About this file

This document is a Statement of Objectives (SOO) for a contract to provide specialized seaplane and amphibious aircraft training to the U.S. Air Force 919th Special Operations Group, Det. 2. The purpose is to obtain training in single-engine and multi-engine seaplanes and amphibious aircraft, as the DoD does not operate its own seaplane training program. The training will be provided by Southern Seaplane, a vendor with over 70 years of experience, and will focus on seaplane fundamentals, aircraft qualifications, and operational employment. The training must meet FAA Part 141 requirements and includes 21 hours of ground school and 10 hours of flight time, with specific training elements and proficiency checks outlined. The contract is for FY2024 and the training will be delivered at Southern Seaplane's facility, with the government responsible for coordinating the scheduling and acceptance of the training.

The related federal contract opportunity is a sole-source award to Southern Seaplane, Inc. for $37,425 on May 2, 2024 for this pilot seaplane and amphibious training requirement. This was a limited competition due to the irregularity and urgency of the need, and this notice is to survey the market for future related training requirements.
