Air Force Medical Agency

WRM Security System Update

WRM SECURITY SYSTEM UPDATE

1. BACKGROUND:

1.1. This requirement is in support of the Air Force Medical Agency (AFMED) Medical Logistics Warehouse

Bldg 1534 located in San Antonio, Texas. The AFMED/SG4W buildings are access-controlled and monitored to provide operational and mission security for contingency medical War Reserve Materiel (WRM) operations. Ongoing preventive and repair maintenance programs are essential for systems to perform and operate as designed. AFMED/SG4W requires updates to the integrated security system, encompassing the alarm system, access control system, and surveillance system to maintain compliance with Air Force and National Defense Authorization Act (NDAA) standards.

2. OVERALL OBJECTIVE:

2.1. The overall objective of this effort is to update the existing WRM integrated security system by removing and replacing obsolete components in the alarm, access control, and surveillance systems. The contractor shall also monitor and maintain new components to ensure they integrate with the existing infrastructure.

Equipment must be warrantied and maintained with the existing security system already in place.

3. INSTALLATION OBJECTIVES

3.1. Ensure System Integrity. Maintain the integrity of the integrated security system by uninstalling and replacing obsolete components within the system. Conduct routine inspections to identify and address any vulnerabilities or malfunctions in the alarm, access control, and surveillance systems.

3.1.1. Obsolete Equipment Listing.

3.1.1.1. Access Control System. Consisting of an obsolete Brivo Onsite server access control platform that is installed and managed through a Geovision Network Video Recorder (NVR) server via a local web portal. Currently, there is 1 controller card and 9 reader boards installed. Surface-mounted electric strikes are installed throughout the facility.

3.1.1.2. Network Video Security Camera System. Consisting of a Windows 7 Professional Geovision server with 18 internet protocol (IP) cameras installed which is no longer supported by the manufacturer.

Various network switches are deployed throughout the building to connect these cameras to the main system. Most the of network switches are Geovision 8 Port Power over Ethernet (POE) switches.

3.1.1.3. Intrusion Detection System. Consisting of a Honeywell Vista 128BPTSIA that has 4 partitions. Each with its own keypad. There are two keypads on the main partition. The alarm system communicates through a cellular communicator and has 40 zones. There are dedicated zones that detect environmental conditions such as water and low temperature.

3.1.2. New Equipment Listing.

3.1.2.1. Battery backup power for access control and surveillance systems ensuring continuous use for a minimum of 4 hours in the event of total power loss. Ensure all solutions include secure tamper-proof mounting in case the backup power needs to be in an open and unsecured area.

3.1.2.2. Install updated access control points. Ensure all solutions that include updated switches also include securing and mounting in a tamper-proof manner when located in an open and unsecured area.

3.1.2.3. Update existing CCTV system so that it is National Defense Authorization Act (NDAA) compliant.

Add additional high-resolution cameras to the west side of the building to ensure complete exterior coverage. Add high-resolution cameras that can gather license plate information in all four parking lots. Ensure all cameras are seamlessly integrated into one CCTV operating program. The system must provide at least 30 days of recording. All new switches must include secure mounting as if they are in an open and unsecured area.

3.1.2.4. Update the infrastructure of the existing system so that any components in an open and unsecured area is tamper-proof.

3.1.2.5. Add two alarm keypads.

3.1.3. Update Parameters.

3.1.3.1. All updates shall be installed during normal business hours and coordinated with the appointed building manager and/or the COR.

3.1.3.2. All installation updates shall 100% completed within 90 days of contract award.

3.1.3.3. Conduct thorough testing of the entire integrated security system to ensure proper functionality.

Provide comprehensive commissioning services to ensure the system meets all performance criteria.

3.1.3.4. Address any vulnerabilities or malfunctions in the alarm, access control, and surveillance systems. The entire integrated security system shall have no malfunctions or vulnerabilities post installation.

3.1.3.5. The contractor is responsible for all waste removal stemming from the update requirement execution.

3.1.3.6. The contractor shall provide training to end users on all updated equipment and software post-installation to include user-level troubleshooting steps.

3.1.3.7. All updated components shall be cycled into routine maintenance cycles post-installation.

3.1.3.8. The contractor shall provide the following deliverables:

• Detailed system design documentation.

• Installation and configuration records.

• Testing and commissioning reports.

• Training materials and documentation.

• Maintenance schedules and records.

4. GENERAL INFORMATION

4.1. Contractor/Government Communication. The Contractor shall designate a focal point to be the single point of contact for all Contractor and Government correspondence. The focal point shall provide clear and consistent written and verbal response to the Government within 24 business hours of Government initiated communication (i.e., return phone calls, emails, or other communicated response).

4.2. Place of Performance. The work to be performed under this contract will be performed at the AFMED warehouse located at 601 Davy Crockett Rd. Bldg. 1534, San Antonio TX.
