About this file
This is a Sources Sought Notice issued by the Food and Drug Administration (FDA) for market research purposes to identify small business concerns capable of supplying and installing a quadrupole-orbitrap hybrid mass spectrometer system. The FDA's Human Foods Program seeks a newly manufactured, high-performance mass spectrometry system with advanced analytical capabilities for proteomics research to support the analysis of complex protein mixtures in FDA-regulated foods and human cell samples. The system must be delivered and installed at the FDA laboratory facility in College Park, Maryland, prior to September 30, 2026, and must include high resolution, sensitivity, rapid data acquisition capabilities, and compatibility with existing liquid chromatograph systems while supporting multiple acquisition modes (DDA, DIA, PRM).
The requirement encompasses equipment delivery, installation, system integration, calibration, performance verification, trade-in and deinstallation of existing instrumentation, three days of on-site instructor-led training, a one-year service warranty covering parts and labor with preventive maintenance, required consumables, and an optional uninterruptible power supply (UPS). Interested small businesses must submit capability statements by April 27, 2026, at 10:00 AM Eastern Time to Freshta Javid at Freshta.Javid@fda.hhs.gov, demonstrating relevant experience with mass spectrometry systems, equipment installation and integration, training and service agreements, and ability to perform at least 51% of the work under a small business set-aside. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees, and the PSC is 6640 (Laboratory Equipment and Supplies). This Sources Sought Notice is issued for informational and planning purposes only and does not constitute a binding solicitation or obligate the Government to any future contract.

1. Introduction The Food and Drug Administration (FDA) is conducting market research to identify small business concerns capable of providing a quadrupole-orbitrap hybrid mass spectrometer system to support the Human Foods Program (HFP), Office of Laboratory Operations and Applied Science. The requirement includes the delivery, installation, and full integration of a newly manufactured mass spectrometer system with advanced analytical capabilities for proteomics research, including high resolution, sensitivity, and rapid data acquisition. The contractor shall also provide associated software, training, preventive maintenance, and a one-year service warranty covering parts and labor. The system will be delivered and installed at the FDA laboratory facility located in College Park, Maryland, and must meet stringent technical and performance specifications to support the analysis of complex protein mixtures in FDA-regulated foods and human cell samples. Tasks include equipment delivery, installation, testing, demonstration of performance, and user training. Delivery is required prior to September 30, 2026, with warranty coverage for twelve (12) months following installation. This Sources Sought Notice is issued for informational and planning purposes only and is intended to gather capability statements and industry feedback to support acquisition strategy development, including potential small business set-aside considerations in accordance with FAR Part 19.
2. Scope of Work (Summary) The anticipated requirement includes the following major areas of support:
· Supply and delivery of a newly manufactured quadrupole-orbitrap hybrid mass spectrometer system, including all required components, accessories, and integrated data acquisition/software systems
· Installation, integration, and system setup at the FDA laboratory facility, including coordination with Government personnel and existing infrastructure
· System testing, calibration, and demonstration to verify compliance with all manufacturer performance specifications prior to acceptance
· Provision of a one-year service agreement covering parts and labor, including preventive maintenance and technical support
· Delivery of three (3) day on-site instructor-led training for FDA personnel on system operation, data acquisition, and analysis at the HFP location, 5001 Campus Drive, College Park, MD 20740
· Provision of trade-in service and deinstallation labor on existing instrumentation at the HFP location prior to or concurrent with delivery and installation of the new system
· Provision of required consumables, maintenance kits, and optional uninterruptible power supply (UPS) for system operation
3. Equipment List (Summary) The Contractor shall furnish and install a complete quadrupole-orbitrap hybrid mass spectrometer system with all required components, accessories, and supporting equipment necessary for full operational capability. The system shall be newly manufactured and designed to meet high-performance analytical requirements for proteomics applications, including high mass accuracy, sensitivity, resolving power, and rapid acquisition speeds. The system shall include, at a minimum, an ion source assembly with calibration capabilities, a segmented quadrupole mass filter, ion optics (including ion funnel and bent trap), a high-field orbitrap mass analyzer, ion routing multipole, and a multi-stage turbomolecular vacuum system. The instrument shall be equipped with an integrated, computer-based data acquisition and control system capable of instrument operation, data collection, processing, and analysis, and include all required software licenses. The Contractor shall provide all ancillary components necessary for operation, including an independent syringe pump, maintenance consumables kit, and an uninterruptible power supply (UPS) for system stability. The system shall be compatible with existing laboratory equipment, including liquid chromatograph systems, and support multiple acquisition modes (e.g., DDA, DIA, PRM). All equipment, materials, cables, fittings, and connection components required for complete delivery, installation, and integration into the existing laboratory environment shall be provided by the Contractor. The final installation shall include full system setup, calibration, and operational verification. The Contractor shall provide all required documentation, including installation and operation manuals, and shall demonstrate that the system meets all specified performance requirements prior to Government acceptance.
