Monaco Enterprises System Technology Upgrade

STATEMENT OF WORK

1 . DESCRIPTION OF SERVICES: The objective of this requirement is to ensure minimal system down time, avoid failures caused by aging existing D-21 CPU equipment and become fully compliant with Air Force CE Control System cybersecurity standards. In addition, the latest technology and software updates and maintenance ensure the D-21 system runs at optimal performance levels allowing base dispatchers to take full advantage of the system’s feature set. These upgrades support emergency response, incident mitigation, fire station security, Emergency Communications Center (ECC) security, vehicle location tracking, and fire alarm system mapping.

2 . CONTRACTOR RESPONSIBILITIES AND LOCATIONS: The following items will be performed by trained personnel as part of this proposal:

2 . 1 . Provide and install one (1) repair by replace CPU (S1) at Bldg. 380A - Security Forces Comm

Room, includes:

2 . 1 . 1 . One (1) rack mount CPU with supported Windows 11 Operating System, keyboard & mouse

2 . 1 . 2 . Configure the CPU with Base’s current D-21 database and D-21/EM versions.

2 . 1 . 3 . Provide a copy of the SCAP scan results once the DISA STIGs are applied to new CPU

2 . 1 . 4 . Existing software licenses will be transferred to the new CPU

2 . 1 . 5 . Existing CPU will be decommissioned from the Monaco system

2 . 2 . Provide and install one (1) repair by replace CPU (S2) at Bldg. 38 - Fire Station 1 Comm Room, includes:

2 . 2 . 1 . One (1) rack mount CPU with supported Windows 11 Operating System, keyboard & mouse

2 . 2 . 2 . Configure the CPU with Base’s current D-21 database and D-21/EM versions

2 . 2 . 3 . Provide a copy of the SCAP scan results once the DISA STIGs are applied for each server/workstation

2 . 2 . 4 . Existing software licenses will be transferred to the new CPU

2 . 2 . 5 . Existing CPU will be decommissioned from the Monaco system

2.3. Upgrade the following CPU’s with MNS software upgrade: S1, S2, EMC1, EMC2

2.4. Upgrade the following CPUs with supported Windows 11 Operating System build: VG1, VIDC1, VIDC2, EMC1, EMC2

2.5. Harden existing servers and workstations with most current DISA STIG checklists. Coordinate with CES/CEIAI and AFCEC FSR.

2.6. Provide a copy of the SCAP scan results once DISA STIGs are applied to each server/workstation

2.7. Verify network connectivity at all installation facilities

2.8. Validate the system performance after installation

2.9. Provide up to 4 hours of D-21 operator training after system initialization while the installation technician is on-site

3 . 60 CES/CEF RESPONSIBILITIES:

3 . 1 . Provide site and facility access for personnel performing installation work and training.

3 . 2 . Provide the Project Manager with a single point of contact for the duration of the contract.

3 . 3 . Obtain and provide all necessary approvals, permits, and lease agreements for affected facilities.

3 . 4 . Enter D-21 system information into DoD database (eMASS) as needed for the Risk Management Framework process.

3 . 5 . Perform any additional security hardening testing beyond a SCAP test report.

3 . 6 . Provide 120VAC power via standard outlet / receptacle to within 5 feet of equipment installation locations, as required.

3 . 7 . Provide onsite electrician or other legally authorized customer representative to troubleshoot any non-Monaco equipment, as required, during onsite installation mobilization.

3 . 8 . Base responsible for disposal of decommissioned equipment in accordance with base disposition services policies.

3 . 9 . Provide suitable debris/waste container to the technician for project clean-up and final disposal per standard base waste removal services.

3 . 1 0 . Ensure operators and administrators are available for training on the D-21 during site visit.

4. QUALITY ASSURANCE: The Government will evaluate the Contractor’s performance under this contract. The Government Representative will participate in the observation of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the

Contracting Officer (CO). All services to be performed by the Contractor shall be subject to review by the CO or Government Representative.

5. GOVERNMENT FURNISHED PROPERTY AND SERVICE:

5.1. GOVERNMENT FURNISHED UTILITIES: The government will furnish electricity, water, and sewage service as necessary for accomplishment of work in accordance with this contract.

5.2. UTILITY CONSERVATION: The contractor shall adhere to all base level utility conservation practices or requirements. The contractor shall be responsible for operating under conditions that prevent waste of utilities.

5.3. SECURITY, FIRE, AND MEDICAL SERVICES: The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. In case of an emergency, contact Fire Dispatch at 707-424-4911.

6. GENERAL INFORMATION:

6.1. NORMAL BASE HOURS: Base hours of operations are 0700-1630 hours.

6.2. BASE CLOSURES: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alerts, will be accomplished as soon as possible after reopening the base.

6.3. FEDERAL HOLIDAYS:

New Year’s Day - 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first duty day post the holiday observance.

7. CONTRACTOR/EMPLOYEE BASE PASS AND IDENTIFICATION, SPECIAL

CLEARANCES AND VEHICLE PASSES: The contractor shall comply with all requirements and procedures IAW FAR 5353.242-9000, Contractor Access to Air Force Instillations.

8. SPECIAL SECURITY REQUIREMENTS: Travis Air Force Base is designated as a closed base.

The Contractor shall provide an Entry Authority List (EAL) of all workers on company letterhead which require a badge/pass. All requests for a badge/pass will be submitted through the Base Contracting Office within one week of contract start date. A badge/pass will be issued for a maximum of 30 days. Prior to renewing a badge/pass, return the old badge/pass to the Pass and Registration for destruction.

8.1. Ensure the EAL includes:

8.1.1. Contract number

8.1.2. Work site or location

8.1.3. Inclusive dates of the contract

8.1.4. Work schedule (include days of the week and time periods contractors are on base)

8.1.5. Contractor’s full name, date of birth, and social security number

9. CRIMINAL BACKGROUND CHECKS: All individuals are subject to Criminal Background

History (CBH), National Crime Information Center (NCIC) wants/warrants and California Law Enforcement Terminal System (CLETS) driver license history checks. Individuals will be adjudicated based on the listed disqualifying criteria.

9.1. The installation is unable to verify the individual’s:

9.1.1. Citizenship

9.1.2. Immigration status

9.1.3. Social security number

9.1.4. Claimed identity

9.2. The individual is/has/has been:

9.2.1. Barred from entry/access to a federal installation or facility.

9.2.2. Wanted by federal/civil law enforcement authorities, regardless of offense/violation.

9.2.3. On a federal agency “watch list” or “hit list” for criminal behavior/terrorist activity.

9.2.4. Knowingly/willfully engaged in acts/activities to overthrow the government by force.

9.2.5. Incarcerated 12 months/longer in the past 10 years, regardless of offense/violation, unless released on proof of innocence.

9.3. The individual has been convicted of:

9.3.1. Child molestation or pornography; any crime involving indecent acts with a minor.

9.3.2. Espionage, sabotage, treason, terrorism, or murder.

9.3.3. Firearms or explosive violation within the past ten years.

9.3.4. Felony involving violence against a person, armed robbery or burglary.

9.3.5. Drug distribution, possession, intent to sell, trafficking, or use more than once.

9.3.6. Sexual assault, rape, human trafficking or any felony sexual in nature requiring registration as a sex offender under applicable federal or state law.

9.4. The individual is known to be or reasonably suspected of:

9.4.1. Being a terrorist or belongs to an organization with known terrorism links or support.\

9.5. There is reasonable basis to believe the individual:

9.5.1. Submitted fraudulent information concerning his or her identity.

9.5.2. Will unlawfully or inappropriately use an access credential outside the workplace.

9.5.3. Will attempt to gain unauthorized access to classified documents, information protected by the Privacy Act, information that is proprietary in nature, or other sensitive or protected information.

9.6. There is reasonable basis to believe, issuance of access credentials poses unacceptable risk when:

9.6.1. Criminal or dishonest history exists.

9.6.2. A statutory or regulatory bar prevents the individual’s contract employment; or would prevent federal employment.

9.6.3. The individual’s material, intentional false statement, deception or fraud in connection with federal or contract employment.

9.7. Based on the nature or duration of the individual’s alcohol abuse without evidence of substantial rehabilitation.

9.8. Based on the nature or duration of the individual’s illegal use of narcotics, drugs, or other controlled substances without evidence of substantial rehabilitation.

10. LOST BADGES/PASSES: The contractor supervisor will investigate and provide written notification for a lost badge/pass to the 60th Contracting Squadron. Written notification should include an explanation from the contractor on how, when, where and what steps have been taken to locate the missing badge/pass. If a replacement is needed, forward the notification with the request for a badge/pass.

11. APPLICABLE PUBLICATIONS: Publications applicable to this SOW are listed below. The contractor is obligated to follow the publications to the extent necessary to accomplish requirements of the SOW. It is the responsibility of the contractor to ensure that all mandatory publications are available and up-to-date.
