored or moved by Contractor must be replaced by Contractor with equal or better equipment.

4.7 PRE-FINAL AND FINAL INSPECTION
Contractor may request a pre-final inspection purposed to obtain government assistance in identifying potential problems prior to final inspection. However, any discrepancies identified at the pre-final inspection must be completed before the final inspection, unless waived by the CO.
Contractor may request separate pre-final inspections for each phase of the work.
Contractor must schedule final inspection NOT LATER than the contract completion date unless precluded by government scheduling problems.
